CLEARFIELD – A Curwensville man who was allegedly paid to do a reroofing project and then didn’t complete any work waived the charges to court Wednesday at the Clearfield County Jail.

Harold E. Warren II, 47, of Curwensville has been charged by Clearfield-based state police with receive advance payment for services and fails to perform and theft by deception. His bail has been set at $25,000 unsecured.

According to the affidavit of probable cause, on June 17 a trooper received a report from a male victim who felt he was scammed out of $2,500. He told state police that on Sept. 16, 2015 at his camp in Curry Run, he paid Warren to purchase building supplies.

Warren was to purchase the supplies to put a new metal roof on his camp. The $2,500 was a down payment a part of a $4,000 contract for the re-roofing of his camp, the victim stated. Since then he’d made numerous attempts to contact Warren regarding the status of the project.

To date Warren allegedly hasn’t purchased materials or completed any work. The victim stated he’d pursued the matter civilly, but Warren failed to show for a hearing, and although he was awarded a settlement, he was advised it may be a long time for him to receive it.

As a result, the victim told state police he was advised to pursue it as a criminal matter. He explained that all he wanted was to be reimbursed in full, as well as for the costs to him associated with filing a civil suit against Warren.

On June 23 the trooper interviewed Warren, who acknowledged the victim’s report was factual. However, he made “every excuse” about why he didn’t purchase materials or complete any work, according to the affidavit.

The trooper advised Warren that the victim just wanted his money back in full along with $162 for filing the civil suit against him. The trooper noted it would have to be in a timely manner, and if he couldn’t come up with it, he’d risk being charged for theft by deception and home improvement fraud.

Warren told the trooper he didn’t have the money but would try to get it in full. The trooper advised Warren he would give him a fair amount of time to pay back the victim.

On Sept. 19 the victim called the trooper regarding the investigation, at which time he reported he hadn’t received any payment from Warren. He advised the trooper that he wanted to proceed with criminal charges.

The same day, the trooper tried to contact Warren, but he was unable to speak with him.

BREAKING: Verbeck Accused of Setting Truck on Fire to Conceal Misuse of Fire Company Funds

Charges have been filed against a Morrisdale man for allegedly setting a pick-up truck on fire to conceal misusing his fire company’s funds, according to court paperwork filed through the office of Magisterial District Judge Jerome Nevling.

William Blake Verbeck, 62, of Morrisdale has been charged by Pennsylvania State Police with 18 counts of arson, F1; reckless burning or exploding, F3; two counts of criminal mischief, F3; theft by unlawful taking, M1; theft by deception, M1; failure to control/duty, M1; two counts of criminal mischief, M2; and reckless burning or exploding.

According to the affidavit of probable cause, at around 6:31 p.m. Aug. 23, Verbeck reported a working vehicle fire via his fire radio to Clearfield County 911, and both the Winburne and Grassflat fire companies responded with 18 firefighters. Verbeck was a volunteer firefighter at the time.

Upon arrival to the scene, firefighters found a 2008 Chevrolet Colorado pick-up truck on fire, and it was estimated to be worth around $6,000. State troopers from the Clearfield barracks were also dispatched to investigate what was believed to be a vehicle crash and accidental fire.

However, it was later learned that the truck’s owner, Verbeck, who reported the fire had “Cash Bash” tickets as well as cash that he was delivering to the Morris Township Fire Department, totaling $1,400. He told authorities both the tickets and money were burned up in the fire.

A state police fire marshal was subsequently requested to determine the origin and cause of the fire. According to the affidavit, it was determined the fire originated in the truck’s cab; however, the cause couldn’t be determined.

The fire marshal noted there was an “inordinate amount” of paper products, such as a phone book, stacks of mail and other combustible items. But there allegedly wasn’t any evidence that any amount of tickets or cash were inside the truck during the fire.

The fire marshal suspected the fire was intentionally set in order to cover up the fact the money for the tickets had been spent by Verbeck, the affidavit states.

Verbeck was subsequently interviewed by the fire marshal about the cause of the fire. He admitted to having problems paying bills and went on to say there was only about $300 in cash inside the truck along with $800 worth of Cash Bash ticket stubs.

Another $600 worth of Cash Bash ticket stubs were recovered at Verbeck’s residence. However, the proceeds from those stubs were allegedly missing. Verbeck went on to admit to using the money to pay bills and to intentionally starting the fire to conceal he’d misused the funds.

Verbeck told the fire marshal that he used a cigar to light a pile of tissue paper on the floor of the truck behind the gear shift and in the front seat.

Morris Township Fire Chief Todd Howe was provided with the $600 worth of Cash Bash ticket stubs. He was advised that there wasn’t any money for tickets assigned to Verbeck to sell for the fire company.

Fire company members indicated that at least eight people had reported purchasing tickets from Verbeck. However, their tickets weren’t turned in by him or anyone else who was selling them. These people were given replacement tickets prior to the gun raffle.

Fire company members have estimated the company has suffered pecuniary losses of at least $2,000 on lost tickets, replacement tickets, refunds and legal fees to produce the requisite press release that was disseminated to the public just ahead of the gun raffle.

Holiday Financial Services, the lien holder on the pick-up truck, was informed of the loss. It estimated that around $6,000 is still owed to them by Verbeck, according to the affidavit.

Verbeck is scheduled to appear for a preliminary hearing at 10:15 a.m. Jan. 4 during centralized court.

DUBOIS – Two people accused of possessing heroin after they left a suspected “drug house” were scheduled for preliminary hearings Friday during centralized court.

Jason Paul Davis, 35, DuBois, is charged by DuBois City police with a felony count of manufacture/delivery/possession with intent to deliver a controlled substance and a misdemeanor count of intentional possession of a controlled substance.

When he failed to appear for his preliminary hearing in this case and an additional drug paraphernalia case, his hearings were held in absentia. District Judge Patrick Ford ruled all charges be sent onto the court of common pleas. A bench warrant was issued for his arrest.

Danielle M. Siple, 28, Brockway, who faced similar charges, pleaded guilty to a misdemeanor count of disorderly conduct. She was given one year probation and she must pay fines and costs.

The charges stem from an incident on Aug. 12 in DuBois after police investigated a traffic violation by Davis as the vehicle left a known “drug house.” Both Davis and his passenger, Siple, were nervous as they spoke to an officer. Davis was issued a citation for the traffic violation and then asked if he had a minute to talk. He agreed, according to the affidavit of probable cause.

The officer asked him if there was anything in the vehicle he should know about such as drugs, guns or a large sum of money. Davis said there wasn’t. The officer then asked if he could search the vehicle and Davis said he could. Both of the occupants of the vehicle were asked to stand at the back of the truck.

When asked again if he would find something, Davis responded that the officer was going to find some bags. Police said the search uncovered eight stamp bags of heroin stamped with “DONALD TRUMP” in a plastic zip lock bag in the center console.

Under the cup holder, the officer found nine more stamp bags with the word “SCORPION” on them. Inside a purse the officer found drug paraphernalia and two stamp bags of heroin.

Siple told police she purchased the two stamp bags in her purse from Davis.

DUBOIS – A Penfield man will stand trial for allegedly brandishing a gun in a convenience store.

Jason Thomas Bricen, 38, is charged with terroristic threats, simple assault, driving under the influence and three traffic summaries.

He waived his right to a preliminary hearing Friday during centralized court, where his bail was lowered from $50,000 to $25,000.

According to the affidavit of probable cause, on Nov. 18 at 10:34 p.m., police were called to the Nittany Minit Mart in Huston Township because of a report about an individual brandishing a gun inside the store. When they arrived on scene, the man had fled. He was identified as Bricen.

A witness told police Bricen had been in the store several times throughout the evening, looking for his girlfriend and continually arguing with her.

At one point when he returned, he had a black gun and was brandishing it. This witness said she was in fear for her life and several of the customers were also concerned. This is when the police were called.

At approximately 11:15 p.m., troopers saw Bricen driving an all-terrain vehicle on state Route 266 before he pulled into the Minit Mart. A perimeter was set up as Bricen was observed going back into the store.

When he exited the store, he was given verbal commands and was taken into custody. He was searched and it was determined he did not have a gun.

He did have a large knife, a prescription bottle with numerous white pills and another container with a white pill.

A trooper believed Bricen was under the influence of drugs and Bricen did not know why the police were there or what was happening. Bricen was asked to complete field sobriety tests that he failed.

He was transported to PSP DuBois and questioned. Bricen admitted he had been in the store and yelled at his girlfriend. He said he did not have a gun with him at the time of the incident but admitted he had a large knife on his right side.

Bricen is a convicted felon and not permitted to have a firearm, according to police.

Bricen’s girlfriend told police in her interview, that he also showed up at her house with a gun. Bricen allegedly told her son who also saw him with the weapon that “two people are going to get shot tonight” and he would figure out in the morning who it was.

She told police she was asleep on her couch when she woke to see Bricen standing over and leaning on her. After she told him he needed to leave, he went outside and pointed the gun to his head. She said he told her that if he can’t have her, then no one can. She described the gun as a 9 mm gun with the serial number ground off.

Because he did not have the gun when taken into custody, a search warrant was executed on Bricen’s residence. Police were not able to find the weapon described by witnesses but they did find two additional firearms that they seized.

Clinton Accused of Possessing Crystal Meth

DUBOIS – Drug charges have been filed against a DuBois man for allegedly possessing crystal meth.

Eric Allen Clinton, 25, was charged by Pennsylvania State Police Nov. 30 with a felony count of manufacture/deliver/possession with intent to deliver a controlled substance, misdemeanor counts of intentional possession of a controlled substance, possession of a small amount of marijuana and 18 counts of possession of drug paraphernalia.

He is also charged with resisting arrest, fleeing or attempting to elude police and traffic summaries.

According to the affidavit of probable cause, on Nov. 14 troopers were on routine patrol when they initiated a traffic stop on the vehicle Clinton was driving that had a LED light bar illuminated on its front bumper.

After the trooper activated his emergency lights, the vehicle accelerated. When the roadway ended at a camp, the vehicle spun around and attempted to come back toward the police car. The trooper blocked the road with his vehicle. Clinton backed up his vehicle in an attempt to flee.

At this point, one of the troopers exited his vehicle and drew his firearm. He instructed the operator to stop his vehicle and exit. The driver failed to comply and rolled his driver’s side window up, police said.

The vehicle moved several times forward and back in an attempt to get around the patrol vehicle. The second trooper exited the vehicle and instructed the driver, later identified as Clinton, to shut his truck off and exit it.

He failed to comply again, according to the complaint. The trooper used his baton to remove the driver’s window that was tinted and concealed the actions of the driver. Clinton was told again to exit the vehicle and he refused.

The two troopers opened the driver’s side door and removed him. Once outside, he allegedly resisted and made an attempt to flee on foot. The troopers were able to subdue him as they took him to the ground to be handcuffed. Clinton continued to resist.

When he was searched, police say they found a plastic bag of marijuana, two pills, a marijuana smoking pipe, a cell phone, a wallet with $335 in it and $337 in cash in his pockets.

After he was placed in the back of the patrol vehicle, he again attempted to flee on foot while handcuffed, police said. He was taken to the ground again and put back into the back seat.

He explained to them he ran because he had a probation warrant out of Jefferson County. When asked if there was anything in the truck the troopers needed to know about, he admitted to having a backpack that contained methamphetamine.

The backpack allegedly contained 14 grams of crystal meth along with drug paraphernalia, plastic bags and two cell phones. Another cell phone was found in the cigarette lighter of the truck.

When he was questioned about the drugs, Clinton told police he had just purchased the meth and was going to repackage it to sell to his friends. He said he ran because he didn’t want to go back to jail. He is currently housed in the Jefferson County Jail. No preliminary hearing has been scheduled yet for this new case.

CLEARFIELD – Lawrence Township police are seeking the public’s assistance in locating a local Grinch who stole Christmas.

Police have received a report about an alleged theft in the area of Route 322 along the railroad bridge that runs parallel to the roadway.

Police say unknown suspect(s) “stole the spirit of Christmas” cutting chords and stealing decorations, solar lights, bulbs, garland and a tree topper from a Christmas tree on the bridge.

Arnold Swales of Clearfield decorates the tree to spread Christmas joy. He discovered it was damaged and its decorations were stolen Monday morning.

According to Swales, he’s spent more than $100 in tree decorations. He feels “saddened that someone has so little respect … especially at this time of year.”

“This was the third year I decorated that tree, and I always added to it.  I was just trying to do something nice in the spirit of Christmas.”

Swales says he is unsure if he will start over and trim the tree again. He went on to say: “It’s just heart-breaking.”

Anyone with information about the incident is asked to contact the Lawrence Township police at 814-765-1648/47.
