DUBOIS – A Punxsutawney woman accused of wearing a stolen Halloween costume that she tried to return waived her right to a preliminary hearing Friday.

Corine Darci Shannon, 26, is facing two third-degree felony counts of retail theft for her actions Oct. 29 at the DuBois Spirit Halloween store. Her bail is set at $5,000, unsecured.

According to the affidavit of probable cause, an employee reported that a woman was in the store with another woman and tried on various costumes. The employee said the store was busy at the time, but she remembered them and that they were in the store quite a while.

The woman later identified as Shannon, who was wearing blue jeans, left the other woman behind in the store. This woman said she was stranded because Shannon was her ride. This woman stayed in the store for a while, but then eventually left.

About four hours later, Shannon walked back into the store, wearing a Harley Quinn costume. When the employee checked the area where the costume had been located, she found several empty boxes. The employee realized the outfit, including the wig had been stolen when Shannon was in the store the first time.

Shannon said she wanted to exchange the outfit for another, advising the employee that she had purchased the costume earlier. This employee knew the items were stolen but continued to go along with what Shannon was saying.

After Shannon picked a few other outfits to try on, the employee met with her in the changing area where she was able to snap a photo of Shannon in the Harley Quinn outfit.

After Shannon set down her bag, several items also sold at the store allegedly fell out. The employee then confronted Shannon and asked her to show a receipt. When Shannon was unable to do so, she allegedly admitted to stealing several pieces of merchandise.

The employee advised her if she paid for the items, she would drop the whole thing. Shannon agreed. At this point, Shannon allegedly admitted to another employee that she was stealing. While the first employee was on the phone, Shannon ran out the door without paying for anything.

According to the criminal complaint, Shannon pleaded guilty in three previous retail theft cases.

Verbeck Waives Charges in Arson, Theft Case

CLEARFIELD – – A Morrisdale man accused of setting a pick-up truck on fire to conceal misusing his fire company’s funds waived his right to a preliminary hearing Wednesday during centralized court at the Clearfield County Jail.

William Blake Verbeck, 62, of Morrisdale has been charged by Pennsylvania State Police with 18 counts of arson, F1; reckless burning or exploding, F3; two counts of criminal mischief, F3; theft by unlawful taking, M1; theft by deception, M1; failure to control/duty, M1; two counts of criminal mischief, M2; and reckless burning or exploding.

According to the affidavit of probable cause, at around 6:31 p.m. Aug. 23, Verbeck reported a working vehicle fire via his fire radio to Clearfield County 911, and both the Winburne and Grassflat fire companies responded with 18 firefighters. Verbeck was a fire company member at the time.

Upon arrival to the scene, firefighters found a 2008 Chevrolet Colorado pick-up truck on fire, and it was estimated to be worth around $6,000. State troopers from the Clearfield barracks were also dispatched to investigate what was believed to be a vehicle crash and accidental fire.

However, it was later learned that the truck’s owner, Verbeck, who reported the fire had “Cash Bash” tickets as well as cash that he was delivering to the Morris Township Fire Department, totaling $1,400. He told authorities both the tickets and money were burned up in the fire.

A state police fire marshal was subsequently requested to determine the origin and cause of the fire. According to the affidavit, it was determined the fire originated in the truck’s cab; however, the cause couldn’t be determined.

The fire marshal noted there was an “inordinate amount” of paper products, such as a phone book, stacks of mail and other combustible items. But there allegedly wasn’t any evidence that any amount of tickets or cash were inside the truck during the fire.

The fire marshal suspected the fire was intentionally set in order to cover up the fact the money for the tickets had been spent by Verbeck, the affidavit states.

Verbeck was subsequently interviewed by the fire marshal about the cause of the fire. He admitted to having problems paying bills and went on to say there was only about $300 in cash inside the truck along with $800 worth of Cash Bash ticket stubs.

Another $600 worth of Cash Bash ticket stubs were recovered at Verbeck’s residence. However, the proceeds from those stubs were allegedly missing. Verbeck went on to admit to using the money to pay bills and to intentionally starting the fire to conceal he’d misused the funds.

Verbeck told the fire marshal that he used a cigar to light a pile of tissue paper on the floor of the truck behind the gear shift and in the front seat.

Morris Township Fire Chief Todd Howe was provided with the $600 worth of Cash Bash ticket stubs. He was advised that there wasn’t any money for tickets assigned to Verbeck to sell for the fire company.

Fire company members indicated that at least eight people had reported purchasing tickets from Verbeck. However, their tickets weren’t turned in by him or anyone else who was selling them. These people were given replacement tickets prior to the gun raffle.

Fire company members have estimated the company has suffered pecuniary losses of at least $2,000 on lost tickets, replacement tickets, refunds and legal fees to produce the requisite press release that was disseminated to the public just ahead of the gun raffle.

Holiday Financial Services, the lien holder on the pick-up truck, was informed of the loss. It estimated that around $6,000 is still owed to them by Verbeck, according to the affidavit.

CLEARFIELD – A man is facing charges for allegedly exposing himself in McDonald’s, according to court paperwork filed with the office of Magisterial District Judge Richard Ireland.

Michael J. Hebdon, 62, a homeless man from New York, has been charged by Lawrence Township police with open lewdness, disorderly conduct and indecent exposure. His bail has been set at $5,000 monetary.

According to the affidavit of probable cause, on Wednesday police were dispatched to McDonald’s, located on South Second Street, Clearfield, where a man was observed at a table and a birthday balloon was sticking outside of his pants zipper. He was allegedly exposing his private area.

The man was asked by police to stand up and exit without causing a disturbance. When he did this, his pants zipper was observed completely down and the balloon was wrapped around his private area, police said.

Once he was outside, the man was placed in handcuffs and then into a patrol car. When asked by police, the male identified himself as Michael Hebdon from New York.

He told police he was homeless and passing through the area and had slept under the Hyde Bridge overnight. Police subsequently transported him to the county jail to identify him via LiveScan to which no record was found.

McDonald’s employees were notified by multiple customers that Hebdon had been exposing himself and had something hanging from his pants zipper, police said. Those customers were no longer at the scene when police attempted to collect written statements.

Hebdon is scheduled to appear for a preliminary hearing Jan. 11 at centralized court.

Nicole L. Luzier (Provided photo)

CLEARFIELD – Nicole L. Luzier, 27, of Clearfield, who has been accused of neglecting her child and fighting with a woman, waived her right to a preliminary hearing Wednesday during centralized court at the Clearfield County Jail.

Luzier has been charged by Lawrence Township police with endangering the welfare of children, recklessly endangering another person, harassment and disorderly conduct.

In a second case, she has been charged with harassment, disorderly conduct and defiant trespass. Luzier’s bail was reduced from $10,000 to $1,000 monetary in each case at her hearing.

According to the affidavit of probable cause, on Dec. 11 officers were dispatched to a report of a physical domestic disturbance at a Log Cabin Road residence. Clearfield County Control reported multiple hang-ups.

Upon arrival to the scene, the woman said Luzier left when she called 911. The two had been arguing over Luzier’s two-year-old daughter being unattended outside at 10:40 a.m. in 20-degree weather.

According to the woman, the child was on her front porch screaming and crying. She was only wearing a T-shirt and diaper with one shoe on and one boot on. She had “severe redness” to her hands and feet and she was shivering “uncontrollably.”

She took her inside to wrap her in a blanket; it was unknown how long she had been outside unattended.

The woman provided police with cell phone video she had of the child directly after bringing her inside, and she could be heard crying. The child also had visible redness on her hands and feet.

The woman said she attempted to make contact with Luzier to see what was going on. She wasn’t able to reach Luzier by telephone and Luzier eventually returned her call around 11:20 a.m. Luzier then came over and took custody of her daughter. She returned to her residence.

Luzier yelled at her and blamed her for the incident, the woman told police. When she returned to her residence, Luzier kept calling the woman but she didn’t answer.

The woman said this is when Luzier returned to her residence, and they engaged in an argument. The woman said she attempted to call 911, but Luzier ripped the phone from the wall.

When she went to a back bedroom to retrieve a cell phone, she said Luzier attempted to take it from her.  When it escalated into a mutual scuffle, items were thrown around the residence.

Luzier also allegedly choked the woman around her neck and head-butted her. Officers observed markings on the woman’s neck and her hair in clumps on the floor.

The woman told police she did defend herself by punching Luzier in the face and pulling out some of her hair. She eventually managed to get Luzier outside and locked her out.

Police also made contact with Luzier, who had visible markings to her chest, a small cut on the side of her cheek and superficial cuts to the back of her neck.

During her interview with police, she claimed her daughter walked to the woman’s residence and she wasn’t aware she was missing. She said she must have fallen asleep after attempting to watch a movie with her. When she went to get her daughter from next door, she said the woman threatened to call the cops and she left.

According to Luzier, the woman followed her back home, kept making things worse and it was upsetting her. She said the woman left and later she wanted to find out if she had called police. Luzier said she called the woman who didn’t answer and she went back over to speak with her in person.

Luzier admitted to ripping the woman’s phone from the wall. When the woman shoved her, she said she head-butted her, and they both exchanged punches. After the altercation, Luzier said she went back home.

At approximately 3:28 p.m., the woman called police, saying she’d received approximately eight phone calls from Luzier. She also had four voice messages in which Luzier allegedly called her names and said she was a “no good person.”

The woman said Luzier had even returned to her door, kicked it and yelled from outside at her.  The woman said she would be contacting Crossroads about a Protection from Abuse order against Luzier.

According to the affidavit, at 6:14 p.m. officers were dispatched to a report of a domestic disturbance after Luzier had returned to a woman’s residence.

Police were told Luzier was outside the residence kicking the door and yelling. Upon arrival to the scene, officers made contact with Luzier, and she was placed into custody.

Luzier claimed she was on the phone with the woman when she hung up, so she went next door to her residence. Luzier denied kicking the door or trying to break it down.

Luzier told police she simply knocked and was trying to make contact with the woman because her (Luzier’s) daughter didn’t have anything to sleep in, let alone wear.

Police made contact with the woman who related Luzier had been back at her residence after being advised by police not to return again at approximately 2:28 p.m.

Luzier was outside kicking the door, yelling and causing a scene, she told police. The woman said she contacted Crossroads about a PFA.

A probation officer contacted police and was advised Luzier would be charged in both incidents. The PO said he intended to contact the jail and request a verbal detainer for her violation.

According to the affidavit, on Dec. 9 police had a previous report from the code enforcement officer about a blonde-haired two-year-old child walking in a sleeper outfit along Log Cabin Road.

The code enforcement officer was concerned for the child while she wasn’t with an adult. She was unable to get near the child who was near a large dog. She told police she worried the child would run out into traffic and be struck by a car.

When she returned to her office, she contacted police.  Her description matched the child being identified as belonging to Luzier.  Police took custody of the child after the Dec. 11 incident, and she was turned over to a family member.

Beach to Stand Trial in Homicide by Vehicle Case

DUBOIS – A DuBois woman will stand trial for homicide by vehicle while driving under the influence.

Jackie Lynn Beach, 37, is also facing charges of involuntary manslaughter, DUI, recklessly endangering another person and summaries. Prior to a preliminary hearing Friday during centralized court, District Attorney William A. Shaw Jr. said that aggravated assault and simple assault charges were being withdrawn.

The first witness was Officer Lance Thompson of DuBois City police, who testified that he responded to a motor vehicle accident June 24 around 9:49 p.m. on West DuBois Avenue. When he arrived, he discovered a vehicle had struck a pedestrian.

Both fire and emergency personnel were already on the scene, and he could see a man lying on the side of the road. He spoke with the driver, identified as Beach, who told him she never saw the male.

She explained to him that she was trying to get back to work when she struck an object, but she wasn’t sure what it was. She went back, she said, and that was when she saw the individual. She called 911.

Thompson testified that he asked her if she had been drinking or if she was on any medications. She admitted she had some prescribed medication but her script for adderal had expired.

She took her daughter’s medication in its place, she told him. As Thompson had her perform field sobriety tests, she had poor balance and motor coordination. Again he asked about medication she had taken and she admitted she took Subutex, he testified.

At this point, Thompson said he called for a Drug Recognition Expert or DRE. He transported her to the DuBois City police station. After she was evaluated by Trooper David Kostok, she agreed to a blood test. A lab report, Thompson said, showed she had both amphetamine and lamictal in her system.

During cross examination by Beach’s attorney, Blair Hindman, Thompson described in more detail how Beach appeared that night. He explained that she was talking nervously, but she did not fumble when she gave him her license and registration

She also passed a breath test for alcohol.

Kostock testified regarding his evaluation of Beach at the police station. He stated it was a 12-step process. He concluded that she was under the influence of drugs or a combination of drugs that would render her incapable of safely operating a motor vehicle. He explained the DRE tests are different from the standardized field sobriety tests.

Hindman asked for the specifics of his findings. Kostock said during the walk and turn, she stopped when she lost her balance and had to lean on a wall to keep from falling. She also had her arms raised the entire time. She swayed during the one-leg stand and put her foot down twice, he said. He described her speech as quick at times but not slurred.

The last person to testify was Tpr. Robert Manno, who is a collision analysis expert for the state police who performed an investigation of the scene. He determined that she was going between 41 and 48 miles per hour in a 35-miles-per-hour zone. There were no adverse road conditions that night, he noted. He said the victim was within the lane of travel she was using and was impacted on the roadway.

Hindman asked if the windshield had been broken. Manno replied yes and said this indicated that the victim traveled up onto the hood of the vehicle.

Before the hearing began, the defense stipulated that the cause of death for the victim was blunt force trauma.

In his closing arguments, Hindman stated that the testimony did not include a test on the level of tolerance Beach has for these drugs. He stated there was “a lot of evidence that she was not under the influence.”

Shaw responded that the commonwealth relies on the tests to make their case.

District Judge Patrick Ford ruled to dismiss one count recklessly endangering another person, stating that if he includes that charge in this case, he would have to include it in all DUI cases. He sent the other charges on to the court of common pleas for further disposition. He set her bail at $10,000 unsecured.

CLEARFIELD – A DuBois man accused of breaking into multiple businesses was sentenced to state prison Monday in Clearfield County Court.

Justin Earl Craig, 30, pleaded guilty to burglary in four cases and attempted burglary in a fifth case. President Judge Fredric J. Ammerman sentenced him to 42 months to 10 years in state prison in each case. The sentences will run concurrently. He must pay over $7,800 in restitution.

Craig chose to address the court prior to his sentencing. He apologized to the businesses. He admitted he was addicted to drugs and said at one point was living out of his car.

Previous reports state that Craig was apprehended in Reynoldsville after he tried to burglarize a hardware store there on May 18. He was able to escape custody and was on the run for 47 days. He was avoiding capture when he committed these crimes in May and June in Clearfield Borough and Lawrence Township.

According to the affidavits of probable cause, a police officer on his way to work spotted Craig in the area of Mike’s Auto Repair in Lawrence Township on May 30. When other officers arrived on the scene, they were unable to locate Craig.

The next day, it was reported that someone had tried to break into Mike’s Auto Repair. That same night, someone broke into Agway, Clearfield Tire and H & H Hardware along West Second Avenue in Clearfield Borough. All three of these businesses had been entered in a similar manner by a door that had been pried open.

On June 25 police were called to the Clearfield Mall where a burglary had occurred at the Puff Super Value Tobacco Outlet. Among the items missing were lottery tickets.

The tickets were voided and it was later reported that someone had tried to cash in a few of the tickets. Surveillance video of the store showed a man, and he was contacted at his home and taken to the police station for questioning.

At first the man claimed he found the tickets in the garbage, and then he said he found them at the side of the road. Eventually he admitted he got the tickets from Craig. He denied knowledge of the mall burglary but said he was helping Craig out with food.

He gave police information that led to them finding a tent where someone had been camping out near the Dubec Road/Cobble Stone Bridge area. In addition to the tent, they found cigarettes of the same brand stolen from the store, and shoes similar to those used in that burglary.

The man was questioned again. He agreed to contact Craig and said he would try to talk him into turning himself into authorities.

Later that day, he and Craig both arrived at the Lawrence Township police station. Officers said it appeared Craig had been outside “for some time” because his clothing was dirty and he had heavily scratched arms and legs.

Craig admitted to the burglaries but noted he only committed commercial burglaries, not residential ones.

According to online court documents, Craig is scheduled for jury selection in Jefferson County for the Reynoldsville burglary on March 6.

CLEARFIELD – A Punxsutawney woman arrested during “Operation Ice Storm” pleaded guilty Monday during colloquy court.

Corine Darci Shannon, 36, pleaded guilty to possession with intent to deliver a controlled substance-methamphetamine. President Judge Fredric J. Ammerman sentenced her to six months to two years less one day in jail and three years consecutive probation.

In two, additional cases she pleaded guilty to felony retail theft. For the first theft, she was sentenced to six months to two years less one day in jail, which will run concurrent to her other sentence and for the second, she received the same sentence but with an additional three years of probation.

The second retail theft involved her wearing a stolen Halloween costume that she tried to return to the store.

Before the judge accepted the plea, there was some discussion regarding the original agreement of a six-month minimum sentence, which was offered by the Attorney General’s office because she was cooperating with authorities on a drug investigation. The standard range minimum for her charge is a 12-month sentence. Ammerman decided to stick with the original plea sentence.

According to the affidavit of probable cause in the drug case, Shannon was allowing Eric McDonald to make methamphetamine at her apartment in exchange for a portion of the drug.

The criminal complaint in the first theft case reveals that on Nov. 16, 2015, Shannon took a $700 demo phone from the Verizon store in DuBois.

Court documents in the second retail theft detail her return to a Halloween store wearing a Harley Quinn costume that she had looked at earlier that same day.

When an employee checked the area where the costume had been located, she found several empty boxes. The employee realized the outfit, including the wig had been stolen when Shannon was in the store the first time.

Shannon said she wanted to exchange the outfit for another, advising the employee that she had purchased the costume earlier. When Shannon set down her bag in the dressing area, several items also sold at the store fell out.

The employee then confronted Shannon asking her to show a receipt. When Shannon was unable to do so, she admitted to stealing several pieces of merchandise.

According to the criminal complaint, Shannon pleaded guilty in three previous retail theft cases.

CLEARFIELD – A former New York man will spend time in state prison for his involvement with a crack cocaine drug ring in Clearfield.

Robert Aron Rodriguez, 33, pleaded guilty Monday during colloquy court to possession with intent to deliver a controlled substance-cocaine and possession of a controlled substance-cocaine before President Judge Fredric J. Ammerman. Rodriguez was sentenced to 27 months to 54 months in state prison.

Prior to sentencing, he apologized for his actions and stated he was “growing up now.” He admitted in the past, he has made a lot of mistakes.

Rodriguez was sharing an apartment with Luther Ware on Turnpike Avenue in Clearfield where they were selling drugs, according to previous reports.

Ware of Bronx, NY, was the “principle person” behind the dealing of crack cocaine in Clearfield County for a few years, Ammerman noted prior to Ware’s sentencing in August of 2015. He is serving 11 to 25 years in state prison.

According to testimony in his trial, Ware recruited another man to travel back and forth from New York with the drugs. He said they would transport $5,000 to $10,000 of crack cocaine at a time.

According to the affidavit of probable cause in the Rodriguez case, a confidential informant was able to make two controlled purchases of crack cocaine from Rodriguez at the Turnpike Avenue location in September of 2014. Lab tests revealed the first substance purchased was 0.09 grams of cocaine and the second was 0.12 grams of cocaine.

Rodriguez was arrested as part of “Operation Leaf Rake,” an ongoing cooperative drug investigation coordinated by the Clearfield County District Attorney’s office and the Pennsylvania Office of Attorney General, Bureau of Narcotics Investigation, that focuses on street and mid-level drug dealers. In all 15 people were arrested as part of this investigation.
