State police at Clearfield

  • State police received a report about an alleged incident of retail theft that occurred Monday at the True Value Hardware store in Decatur Township. During the incident, a Philipsburg woman allegedly removed a Christmas flag and four wooden snowflakes. The total value of the theft is estimated at $15, state police said. State police are continuing their investigation, and charges were filed through the district court.
  • State police received a report about an accident that occurred Monday on the Lumber City Highway in Greenwood Township. Lois Richards of Curwensville was traveling east when a deer entered her vehicle’s lane of travel from the southern side of the roadway. Her vehicle subsequently struck the deer, which caused disabling damage to it. Richards’ vehicle was towed from the scene. Both Richards and her passenger were wearing their seatbelts at the time of the accident, state police said.
  • State police received a report about an accident that occurred Monday on the Rockton Mountain Highway in Pine Township. Brian E. Wells of DuBois was traveling west when his vehicle entered the median and then re-entered the roadway. His vehicle impacted the guiderail on the northern side of the roadway. At that point, Wells attempted to compensate and lost control of his vehicle; it entered the median and continued south until entering the eastbound lanes. Wells’ vehicle then impacted the guiderail on the southern side, which sent it airborne until it impacted with the ground. His vehicle was towed from the scene; Wells was not injured and wearing his seatbelt, state police said.

State police at Philipsburg

  • State police received a report about an alleged incident of theft and criminal mischief that occurred sometime Friday or Saturday on Chestnut Grove Road in Union Township. During the incident, someone allegedly stole three “no trespassing” signs. They also allegedly caused damage to two fence posts.   • State police received a report about an alleged incident of retail theft that occurred Oct. 23 at Grattan’s Pharmacy in Philipsburg Borough. During the incident, two women allegedly removed items from the store without paying for them. Charges were filed through the district court, state police said.

Lawrence Township

  • Police were assisted by state parole with serving two warrants on individuals.

  • Police received a report about an alleged incident of fraud that involved a township resident’s checking account.

DuBois City

  • Police were dispatched for an alleged domestic disturbance Monday in the 500 block of West Washington Avenue. A caller told police a male was smashing items inside the residence. Upon arrival police observed a truck leaving and stopped it a short distance away. Police found the male was allegedly under the influence of drugs and operating a vehicle with an expired inspection and without any insurance. Police later released the male to a family member, and the female didn’t want to pursue any charges against him.
  • Police were dispatched to a two-vehicle accident, which involved a school bus, Monday on West Park Avenue. The bus driver told police he was traveling south on Liberty Boulevard in the center lane. At the same time, he said a silver Sedan traveling south in the right-hand lane crossed into the center lane while negotiating a right turn; her vehicle’s driver’s side mirror made contact with the bus. This, he said, dislodged the mirror from the vehicle. When both stopped on West Park Avenue, the Sedan’s driver denied any responsibility for the accident. Police made contact with the bus driver; however, the Sedan’s driver took the mirror and left the scene without providing any information. There weren’t any students on the bus at the time, and no injuries were reported as a result, police said. Anyone with information is asked to contact DuBois City police at 814-765-1533.
  • Police received a parking complaint Monday that occurred in the 700 block of West Washington Avenue. A caller told police that a vehicle was blocking a dumpster in a private lot. Police ticketed the owner of the vehicle and cleared the scene.
  • On Monday police received a report about an alleged incident of theft from a resident in the 100 block of West Weber Avenue. The complainant told police that her husband’s cell phone was stolen from the residence, and two, known females were present at the time of the alleged theft. She believed the phone was sold for cash. Upon investigation police located the cell phone, and charges are pending further information.
  • On Monday police received a report about an alleged incident of theft by deception that occurred at S&T Bank on Liberty Boulevard. Upon arrival police met with the complainant who alleged a known female had obtained funds from their church by providing false information. She told police she made contact with the female before entering the bank and demanded the check back from her. The female, she said, gave the check back and fled prior to police arrival. Charges are currently pending at this time, police said.
  • Police received a report about a minor, two-vehicle accident in the Martin’s Grocery store parking lot. Further, a Chevy Equinox was damaged by a Ford Fusion when its driver was attempting to pull into a parking space. Police assisted with the exchange of information with minor damage occurring to both vehicles.

State police at DuBois

  • State police received a report about an alleged incident of burglary, criminal trespass and criminal mischief that occurred sometime between Nov. 15 and Saturday at a camp on Gilbert Road in Warsaw Township. It remains under investigation at this time, state police said.
  • State police received a report about an accident Monday on the Luthersburg – Rockton Road in Brady Township. Kendall M. Mays of Amherst, Va., was traveling east. At the same time, Rachel T. Henry of Luthersburg was approaching the roadway from the parking lot of Dan Henry’s Service Minit Mart. Her vehicle’s breaking system failed as her vehicle crossed the shoulder and impacted the side of Mays’ commercial vehicle. No injuries were reported as a result of the accident, state police said.
  • State police investigated an alleged incident of DUI that occurred Saturday on Horntown Road in Winslow Township. During the incident, a Reynoldsville man was allegedly stopped for a traffic violation. He was allegedly found to be under the influence, and charges were filed through the district court.
  • On Oct. 22 James J. Potts, 33, failed to register under the requirements of Megan’s Law within three business days. He left Just for Jesus on Oct. 19. State police have a warrant for Potts’ arrest.

Lawrence Township

  • Police received a report about an alleged physical domestic dispute in the Robinson Avenue area.
  • Police responded to an accident in the area of the Wolf Run traffic light.
  • Police received a report about an individual who allegedly had a gun in the Deacon Road area.
  • Police responded to a non-reportable accident in the area of the Wolf Run traffic light.
  • Police received a report about an alleged incident of criminal mischief on Goshen Road.
  • Police removed a deer that was struck on Route 322 near 21st Street while it was causing a traffic hazard.

CLEARFIELD – Clearfield County District Attorney William A. Shaw Jr. has announced Clearfield County’s Fugitive of the Week.

Shaw identified the fugitive as Benjamin Reed, 26, of Ridge Street, Dubois. Reed is wanted for failure to appear at Criminal Call on Oct. 29.

On June 21, Sergeant Dustin Roy of the Dubois City Police Department filed a criminal complaint against Reed. He charged Reed with terroristic threats, M1; stalking, M1; simple assault, M2; harassment, S; and disorderly conduct, S.

According to the affidavit of probable cause, on June 20 police were dispatched for a report about a man who was allegedly threatening a woman with a shovel.

When police made contact with the victim, she allegedly appeared to be visibly shaken. She told police that a man had initially yelled at her following a traffic incident.

The victim said when she and her young child reached home, she realized Reed had followed her. She subsequently fled the area.

Upon her return, the victim said she observed Reed again at her home. This time she said Reed was allegedly carrying a shovel and threatening harm to her and to damage her vehicle. She fled the area again.

A preliminary hearing was scheduled for June 26, at which time all charges were held to court. On Oct. 29 Reed failed to appear at Criminal Call, and a bench warrant was issued for his arrest.

Reed is described as a Caucasian male standing 6 feet tall. He has blonde hair and blue eyes.

Alvin Accused of Threatening to Shoot Woman and Her Children

DUBOIS – A DuBois man who threatened to shoot a woman and her children is now facing charges.

Joseph Francis Alvin, 31, 135 E. Weber Ave., DuBois, has been charged by DuBois City police with terroristic threats, simple assault, harassment and driving while operating privilege is suspended or revoked. The charges stem from an incident on Nov. 18 at Alvin’s residence.

According to the affidavit of probable cause, police were called to the home at 8:26 p.m. The victim said Alvin was screaming at her and threatening to harm her and her children. She explained that he had been sent to a mental health facility the previous week for threatening to shoot her.

Before they arrived, police were advised that he left the residence in a gold Nissan Altima. Then he returned, and left again as an officer appeared on the scene. Another officer in a vehicle got behind Alvin’s vehicle, activated his emergency lights and followed Alvin’s vehicle, as he made a circle around the block and back to the residence.

The officers made contact with him, asking what was going on. He said he and the victim got into an argument so he left the residence. He came back because he saw police were there.

The victim told police that earlier that day she discovered Alvin was abusing his medications.  She then told him she wanted him out of the house and he said he was going to move out.

Later when she arrived home from work, he was still there and sleeping. When he woke up he told her if she died, he would kick her in the face. He started yelling at her asking if she was going to “302 him again or call the cops.” He stated that just because she didn’t find a gun didn’t mean he did not have one. She asked him if he had a gun and he laughed at her.

She told her children to get their things together because they were leaving for the night. As she was putting her shoes on, he approached her in an aggressive manner. She sat back because she thought he was going to hit her. Alvin got right in her face and said “[Expletive], I hate you, and I will shoot you in the face. Don’t think I won’t.”

She then got off the couch and started to call 911. As she did this, he told her to call the cops because he would shoot them, too. Before he left the home, he pointed his finger at her like a gun and said “bang, bang, your kids are dead.”

While she waited for police, she said he came back around the block, got out of his car and started screaming, that she was “done.” He then got into the trunk of his car and started running towards the door. She went inside the home and locked the door as she waited for police.

According to online court documents, Alvin was charged with disorderly conduct after an incident at his residence on Nov. 7 when he was allegedly confrontational with officers and was ordered to stop causing a disturbance. However, he allegedly went back outside and began using profanity and yelling again, according to a police report.

 

Winchell Waives Charges for Allegedly Cooking Meth

CLEARFIELD – A Howard man who is accused of cooking methamphetamine and who claims he bought the chemicals and made the drug for his wife waived his right to a preliminary hearing during Centralized Court at the Clearfield County Jail.

Matthew J. Winchell, 38, of Howard  has been charged by Lawrence Township police with possession of red phosphorus, etc. with intent to manufacture a controlled substance; conspiracy/possession of red phosphorus, etc. with intent to manufacture a controlled substance; operating a methamphetamine lab; manufacture, delivery or possession with intent to manufacture or deliver; intentional possession of a controlled substance; conspiracy/manufacture, delivery or possession with intent to manufacture or deliver; and risking catastrophe.

His wife, Veronica April Winchell, 41, of Clearfield, is also facing the same set of charges. Her preliminary hearing has been scheduled for Dec. 23 at the jail. Bail has been set at $50,000 monetary for both Matthew and Veronica Winchell.

According to the affidavit of probable cause, on Nov. 15 Officer Jon Walker met with two, other township police officers and Clearfield County Probation Officer Scott Cline. Walker was advised about a previous domestic dispute incident that allegedly occurred on Libby Lane.

Cline was at the township police station to see if a female officer could go to the residence for his safety and to submit a female, Veronica Winchell, to a urinalysis test since she is on probation. Officer Tonya Marshall was going to assist Cline, and Officer Zachary Cowan indicated that mass quantities of pseudoephedrine and several pieces of foil were allegedly observed in plain sight while on the previous incident.

Marshall and Cline arrived at the Libby Lane residence and while talking with Veronica and Matthew Winchell and another male, Marshall allegedly observed in plain sight foil, which allegedly appeared to be wrapped with partial burns and residue inside. Marshall subsequently called Walker and Cowan for assistance.

Upon arrival Walker made contact with all occupants of the residence. Cline asked for assistance with a search for safety purposes. During the search, officers allegedly found numerous items of drug paraphernalia in plain sight on the kitchen table, as well as tin foil, which allegedly appeared to have chemical burns on the inside roll.

According to the affidavit, numerous items were photographed as evidence, including liquid Drano, a box of Equate cold compress, torch starter, a large digital scale, coffee filters, a glass plate with coffee filters, 22 pieces of aluminum foil with residue, four small metal screens, a small digital scale, a small clear glass pipe with residue, a butane lighter, a white paper towel covered in red phosphorus, allergy relief medications, a metal cigarette with residue and a clear plastic container with suspected methamphetamine inside of it.

Cline indicated to police that Veronica Winchell’s urinalysis test came back positive for methamphetamine use. Officers then requested permission to search Matthew Winchell’s truck. Upon opening the side passenger door, officers allegedly located a clear plastic bottle; officers recognized it as a portable methamphetamine-making device. Officers also observed in the front seat, Coleman camp fuel, which is used to make methamphetamine.

When Walker asked Matthew Winchell if the bottle contained methamphetamine, he said yes. He then allegedly made an open utterance about cooking methamphetamine for his wife, Veronica Winchell. Officers then sealed off the truck and called in a Pennsylvania State Police Clandestine Lab Unit, which seized the items in the truck for further analysis. Matthew Winchell was taken to the township police station.

In a written statement to police, Matthew Winchell allegedly indicated he had entered into an agreement with his wife to cook her methamphetamine. He said he entered the woods with the ingredients, and he explained to Walker how he cooked it. Matthew Winchell said he and about five other people had smoked it together Nov. 14.

Winchell also allegedly claimed to police that his wife was the sole reason he had purchased the chemicals and cooked the methamphetamine.

DuBois Man Accused of Rape

DUBOIS – A 52-year-old DuBois man, Chris L. Turner, has been accused of rape, reported the state police at DuBois.

According to state police, Turner allegedly committed unwanted sexual acts against the victim. Turner allegedly committed the acts between Feb. 1, 2013 and Feb. 1, 2014 when the victim was 14 years old.

Turner has been charged with rape, involuntary deviate sexual intercourse and related charges through the district court, state police said.

Wilson Waives Charges for Sexually Assaulting 10-year-old Girl

CLEARFIELD – A Clearfield man accused of sexually assaulting a 10-year-old girl waived his right to a preliminary hearing during Centralized Court on Wednesday at the Clearfield County Jail.

Franklin William Wilson, 41, of Clearfield has been charged with aggravated indecent assault of a child; aggravated indecent assault/complainant less than 13 years; aggravated indecent assault/complainant less than 16 years; and indecent assault/person less than 13 years.

These charges against Wilson were previously dismissed by Magisterial District Judge James Hawkins following a preliminary hearing in September. However, Lawrence Township police re-filed the charges, Hawkins said.

According to the affidavit of probable cause, during a forensic interview at the Children’s Advocacy Center, a 10-year-old girl allegedly detailed child sexual abuse incidents that occurred between Dec. 30, 2014 and Feb. 13.

The victim said that on three, different mornings, she went downstairs and sat next to Wilson in the living area of his residence. She alleged that Wilson would watch pornography on his cellular phone and made her watch it, as well.

One of the times while Wilson was watching pornography, the victim alleged that he inappropriately touched her private area. She said that she felt afraid but was too afraid to yell for help.

The victim also alleged that Wilson inappropriately touched himself in front of her. When she asked him to stop, he did not; when he did she said he told her not to tell anyone.

During a preliminary hearing in September, Officer Zachary Cowan testified, saying he had received a report about an alleged sexual assault involving a child from Clearfield County Children & Youth Services.

He also observed a forensic interview with the 10-year-old victim, and she alleged Wilson inappropriately touched her and forced her to watch pornographic videos on his cellular phone.

According to his testimony, a search warrant was requested and obtained for Wilson’s cellular phone. It was executed by township police. Then, a search warrant was requested and obtained for any and all data contained within the phone.

Cowan said that all warrants and Wilson’s cellular phone were turned over to Detective John W. Aston of the State College Police Department. Aston was requested to conduct a cellular phone analysis and data extraction.

Upon his review of the data extraction report, he allegedly found Wilson’s cellular phone had accessed pornographic Web sites. He also provided the name of one specific site that was reported to him by the alleged 10-year-old victim.

In September, Wilson had 1,211 counts of child sexual abuse charges returned to court. During the preliminary hearing, five girls testified that Wilson had allegedly sexually abused them. One victim alleged that Wilson started to sexually abuse her when she was 6 years old, and it didn’t stop until she was 16 years old.

State police at Clearfield

  • State police received a report about an alleged incident of theft by unlawful taking that occurred sometime Tuesday or Wednesday on Deer Creek Road in Morris Township. During the incident, someone allegedly took about 50 gallons of fuel oil from a tank that belonged to the victim.   • State police received a report about an alleged incident of criminal mischief that occurred sometime Tuesday or Wednesday in a driveway along Colorado Drive in Woodward Township. During the incident, someone allegedly damaged the victim’s vehicles, a Pontiac G5 and a 2009 Chevrolet Express Van, by puncturing seven tires. State police at Philipsburg

  • State police received a report about an alleged simple assault that occurred Nov. 21 at a camp on East Mountain Road in Worth Township. During the incident, a known actor allegedly struck the victim with a walking cane. However, state police said that the victim refused to provide any actor information and didn’t want to pursue charges. State police will terminate their investigation of the incident as a result.
  • State police received a report about an alleged incident of harassment that occurred Monday on Hemlock Street in Rush Township. During the incident, the accused and the victim allegedly engaged in a verbal altercation that turned physical. The accused allegedly grabbed the victim and pushed her to the ground. The accused was charged for the incident through the district court, state police said.

State police at Punxsutawney

  • State police investigation a DUI/drug violation Nov. 2 at the intersection of Route 410 and Route 119 in Henderson Township. Further, a Punxsutawney man was involved in a vehicle accident. As a result of the investigation, he was charged with DUI and possession of drug paraphernalia. His passenger, a Punxsutawney woman, was charged with possession of drug paraphernalia.

  • Police received a report about an alleged incident of criminal mischief that occurred to a 911 Tower on Martin Street Extension.

Zellner Waives Charges in Indecent Assault case

CLEARFIELD – A Clearfield man accused of having inappropriate contact with two girls this past summer waived his right to a preliminary hearing Wednesday during Centralized Court at the Clearfield County Jail.

Jeffrey Allen Zellner, 35, of Clearfield has been charged by Clearfield Borough police with four counts each of criminal attempt/indecent assault person less than 13 years of age, F3; criminal attempt/indecent assault person unconscious, M1; criminal attempt/indecent assault without consent of other, M2; endangering welfare of children, F3; corruption of minors, M1; disorderly conduct, M3; and harassment, S. His bail was modified to $25,000 unsecured.

According to the affidavit of probable cause, at approximately 4:31 a.m. Sept. 26, police were requested by dispatch to contact a woman about an alleged incident that occurred involving her daughter, the first victim, earlier that date. She told police the victim had been staying at Zellner’s residence but called her crying and asking to be picked up.

The woman said her husband had gone to pick up the victim. He was gone longer than usual and had asked to speak with her upon his return. She said her husband told her when he picked up the victim she was crying and alleged “Jeff” had pulled her pants down while she was sleeping.

The woman said when her husband had gone inside to speak with the defendant, Zellner allegedly kept saying, “I know it looks bad. I’m sorry.” The woman said the victim had also told her the same thing had allegedly happened another time in the past.

In an interview, the first victim told police that she was sleeping on the couch when she allegedly felt her pants being pulled down below her buttocks. She also allegedly observed Zellner drop down onto the floor in front of the couch and then walk into the kitchen.

The first victim told police that she was afraid to go back to sleep. She said Zellner had allegedly done this before; however, she was unable to give an exact date and thought it was this past summer.

She said she didn’t tell her parents about it because she was afraid. The first victim said that both times Zellner allegedly pulled her pants down, and didn’t touch her anywhere else that she knew of.

In a statement to police, the victim’s step-father said when he arrived at Zellner’s residence, he was told there was a problem. When he went inside the residence, he allegedly observed beer bottles and a sandwich on the table beside the couch. Zellner, he said, allegedly kept repeating, “I don’t know what to say.”

Later the victim’s mother called police and reported that she’d found out about a previous incident. More specifically she was told that Zellner had allegedly pulled down her older daughter’s pants earlier in the summer.

During a Children’s Advocacy Center interview on Sept. 30, the first victim explained that an alleged incident occurred this past summer. She said she was sleeping on the couch in the living room, and Zellner was sitting on the chair next to it.

At some point, she allegedly felt her pants being pulled down, causing her to wake up. On Sept. 26, the victim said she was sleeping at Zellner’s residence again when she woke up to the feeling of her pants being pulled down.

After the second incident, she told police that Zellner jumped on the floor like he wasn’t there. She said he then looked to see if anyone was looking at him. She told police that Zellner left the room and sat in a chair near the couch when he came back. She said he allegedly put his arm over to see if she was still awake.

The first victim told police she was afraid and went upstairs, where she asked a female to call her mother. She asked to be picked up from Zellner’s residence by her step-father.

During her CAC interview, the second victim told police about two, separate alleged incidents during which Zellner pulled her shorts down, while she was sleeping at his residence. She told police both incidents were close together this past summer; however, she wasn’t sure of exact dates.

When asked about the first incident, she said she was sleeping on the couch in the living room. She allegedly woke up to the feeling of her shorts being pulled down. When she woke up, she allegedly observed Zellner on his knees next to the couch, and he was changing channels on the television.

The second victim told police she covered up with a blanket, which she tucked around her in such a way that Zellner wouldn’t be able to take it off. She said Zellner allegedly went back to his chair, where there was beer all over, and sat down. The second victim said she didn’t say anything to Zellner, as she “didn’t’ want him to do anything else.”

During the second incident, she was laying on the couch in the living room with a large blanket over her. She said Zellner allegedly got really drunk and had like 10 beers on the table that night. She said it was around 1 a.m. or 2 a.m. when Zellner allegedly pulled the blanket off of her and started to pull down her shorts.

She told police she allegedly observed Zellner, who “shrunk” down beside the couch and began to crawl toward the television. She said Zellner always played loud music on the television, and she believed he did this, so that no one would hear what he was doing.

During the second incident, she said when she rolled over, she left her arm hang off the couch. She said she could allegedly feel Zellner touching her hand to see if she was awake. She said she moved her hand away, and Zellner went into the kitchen.

The second victim said she wasn’t able to sleep but pretended to. She said Zellner allegedly checked twice that night to see if she was asleep. She said she would move away each time Zellner allegedly checked on her. The second victim said she later called her mother to pick her up because she had become homesick.

According to the second victim, she stopped going to Zellner’s residence to stay after the second alleged incident. She said she would only go over to play sometimes, so long as Zellner was not at home. The second victim said she didn’t tell her mother why she didn’t want to stay there because she was afraid.

She told police that numerous before the alleged incidents, Zellner made her feel weird while she was at his residence. She said she had allegedly noticed Zellner staring at her, and when he did, he would raise his eyebrow and smirk at her.

In an interview, a female told police the first victim came up to her room, and she was crying around 4 a.m. or 4:30 a.m. Sept. 26. She said the victim told her what Zellner had allegedly done, and wanted to call her mother. She said she waited with the victim until she was picked up.

When the first victim got into her step-father’s vehicle, the female allegedly told him what had allegedly happened to her. She said when they went inside, Zellner allegedly commented that “I know this looks bad, but I didn’t do anything.”

When police made contact with the female, she said Zellner would come to the station to speak with them Oct. 1. However, Zellner allegedly failed to show up, and police attempted to contact him numerous times. When police made contact with the female again, she advised Zellner didn’t want to speak with them and planned to get an attorney.

 

Man Accused of Stealing Wallet Gets Charged with Robbery

DUBOIS – A DuBois man who took a man’s wallet out of his hand has been charged with robbery.

Robert L. Kistler Jr., 40, 49 E. Long Ave., DuBois was charged by DuBois City police with robbery, theft by unlawful taking, receiving stolen property and disorderly conduct in connection with an incident Nov. 11 in DuBois.

According to the affidavit of probable cause, the victim told police that earlier in the day he was at the Giant Eagle store where he bought two, 1.5-liter bottles of soda. He was met by a man he only knew as “Robbie,” who lives near him. An officer later determined he was talking about Kistler.

The victim said Kistler took his bag and his wallet with $10 in it that was still in his hand. Before leaving, he also grabbed a cell phone that was on the victim’s belt. He left in hurry, saying he was not done with the victim yet.

When officers saw Kistler walking up the sidewalk near his home, drinking a soda, they spoke with him about the incident. Kistler denied taking any of the items. One of the officers asked about a bulge in his pocket and Kistler pulled out some items but said he didn’t have anything. But when he was patted down and a cell phone was recovered.

Kistler claimed he found the phone and planned on giving it back to the victim. Kistler denied taking the wallet. After he was told to cooperate by another individual, Kistler went over to his porch and lifted a chair. Underneath he pulled out a brown wallet. He said there wasn’t any money in it.

Kistler’s preliminary hearing is scheduled for Dec. 11 in District Judge Patrick Ford’s office in DuBois.

State Police: Brockway VFW Burglarized

SNYDER TOWNSHIP – The Brockway Veterans of Foreign Wars was allegedly burglarized Thursday in Snyder Township, reported the state police at DuBois.

According to state police, someone allegedly cut the exterior wires of the Brockway VFW. They allegedly entered the establishment, proceeded to break open numerous vending machines and removed all of the money.

Also, they allegedly removed money from envelopes and bank bags that were behind the bar area. Afterward, they fled the scene in an unknown direction, state police said, noting there’s been a string of burglaries at local social clubs.

State police ask the social clubs’ staff and members of the public to be attentive during the early-morning hours. Anyone with information is asked to contact state police at DuBois at 814-371-4652.

McCoy to Stand Trial on Drug Charges

CLEARFIELD – After a preliminary hearing Wednesday, all charges were held for court against a Clearfield man who was allegedly found in possession of marijuana and methamphetamine smoking pipes after a search of his residence in April.

Marcus Cory McCoy, 31, of Clearfield has been charged with manufacture, delivery or possession with intent to manufacture or deliver; intentional possession of a controlled substance; and use/possession of drug paraphernalia.

Agent Keith Summerson of Pennsylvania Probation & Parole testified that on April 28 Lawrence Township police were planning to serve subpoenas for an upcoming criminal court proceeding. A subpoena was held for a female who was allegedly staying with McCoy at a Wood Avenue residence, he said.

Before departing for the residence, Summerson said that officers spoke with him. He was advised of the subpoena and that the female was allegedly staying with McCoy. Summerson said that he was supervising McCoy, who was on state parole, and he would accompany police to conduct a compliance check.

Summerson said he had received a report that McCoy was involved with using and selling drugs. Upon arrival at the residence, Summerson, along with county probation officers, knocked at the door, which was answered by McCoy.

Summerson advised that he was there to conduct a compliance check, and police were present to serve a subpoena on a female staying there. He said a different, female at the residence advised she was on her way to work and took off.

As soon as the female left, Summerson said that McCoy allegedly told authorities that she had methamphetamine on her. He said township officers departed from the residence in an attempt to locate the female in her vehicle.

At the residence, Summerson said he requested to check McCoy’s cell phone. He allegedly found a text-message conversation, which was indicative that McCoy was involved with drug activities.

Summerson said he proceeded to handcuff McCoy and started clearing the couch for a place for McCoy to sit. While clearing the couch to check for weapons, he allegedly found a pipe typically used to smoke methamphetamine.

Summerson said as he continued to clear couches in the living area, he allegedly located a total of four methamphetamine smoking pipes. Summerson then opened a closet and allegedly located a clear, plastic bag containing four, individually-wrapped bags of suspected marijuana.

At that point, Summerson said he stopped and contacted police to return to McCoy’s residence. Police subsequently asked McCoy for consent to search his residence, which he permitted officers to do.

Sgt. James Glass of the Lawrence Township police said officers received consent to search the residence. He said although McCoy’s father owns the residence, McCoy is in control of it. He said police seized the suspected marijuana and methamphetamine smoking pipes from the residence.

Glass said that when the search was complete, police transported McCoy to the township police station. There, he said police interviewed McCoy about suspected drug activity throughout Clearfield.

Glass said when the interview was complete McCoy was turned over to Summerson.

 

Moore and Varner Waive Charges in Arson Cases

CLEARFIELD – Two of the four firefighters who have been accused in two, separate arson cases appeared for their preliminary hearings during Centralized Court on Wednesday at the Clearfield County Jail.

Hunter Thomas Harris, 21, of Philipsburg, has been charged with burglary; two counts of conspiracy/arson; reckless burning or exploding; possession of explosive material; criminal mischief; failure to control/duty; and recklessly endangering another person.

Kenneth Lee Moore IV, 20, of Lanse and Samuel Wilbur Connor V, 19, of Howard have been charged with burglary; conspiracy/arson; arson; reckless burning or exploding; possession of explosive material; criminal mischief; failure to control/duty; and recklessly endangering another person.

Moore waived his charges to the Court of Common Pleas for further disposition. The preliminary hearings for both Connor and Harris have been continued until Dec. 16 at the jail, according to Magisterial District Judge Jerome Nevling.

Cpl. Greg Agosti, fire marshal for the Pennsylvania State Police, Troop C, filed criminal complaints against Harris, Moore and Connor for an Oct. 9 house fire that occurred on Ida Street in Chester Hill Borough.

Agosti filed a separate criminal complaint against Justin Michael Varner, 23, of Osceola Mills for the Sept. 30 fire at the Hertlein Building on Lingle Street in Osceola Mills Borough.

Varner has been charged with two counts of arson; burglary; reckless burning and exploding; possession of explosive material; criminal mischief; criminal trespass; failure to control/duty; and recklessly endangering another person. He also waived all of the charges to court for further disposition.

According to the affidavit of probable cause in the Harris, Connor and Moore cases, on Oct. 9 at approximately 4 a.m., a two-story house fire occurred on Ida Street in Chester Hill Borough and was reported to Clearfield County 911.

Investigators determined that the fire originated in a wooden-framed shed attached to the rear of the house. It then spread throughout the house.  No one was inside the house at the time of the fire, which investigators determined to be arson.

Through interviews with the defendants, investigators determined that Harris, Connor and Moore were members of the Hope Volunteer Fire Company in Philipsburg. They also determined that all three allegedly collectively decided to start the fire in order to respond with the fire company and extinguish it.

Investigators determined that the trio of firefighters allegedly gathered hay, cardboard, toilet paper and similar items to create a fuel package in order to ignite the fire.  Moore allegedly drove to the area and dropped off Harris and Connor.

Harris allegedly put the fuel package inside the wooden-framed shed and used a lighter to ignite it.  The trio then allegedly returned to the fire hall to await dispatch. All three allegedly responded with the fire company to extinguish the fire.

In a separate case against Varner, the affidavit states that on Sept. 30 at approximately 12:45 a.m., a commercial building fire was reported at the Hertlein Building on Lingle Street in Osceola Mills Borough. Investigators determined the fire to be arson.

After an interview with the defendant, investigators determined Varner, a member of the Columbia Fire Company, was walking home when he allegedly realized that the fire company hadn’t had a fire call for a long time.

Varner told investigators he believed that the Hertlein Building was abandoned and an “eye sore in the community.”  He allegedly located an unsecured door, entered the building and ignited a pile of cardboard.

Afterward Varner closed the door and returned home. Varner later decided to take a walk. While walking down the street, Varner allegedly informed an officer with the fire company that he smelled smoke and believed the Hertlein Building was on fire.

According to the affidavit, the officer responded to the building with Varner and discovered the fire. The officer immediately called 911. Varner allegedly responded with the fire company to assist in extinguishing the fire.

PSP: Madera Man Accused of Threatening Woman with Box Cutter

BIGLER TOWNSHIP – A Madera man is facing charges for allegedly threatening a woman with a box cutter during a domestic incident Saturday on Pine Run Road in Bigler Township, reported the state police at Clearfield.

According to the report, state police were contacted about an alleged domestic simple assault and terroristic threats incident. The man and the victim allegedly engaged in a verbal argument that turned physical.

During the physical altercation, the man allegedly threatened the victim while holding a box cutter to her throat. Charges have been filed against the man for the incident through the district court, state police said.

  • State police received a report about an alleged incident of assault/harassment that occurred Sunday on West Presqueisle Street in Chester Hill Borough. During the incident, two Philipsburg men were allegedly involved in a verbal argument, which turned physical. A Philipsburg woman allegedly became involved when she slapped one of the Philipsburg men in the face. All three were cited for harassment through the district court, state police said.
  • State police received a report about a vehicle accident involving a pedestrian that occurred Saturday on Main Street in Coalport Borough. A pedestrian, Nancy A. Washell of Coalport, was attempting to cross the roadway in an eastern direction. She was not utilizing a crosswalk and entered the roadway after walking between two vehicles. At the same time, a vehicle was traveling south on Main Street when it struck Washell with its front driver’s side. Washell became airborne until landing in the northern lane and staying there until ambulance arrival at the scene; she was taken to UPMC Altoona for treatment of her injuries. State police were assisted by the Glendale Fire Department and Emergency Medical Services.

State police at DuBois

  • State police investigated an alleged incident of DUI that occurred Saturday on Route 322 in Brady Township. During the incident, a Luthersburg woman was allegedly stopped for a traffic violation. While speaking with her, state police allegedly detected a strong odor of alcohol on her breath. She was subsequently arrested for DUI and summary charges pending blood test results.
  • State police received a report about an alleged burglary that occurred sometime between Nov. 25 and Sunday on Route 28 in Snyder Township. During the incident, someone allegedly entered the victim’s garage and removed a Remington rifle. State police are continuing their investigation, and anyone with information is asked to call 814-371-4652.

State police at Philipsburg

  • State police received a report about an accident Friday on the Port Matilda Highway in Rush Township. Tyler L. Brown of Clearfield was traveling west when he fell asleep and his vehicle left its lane of travel. His vehicle subsequently impacted an embankment and overturned, coming to a final rest on its roof in the eastbound lane. Brown sustained minor injuries as a result; he was wearing his seatbelt, state police said. State police were assisted by the Hope Fire Company and Moshannon Valley Emergency Medical Services.
  • State police investigated an alleged drug violation that occurred Friday on Interstate 99 northbound in Worth Township. During a traffic stop, a 26-year-old Horseheads, NY man was allegedly found in possession of a small amount of marijuana and paraphernalia. He will be mailed a summons for the drug charges and summary traffic offense, state police said.
  • State police investigated an alleged incident of DUI that occurred Saturday on North Centre Street near ACE Hardware in Philipsburg Borough. During the incident, a Williamsport man was allegedly stopped after state police observed that his taillight was out. Upon investigation state police allegedly determined that he was under the influence of alcohol. He was taken into custody and to the Mount Nittany Medical Center for blood testing. Charges are currently pending blood test results, state police said.

State police at Punxsutawney

  • State police received a report about an alleged incident of theft by unlawful taking that occurred Nov. 25 at the Punxsutawney Hospital in Young Township. During the incident, the victim dropped his wallet at the hospital, and a Glen Campbell woman allegedly picked it up and placed it in her purse.
  • State police received a report about an alleged incident of criminal mischief that occurred sometime between Nov. 22 and Nov. 25 on Pike Road in Henderson Township. Further, the victim allegedly discovered damage to the outside of his garage, as there was a whole caused by unknown means. State police said it was possibly caused by a stray bullet.   • State police received a report about an alleged incident of criminal mischief that occurred Nov. 19 at the Hemlock View Golf Course in Oliver Township. During the incident, someone allegedly entered the course on an all-terrain vehicle and caused damage to the grass by doing donuts. Damage is estimated at $400, state police said. State police are continuing their investigation, and anyone with information is asked to call 814-938-0510.
  • State police received a report about an alleged incident of aggravated assault, resisting arrest, fleeing and eluding and DUI that occurred Thursday on Route 119 in Covode to Zeitler Avenue in Punxsutawney Borough. State police at Indiana requested assistance with a pursuit on Route 119 toward Punxsutawney. Punxsutawney-based troopers encountered the suspect vehicle traveling north through Covode; they turned around and determined the operator was allegedly speeding. They activated their emergency lights and siren but the suspect refused to stop. The suspect, a Johnstown man, allegedly continued to flee at a high rate of speed in the opposing lane of travel, as he turned right onto Snyder Hill Road, left onto Altman Avenue Extension and then right onto Zeitler Avenue. He allegedly had to turn around at the end of Zeitler Avenue and hit the state police patrol unit. Punxsutawney Borough police were requested to assist and parked their vehicle at the top of the hill on Zeitler Avenue, where the suspect had to stop. State police pulled their patrol unit behind the suspect vehicle, and he put his vehicle in reverse and struck it again. Troopers pulled the suspect from his vehicle with assistance with Punxsutawney police, and he was taken into custody.
  • State police received a report about an alleged incident of theft by unlawful taking that occurred sometime Sunday or Monday on Moore Road in Pine Creek Township. During the incident, someone allegedly removed a soldier monument from the Military Veterans Outdoors in Sykesville.   • State police received a report about an alleged attempt rape that occurred Saturday at a Brandy Camp residence in Ridgway Township. Further, a Ridgway man allegedly attempted to have sexual intercourse with the victim without her consent. State police are continuing their investigation of the incident.
  • State police received a report about an alleged DUI that occurred Thursday on Toby Road in Fox Township. Further, a Kersey man was allegedly observed committing a traffic violation. Upon making contact with him, state police allegedly determined he was under the influence of alcohol. He was transported to the Elk Penn Highlands Hopsital for a legal blood draw. Charges are currently pending at this time, state police said.

Clearfield Borough

  • Police assisted Lawrence Township police with two males who were allegedly causing a disturbance on the Clearfield Bypass.
  • Police detained a female who was brought into the police station. She had warrants through the Clearfield County Sheriff’s Department.
  • Police received a report about an alleged incident of harassment by communications. A female told police she has been receiving harassing phone calls from an anonymous male.
  • Police responded to a minor motor vehicle accident on Weaver Street. There weren’t any injuries as a result, and both vehicles were driven from the scene, police said.
  • Police stopped a male for allegedly making an illegal turn and nearly causing an accident. The male was then arrested for the suspicion of DUI, police said.

DuBois City

  • Police were dispatched to an alleged domestic disturbance Friday on West Long Avenue. The complainant told police that his neighbor ran into his apartment after a domestic problem with her boyfriend. As a result, he said her boyfriend punched the door three times and caused damage to it. He then fled the scene prior to police arrival. Police said that the woman didn’t want to press any charges against her boyfriend; however, charges are pending against him for the property damage.
  • Police received a report about a two-vehicle accident that occurred Friday at the intersection of North Brady Street and Scribner Avenue. A vehicle was traveling on North Brady Street and its operator failed to stop for a red light. It subsequently struck another vehicle, which was attempting to turn left onto North Brady Street. No injuries were reported as a result, but both vehicles were towed from the scene, police said.
  • Police were dispatched for a report about a suspicious vehicle Friday on West Washington Avenue. A witness told police that a vehicle had been outside of the residence and running for approximately 20 minutes. Upon arrival police found that a male and female were inside; she was dropping him off and they were talking.
  • Police received a report about a two-vehicle accident Saturday on DuBois Street. A vehicle was stopped at the intersection of DuBois Street and Parkway Drive when it was struck in the rear by another vehicle. The operator of the latter vehicle told police her foot slipped off the brake, causing the minor accident. No injuries were reported in the mishap, and police assisted with the exchange of information.

Sandy Township

  • On Friday a 38-year-old Treasure Lake man alleged that someone stole the tailgate form his Chevy truck while it was parked in his driveway on Caribbean Road.
  • A 54-year-old Treasure Lake woman alleged Friday that kids had been banging on her door and running away. The woman also alleged that she thought the same kids had egged her house earlier in the month. Police are continuing their investigation of the incident.
  • On Friday Wal-Mart employees alleged that the operators of several vehicles were playing bumper tag in the parking lot. However, the vehicles were gone upon police arrival.
  • A 60-year-old Brockway man lost control of his vehicle Saturday on Wayne Road, causing it to strike an embankment and overturn. No injuries were reported as a result, and the vehicle was flipped back over and driven from the scene, police said.
  • Police responded to a South Eighth Street residence for an alleged ongoing domestic dispute on Saturday. A 29-year-old Verona woman alleged that her 30-year-old husband had continually been coming to the residence and threatening her.  Officers located the man and he was arrested for stalking.
  • Police received a report about possible gun shots being fired in the area of McDonalds on Saturday. Upon investigation officers found it to be CO2 tanks at McDonalds releasing pressure.
  • A 32-year-old Clearfield woman alleged that someone hit and damaged her car while it was in the K-mart parking lot on Sunday.
  • Officers were called to an alleged neighbor dispute Sunday on Behringer Highway. The dispute, according to police, has been ongoing, and both parties reported it was threatening in nature. Officers handled the situation without incident.
  • A 44-year-old St. Mary’s woman was traveling Sunday on Treasure Lake Road and lost control of her vehicle. Her vehicle then struck a telephone pole, which broke it into two pieces. After being cleared by emergency personnel, officers allegedly noticed the woman appeared to be under the influence.  Upon allegedly failing field sobriety testing, the woman was taken to Penn Highlands DuBois for a legal blood draw. Charges are currently pending at this time, police said.
  • A 34-year-old Reynoldsville woman was traveling Sunday on Clear Run Road, when she lost control of her vehicle. This, police said, caused her vehicle to travel off the roadway, over a bank and into a swampy area. She then exited her vehicle to try to leave the scene; however, she became stuck in the mud. As a result, the woman suffered mild to moderate injuries. She first told police that a male was driving the vehicle, and officers and fire personnel searched the area for him.  Upon reviewing security footage at the Treasure Lake back gate, police determined the woman was driving and traveling alone.  Police said that the roadway was shut down for more than six hours due to damage caused by the accident. Police also noted that the woman was suspected to be under the influence, and charges currently are pending at this time.

  • State police received a report about an alleged incident of access device fraud that occurred Nov. 18 on Beaver Road in Huston Township. During the incident, someone allegedly obtained the victim’s debit/check card information and attempted to make online purchases of $1,442.70 to an automotive shop in Tacoma, Wash. State police are continuing their investigation of the incident.
  • State police received a report about an alleged incident of retail theft that occurred Nov. 22 at the Weis Market in Philipsburg Borough. During the incident, an employee was allegedly caught stealing $120.23worth of groceries as she clocked out of work. She then allegedly admitted to stealing groceries over a period of approximately a year with a total amount estimated at $977.86.

DuBois City

  • Police were dispatched to the intersection of Simmons Street and West Long Avenue, where three juveniles were allegedly running through yards and looking into windows on Sunday. The juveniles, police said, were last seen heading toward downtown. However, they were gone prior to police arrival.
  • Police received a report about a suspicious vehicle Sunday in the 100 block of West Scribner Avenue. Dispatch was advised that a black vehicle, which had a loud exhaust, was circling in the area. Police were unable to locate the vehicle, which also didn’t return to the caller’s residence.
  • Police received a report about a suspicious male in a yard Sunday on Kurtz Street. The caller advised a male had been standing in her yard two hours prior to her call and kept falling down. A male, police said, was located laying in the grass along the 200 block of Hamor Street. He was allegedly found to be under the influence of a controlled substance and transported to the Penn Highlands emergency room for injuries and exposure. The male will be cited for public drunkenness as a result of the incident, police said.
  • Police assisted DuSan Ambulance personnel with gaining access to an apartment of a fall patient on East Long Avenue on Sunday. A female, police said, was found uninjured and police cleared the scene.

Curwensville Borough

  • Police arrested a Curwensville man for allegedly driving a vehicle while under the influence of alcohol Sunday.
  • Police received a report about an alleged assault that occurred Saturday at the Curwensville Moose. Further, a known female allegedly grabbed and forced the victim to the floor; the victim wasn’t injured during the incident. Charges of disorderly conduct and harassment will be filed, police said.

  • State police received a report about an alleged incident of harassment that occurred Friday in the 300 block of Beaver Lane in Decatur Township. A couple allegedly engaged in a domestic disturbance; it was verbal and escalated to being physical in nature. During the incident, an Osceola Mills man allegedly grabbed the victim by the hair and throat. He also allegedly threatened to punch the victim. Charges were filed through the district court as a result of the incident, state police said.

State police at DuBois

  • State police received a report about an accident Friday on the Greenville Pike in Bloom Township. Further, a Curwensville teen was traveling northbound when his vehicle swerved into the southbound lane before sliding back into its lane of travel and exiting the roadway. His vehicle then impacted a mailbox and a utility pole, shearing it into two. His vehicle proceeded to overturn two-and-a-half times before striking a tree and coming to a rest on its roof. The teen sustained minor injuries and was also cited for the accident, state police said.
  • State police received a report about an alleged incident of criminal mischief that occurred Sunday in the parking lot of the Orient Club in Snyder Township. During the incident, a Brockway man allegedly punched the rear, driver’s side window of the victim’s vehicle, which caused it to break. Charges were filed through the district court, state police said.
  • State police received a report about an accident that occurred Tuesday on the Behringer Highway in Brady Township. A vehicle operated by James A. Wise Jr. of Hyde was traveling westbound, while another operated by Thomas G. Wallace of DuBois was attempting to make a left turn onto Route 219 north. However, Wallace failed to see the Wise vehicle and struck it on its left driver’s side door. As a result, the Wise vehicle slid sideways before coming to a rest on the northern berm of the roadway. Both vehicles sustained disabling damage and were towed from the scene; no injuries were reported, state police said.

State police at Punxsutawney

  • State police received a report about an alleged assault/harassment incident that occurred Sunday at a Toadtown Road residence in Clover Township. During the incident, a Summerville man and the victim allegedly engaged in an argument. He allegedly subjected the victim to unwanted physical contact. The man was cited for harassment through the district court, state police said.

State police at Ridgway

  • State police received a report about an alleged rape/sexual assault that occurred between Friday and Monday at a Horton Township residence. During the incident, a Brockport man allegedly had sexual intercourse with the victim several times without her consent. State police are continuing their investigation at this time.

Clearfield Borough

  • Police handled a report about an alleged incident of harassment. Further, police contacted the actor and advised him to either cease contact with the victim, or charges could be pursued against him.
  • Police were called to Nichols Street about an open vehicle door. Upon arrival police found the vehicle saturated from rain. Police contacted the owner and secured the door for them.
  • Police were called to East Cherry Street for an alleged dispute. Police determined the altercation was over back rent that was due. Police advised that the issue was civil.
  • Police assisted a motorist along West Cherry Street who had locked their keys inside the vehicle.
  • Police responded to North Second Street for an alarm. Further, police found an employee had set off the alarm.
  • Police were called to the hospital for a male allegedly resisting the constable who was going to transport him. Upon arrival police spoke to the male who calmed down and agreed to be transported by the constable.
  • Police responded to Spruce Street for a psychological emergency. Police arrived at the scene and summoned emergency personnel to respond. A male was transported to the hospital for an evaluation, police said.
  • Police responded to South Fifth Street for an alleged suspicious vehicle. Police responded and determined that the male inside was just resting.
  • Police noticed that the railroad crossing was activated along Nichols Street, and there wasn’t a train present. Police contacted the R.J. Corman Railroad Co., which responded to fix the issue.
  • Police located an open door to a local business.

Sandy Township

  • On Monday a Rockton Road resident reported that someone had driven through his property, causing damage to the yard. Police are continuing their investigation at this time.
  • A DuBois man reported that while his vehicle was parked at Wal-Mart on Friday, someone hit and damaged it. Police are continuing their investigation at this time.
  • On Monday a woman alleged that a 15-year-old DuBois girl was harassing and threatening her 15-year-old daughter via Facebook and directly at school. Police are continuing their investigation at this time.
  • Police received a report about a motor vehicle accident Tuesday in the Pilot parking lot. Upon arrival officers found that the parties had already exchanged information.  No injuries and minor damage were reported, police said.
  • On Tuesday a Hungry Hollow Road man reported loud vehicles were racing up and down the road near his house. Officers checked the area but did not locate the vehicles.

Madera Man Accused of 250 Counts of Rape

CLEARFIELD – A Madera man has been accused of raping a girl over an approximate three-year period, according to court paperwork from Magisterial District Judge James Hawkins’ Office.

Robert Philbert Myers, 35, of Madera has been charged by state police at Clearfield with 250 counts of rape forcible compulsion; statutory sexual assault-11 years older; involuntary deviate sexual intercourse-forcible compulsion; IDSI-person less than 16 years of age; aggravated indecent assault-forcible compulsion; indecent assault-forcible compulsion; and indecent assault-person less than 16 years of age.

Myers was arraigned on the charges at 2:15 p.m. Tuesday before Magisterial District Judge Jerome Nevling. His bail has been set at $75,000 unsecured. Myers’ preliminary hearing has been scheduled for 9:30 a.m. Dec. 9 at the Clearfield County Jail.

According to the affidavit of probable cause, on May 7 state police received a report from a girl who alleged she had been raped over an approximate three-year period. State police noted that the exact timeframe is unknown; however, the victim indicated it was at least three years of consecutive incidents with the most recent being in summer of 2014.

During interviews with state police and at the Children’s Advocacy Center, the victim said when she was 12-13 years old, Myers allegedly started to “awkwardly” brush against her lower back, buttocks and thigh area. Further, she alleged that Myers forced her to have sex with him for approximately three years.

The victim said that Myers allegedly raped her most of the time at a Madera residence. She said the first alleged rape occurred in Myers’ work truck somewhere pulled off the road, and it caused her pain. The victim said that one other alleged rape incident also occurred in Myers’ work truck.

She said when the alleged rapes occurred at the residence, Myers would ask if she wanted to go to the basement. She would say no, but Myers would be persistent and she was afraid of him. She said as a result, she would do what Myers told her to.

She also alleged that Myers forced her to perform a sex act on him at the residence. She said it occurred often and sometimes almost every day. She said the frequency of the alleged rapes varied from as often to two to three times per week to as little as once every three weeks.

According to the victim, Myers allegedly offered her trades for sex. For example, she said he allegedly helped with her car payment if she didn’t have enough money. She also alleged that Myers gave her cigarettes for sex; during the second alleged rape in his work truck, she said he even gave her marijuana.

The victim said Myers became very upset with her during the last alleged rape incident. She said it occurred in August of 2014, and Myers allegedly told her not to tell anyone. He allegedly warned her that she would get into more trouble than him.

The victim said Myers also allegedly threatened her with ultimatums if she didn’t give him sexual gratification.

State police at Clearfield

  • State police received a report about a DUI-related accident that occurred Wednesday on Route 53 near Church Street in Morris Township. Further, an Osceola Mills man was traveling north when his vehicle went off the right side of the berm and upon a set of guiderails. Upon investigation state police allegedly determined the man was under the influence of alcohol. Charges will be filed through the district court, state police said.
  • State police received a report about an alleged scam that occurred Wednesday at the Hillcrest Commons in Chester Hill Borough. Further, several males were allegedly traveling in a silver Honda Accord with New Jersey registration and soliciting services when they were not licensed to do so. State police at Philipsburg

  • State police received a report about an accident Monday on the Port Matilda Highway in Rush Township. Julia D. Baney of Woodland was traveling east when she lost control of her vehicle while negotiating a right-hand curve. Her vehicle subsequently struck an embankment. Baney wasn’t injured in the accident and was wearing her seatbelt, state police said.
  • State police received a report about an alleged incident of disorderly conduct that occurred Wednesday on Enterprise Drive in Rush Township. During the incident, a Nanty Glo resident allegedly caused a disturbance and was cited as a result.
  • State police received a report about a hit-and-run accident that occurred Wednesday on Route 350 near Dale Road in Rush Township. Further, a gold Ford Fusion was reportedly rear-ended by a dark-colored pick-up truck, which fled the scene. State police believe the suspect vehicle will have heavy front-end damage. Anyone with information is asked to contact state police at Philipsburg at 814-342-3370.
  • State police received a report about the alleged theft of services that occurred Wednesday on Beaver Street in Philipsburg Borough. During the incident, a Philipsburg man allegedly placed trash in the victim’s dumpster without permission.

State police at Punxsutawney

  • State police received a report about an alleged incident of burglary that occurred Tuesday on Church Street in Corsica Borough. During the incident, someone allegedly entered the victim’s garage by removing a window/screen. Once inside they allegedly removed three coolers, beer, two speakers, a satellite radio, a tool set, window and screen. State Police Seek Public’s Help in Locating Megan’s Law Absconders

HARRISBURG – The Pennsylvania State Police are asking for the public’s help in locating “absconded,” or wanted, sexual offenders throughout the commonwealth.

Pennsylvania’s Megan’s Law requires individuals convicted of a sexually violent offense to register with the Pennsylvania State Police and to update and verify their information periodically at an approved registration site.

Those offenders who have failed to register, update their information, or verify their information as required are considered to be non-compliant with the Megan’s Law statute. This non-compliance is a felony offense.

When this occurs, the Pennsylvania State Police Megan’s Law Section reaches out to the municipal police department or state police barracks that has jurisdiction where the offender resides to request a criminal investigation.

If the investigation has determined criminal charges are appropriate and the offender cannot be initially located, the municipal police department or local state police barracks obtains an arrest warrant for the non-compliant offender and notifies the Megan’s Law Section of the warrant. Once a warrant is issued for their arrest, they are considered “absconded.”

A list of these absconded offenders can be found on the Pennsylvania State Police Megan’s Law Web site at www.pameganslaw.state.pa.us by clicking on “View all Non-Compliant Offenders” and selecting “absconded” from the drop down menu.

Users can view the offenders and even submit a tip to help locate an offender. Anyone with a tip can also call the Megan’s Law Section at 1-866-771-3170. As of Dec. 2, there were 145 offenders with an active arrest warrant for failing to comply with the registration requirements.

Pennsylvania’s rate of sexual offender non-compliance or absconded offenders is 1.83 percent, which is well below the national average.
