Maines Pleads Guilty for 3-Year-Old Taking Subutex Pill

CLEARFIELD – A Clearfield woman whose 3-year-old daughter required medical attention after she took a Subutex pill was in Clearfield County Court Tuesday.

Brittany Lee Maines, 23, pleaded guilty to endangering the welfare of children and recklessly endangering another person during plea and sentencing court.

She was sentenced by President Judge Fredric J. Ammerman to 90 days to one year in jail and two years consecutive probation. She was ordered to complete parenting classes and drug/alcohol counseling.

Prior to sentencing, Ammerman commented that this “really could have been bad.”

The charges stem from an incident May 10 when Maines’s daughter found a Subutex tablet and swallowed it.

According to the affidavit of probable cause, police were called to the Maines residence for a report of an overdose. When officers arrived, Maines, who was identified as the mother of the girl, was yelling at her to “stay awake.”

The child appeared to be very groggy, dazed and weak. She was having problems keeping her eyes open. Maines was attempting to change the child’s diaper because she had defecated.

Maines explained to police that earlier she laid down upstairs with the girl. She said she must have fallen asleep. When she woke up the child was downstairs.

Maines found her laying head down on a wooden stand. Maines said earlier she had placed a Subutex pill that she had found at her residence on the stand, but the pill was now missing.

Maines stated the pill belonged to one of her friends, and then later changed her story to say that she found it. She was visibly upset and knew the child had taken the medication because she had never acted like this before. She admitted the child was unsupervised for about one hour.

Clearfield emergency medical services arrived on the scene, and took custody of the child whose symptoms worsened. They discussed giving her Naloxone, which is used for heroin overdoses, and transported her immediately to Penn Highlands Clearfield. From there she was transported by helicopter to the Children’s Hospital in Pittsburgh.

Maines was asked to submit to a urine test by CYS caseworkers. The results revealed Subutex in her system. Maines did not have a prescription for this medication. Lab reports on the child showed it was Subutex that was causing her symptoms.

State police at DuBois

  • State police received a report about an incident of criminal mischief that occurred Tuesday on the Bennetts Valley Highway in Huston Township. During the incident, someone allegedly broke a dog crate that was on the rear porch at the victim’s residence. They also moved a wooden, carved bear figure into the yard that was also on the porch. Anyone with information is asked to contact the state police at DuBois at 814-371-4652.

State police at Philipsburg

  • State police received a report about an incident of criminal mischief that occurred between Dec. 31 and Jan. 2 on Loch Lomond Road in Rush Township. According to the report, the victim told state police damage occurred to a vehicle while it was parked on his property. Anyone with information is asked to contact state police at Philipsburg at 814-342-3370.

Clearfield Borough

  • Police received a traffic complaint that occurred along East Cherry Street.
  • Police received a report about an alleged incident of harassment via communication from a Martin Street resident.
  • Police responded to a possible domestic situation on South Second Street. Upon arrival, police were unable to find any indications of an altercation. Police made contact with persons who advised they were putting away decorations.
  • Police are investigating an alleged theft of a PlayStation 4 from a residence along Williams Street.
  • Policer reported that a truck sustained damage while it was parked along East Cherry Street.

Lawrence Township

  • Police received a report about a disabled motorist on Supercenter Drive.
  • Police received a report about a disabled vehicle on the Clearfield-Shawville Highway.
  • Police responded to a minor, two-vehicle accident in the parking lot at Sapp Bros.

Sandy Township

  • On Monday a 64-year-old Freedom Road woman reported that a 31-year-old neighbor agreed to do some construction work for her. They allegedly took money to purchase materials but never came back to do the work. Police are continuing their investigation at this time.
  • On Monday police received a report about people who were in a white Nissan truck knocking on doors along Watson Highway and attempting to sell meat. However, the truck and its occupants were gone upon police arrival.
  • On Tuesday a tractor-trailer driver was backing into a parking space in the Pilot parking lot when they hit and caused minor damage to another tractor-trailer.

Hearing Continued for Man Accused of Exposing Himself in McDonald’s

CLEARFIELD – At centralized court Wednesday, the preliminary hearing was continued until March 15 for a man accused of exposing himself in a local McDonald’s.

Michael J. Hebdon, 62, a homeless man from New York, has been charged by Lawrence Township police with open lewdness, disorderly conduct and indecent exposure. His bail has been set at $5,000 monetary.

According to the affidavit of probable cause, on Jan. 4 police were dispatched to McDonald’s, located on South Second Street, Clearfield, where a man was observed at a table and a birthday balloon was sticking outside of his pants zipper. He was allegedly exposing his private area.

The man was asked by police to stand up and exit without causing a disturbance. When he did this, his pants zipper was observed completely down and the balloon was wrapped around his private area, police said.

Once he was outside, the man was placed in handcuffs and then into a patrol car. When asked by police, the male identified himself as Michael Hebdon from New York.

He told police he was homeless and passing through the area and had slept under the Hyde Bridge overnight.

McDonald’s employees were notified by multiple customers that Hebdon had been exposing himself and had something hanging from his pants zipper, police said. Those customers were no longer at the scene when police attempted to collect written statements.

Moore and Ortasic Plead Guilty to Living in Deplorable Conditions with Children

CLEARFIELD – A Clearfield woman and her grandson who were living in deplorable conditions with his two children pleaded guilty to endangering the welfare of a child this week.

Janice Marie Moore, 65, was sentenced to two years probation on Tuesday. Her grandson, Shawn Anthony Ortasic, 26, pleaded guilty to two counts of endangering the welfare of a child and one count of possession of drug paraphernalia on Monday. President Judge Fredric J. Ammerman sentenced him to nine months to two years in state prison.

In July of 2016, police were called to Moore and Ortasic’s residence on Nichols Street to check on the welfare of two children, according to the affidavit of probable cause. A caller had reported that an infant was in sleeping in a bedroom where needles were seen. This caller also commented that everyone in the house was drug users.

When officers arrived, Ortasic was holding the infant and the other child was standing in the yard. Ortasic was advised why they were at the residence and he stated that the accusations were “ridiculous.” Ortasic told officers that the residence was owned by his grandmother, Moore.

Before the officers entered the home, they detected the odor of urine and feces coming from the residence. A cat sitting on a chair on the porch where garbage could be seen appeared to have a large infected wound on its head.

An officer asked Ortasic’s wife to get Moore. When Moore came out onto the porch and was advised of the situation, she became irritated. She was asked for permission to check the living conditions in the home, but she refused.

She cited prior involvement with Children, Youth and Family Services as the reason for not allowing them into the house. The officer told her that because of his observations, CYS was already going to be contacted.

Moore stated that the home was a mess and she has not had time to clean it up. She told the officer to wait and returned a short time later, this time saying he could enter.

Inside, the officer saw several other cats and two dogs. He saw a child’s training toilet with urine and feces inside that appeared to have been there for some time. The odor of pet urine and feces was strong in the home also.

The hallway only had enough room for a person to walk sideways to get from room to room due to the amount of stuff along the walls. In the living room area, the officer saw diapers, garbage and cigarette butts. There were some baby bottles that seemed to have been there for some time.

When asked where the children slept, Moore directed him to a room with a queen-sized mattress on the floor and a Pack ‘N Play. She said her grandson slept here with the kids.

There was just enough room for the officer to stand in the entry way, and there was no room on either side of the bed. Numerous dirty diapers and a bottle with molded milk in it were on the dresser near the doorway. There was a capped syringe and a piece of a straw on the dresser that was close to the Pack ‘N Play.

In the kitchen, the officer saw more cats including another one that appeared to be injured. Dishes were piled on the counter and on the open stove door. Baby formula was seen next to a charcoal starting fluid container. A litter box was full of feces, according to the report.

The officer told Moore that the home was not suitable for anyone to be living in. She stated she was the sole person supervising the children.

CYS, the Code Enforcement Officer Larry Mack, Animal Control and Humane Officer Melissa Fannin were contacted. Mack confirmed to the police officer that the residence was unfit for human occupancy. He gave Moore three days to clean it up.

Fannin also gave Moore three days to get three of the cats to a veterinarian for treatment and to get the home cleaned up. She stated that all of the cats were infested with fleas and also needed attention.

Curwensville Couple Accused of Making Sexual Videos with Dog Waives Charges

CLEARFIELD – A Curwensville couple accused of making sexual videos with a dog waived the charges against them to court at their preliminary hearings Wednesday at the Clearfield County Jail.

Rachael Alexis Harris, 19, of Curwensville was charged by state police at Clearfield with four counts of produce/present/direct obscene performance; three counts each of criminal attempt-sexual intercourse with animal and conspiracy-sexual intercourse with animal; and four counts of cruelty to animals.

Corey D. Harris, 24, also of Curwensville, was charged with four counts of produce/present/direct obscene performance and three counts of conspiracy-cruelty to animals.

Rachael and Corey Harris’ bail was set at $25,000 and $10,000 unsecured, according to online court documents. Bail conditions also prohibit the couple from owning pets/domesticated animals and from consuming alcohol.

The couple has already surrendered one dog. It’s expected another one will be voluntarily surrendered in the near future, said District Attorney William A. Shaw Jr.

According to the affidavits of probable cause, on Nov. 28 state police were dispatched to the Clearfield County SPCA where a woman had brought a camera containing videos of Rachael Harris allegedly performing sexual acts with a dog. The camera belonged to Rachael Harris and her husband, Corey.

At the SPCA, a trooper observed some of the sexual contents on the camera and determined a crime had been committed. The trooper stopped viewing the contents, collected the camera and logged it into evidence at the Clearfield barracks until receiving a search warrant.

On Nov. 30 the trooper obtained a search warrant through Magisterial District Judge Jerome Nevling. According to the affidavit, he downloaded four videos depicting Rachael Harris attempting to have sexual relations with the dog.

On Dec. 6 a relative went to the Clearfield barracks to watch the videos. She was able to identify that Corey Harris was recording the videos.

• Police responded to Daisy Street for a reported dispute. Police advised that a female confronted her roommates after drug paraphernalia was located in the residence. One of the individuals was found to have an active arrest warrant and was taken to the Clearfield County Jail.
• Police received a report from an individual who had lost a purse.
• Police responded to S. 3rd Street for a female that was being disorderly while on a cell phone. Police made contact with the female who was in an argument with someone on the phone. Police handled the situation without incident.
• Police were asked to check the welfare of a female that lived along Daisy Street. Police located the female and found her to be ok.
• Police responded to Linden Street for a report of a juvenile that was intoxicated and left the residence. Police located the juvenile who was confrontational with police and the parents. Juvenile Probation became involved in and thee male was later transported to the hospital for an evaluation.

Blake Waives Charges for Allegedly Threatening Couple with Shotgun

CLEARFIELD – A Curwensville man accused of aiming a shotgun at a couple and threatening them waived the charges to court Wednesday at the Clearfield County Jail.

Andrew James Blake, 23, of Curwensville has been charged by state police at Clearfield with two counts each of terroristic threats, simple assault, recklessly endangering another person and harassment. Bail has been set at $25,000.

According to the affidavit of probable cause, around 9:06 Jan. 3, Blake was being taken by a couple to his residence on Mcdivitt Road in Ferguson Township. After being dropped off, he sent a text message to the male, saying he’d driven too fast with kids in the vehicle.

Blake called the male and told him to come back down. When the couple returned, Blake was observed walking up McDivitt Road and he was carrying something. The male stopped and opened the driver’s door, at which point Blake walked around the door and allegedly aimed a shotgun at him, stating: “I’m going to blow your [expletive] brains out.”

Blake repeated the same threat to the female passenger. The couple then left the area and called 911.

State police at Clearfield

  • State police received a report about an incident of criminal mischief that occurred Wednesday or Thursday at a Hill Street residence in Curwensville. During the incident, someone arrived at the victim’s residence and allegedly flattened the left, rear tire and drained the radiator of her car.   • State police received a report about an incident of theft that occurred sometime between Jan. 5 and Thursday at the Houtzdale Library. State police at DuBois

  • On Thursday the Pennsylvania State Police Fire Marshal and the Falls Creek Fire Department investigated a fire that destroyed a two-story 14’ by 16’ pole building on White Road in Washington Township. It also damaged a camper and the victim’s residence. Damage is estimated at $30,000, and the fire was a result of a lightning strike, state police said.

Clearfield Borough

  • Police received a report about a large tree limb that had fallen and brought down power lines on North Fourth Street. Police provided traffic control until the fire department arrived at the scene.
  • Police are investigating an alleged incident of theft. According to police, someone has been placing trash in a business dumpster without permission.
  • Police responded to a minor accident on South Second Street. According to police, a vehicle was pulling from a parking lot when it struck another vehicle. No injuries were reported as a result, and both vehicles were driven from the scene.
  • Dubois City police apprehended a female on several warrants through this department. Police took custody of the female. She was taken to the magistrate’s office where she was able to satisfy the warrants.

Lawrence Township

  • Police received a report about an alarm at a local business.
  • Police received a report about children throwing snowballs at passing vehicles on Park Avenue.
  • Police received a report about a possible psychological emergency.
  • Police received a report about a phone scam.
  • Police received a report about a found registration plate.
  • Police conducted a warrant service on Turnpike Avenue.
  • Police received a report about a disturbance on Parkview Road.
  • Police received a report about alleged child abuse that occurred on River Road. It remains under investigation at this time.
  • Police received a report about a reckless driver in the area of the Rockton Mountain Highway. Upon arrival police were unable to locate the vehicle.
  • Police assisted a state constable at a local business on Route 879.

DuBois City

  • Police responded to a report of a domestic disturbance in the 500 block of First Street on Monday.  A woman told police her ex-boyfriend had stopped to gather his belongings and was making a mess.  Police spoke with the couple and the male agreed to leave the residence.
  • On Monday police received a report about a stolen credit card that was allegedly used at multiple locations in DuBois.  It remains under investigation at this time.
  • While on patrol Monday, police observed a vehicle traveling the wrong way on West Weber Avenue.  Police stopped the vehicle and allegedly detected a strong odor of marijuana coming from it.  Charges are currently pending at this time.

Sandy Township

  • On Wednesday a 64-year-old DuBois woman lost control of her vehicle while traveling in Treasure Lake. Police said it occurred due to icy conditions, causing her vehicle to travel off the roadway and over a hill. She was unable to exit her vehicle and was extricated by fire and emergency personnel.  Minor injuries were reported as a result of the accident.
  • On Thursday a Mount Run Road resident reported that someone threw a paint grenade in his yard. Police said the suspect did not pull the pin, and no damage occurred as a result.
  • On Thursday police received a report about a suspicious male who knocked on the door of a South Main Street residence and asked if there was anyone in the neighborhood who did taxes. He then left the area.

State police at Clearfield

  • State police received a report about an incident of harassment that occurred Friday at a Curtin Street residence in Osceola Mills Borough. A 76-year-old Osceola woman was allegedly banging on the victim’s wall and door repeatedly, which created an inconvenience to her. Charges will be filed through the district court.

State police at DuBois

  • State police received a report about an incident of theft that occurred Friday in Snyder Township. During the incident, someone allegedly stole the victim’s Smith & Wesson firearm from his residence. State police are continuing their investigation at this time.

State police at Philipsburg

  • State police received a report about an incident of criminal mischief that occurred Friday on North Seventh Street in Philipsburg Borough. During the incident, someone allegedly flattened two tires on the victim’s vehicle. State police are continuing their investigation at this time.
  • State police received a report about an incident of disorderly conduct that occurred Friday on North Seventh Street in Philipsburg Borough. During the incident, a known juvenile was allegedly screaming and yelling on the street.

State police at Punxsutawney

  • State police received a report about an incident of retail theft that occurred Saturday at Wal-Mart in Young Township. During the incident, a known female allegedly concealed two Suets, fruit roll-ups, fruit snacks, Dawn dish soap, Purex laundry detergent and four 20-ounce Pepsis. The total value of the stolen items was $35.38, according to state police.
  • State police reported a DUI that occurred Friday on Walston Road east of state Route 36 in Young Township. A 34-year-old Punxsutawney woman was stopped for vehicle code violations and determined to allegedly be under the influence. She was arrested for DUI and related offenses. State police said the investigation is currently pending blood test results.
  • State police received a report about an alleged incident of burglary that occurred Thursday on West River Road in Burnside Borough. No further information was provided in the report, and anyone with information is asked to contact the Punxsutawney barracks at 814-938-0510.
  • State police received a report about an incident of terroristic threats, trespass and harassment that occurred Friday on Route 949 in Union Township. During the incident, a 50-year-old Clarion man allegedly threatened to kill the victim on his property. No injuries were reported, state police said, and charges will be filed through the district court.

Clearfield Borough

  • Police received a report about a person who was starting their vehicle, which was loud, and letting it run for an extended period of time. It was causing a disturbance, the caller told police.
  • Police responded to the Penn Highlands Clearfield Hospital for a male who was allegedly under the influence and causing a problem. He was medically released and still causing a problem; as a result, he was arrested for his actions.
  • Police responded to a domestic assault during which a female was allegedly knocked down and punched in the leg. Police said a male was arrested for simple assault and taken to the Clearfield County Jail.
  • Police received a report about a vehicle parked on Daisy Street that was causing a traffic issue.
  • Police were requested to check the welfare of a person on West Locust Street. Police found they were OK.
  • Police responded to Leavy Avenue for a report about a suspicious person.
  • Police stopped a vehicle while it was being driven at night without any headlights on. Upon investigation, police found that the driver was under the influence and they were arrested for DUI.
  • Police responded to Daisy Street for an intoxicated male who was allegedly refusing to leave a residence. Police said contact was made with the male who was arrested for public drunkenness and disorderly conduct.

Lawrence Township

  • Police received a report about a phone scam in which a caller claimed to be with the Clearfield Chamber of Commerce. Police said the caller asked questions about the owner’s business. Police would like to remind people not to provide information, as the calls are not being made by the Clearfield Chamber.
  • Police received a report about a motor vehicle accident at the Clearfield Lowe’s store.
  • Police received a report about an alleged incident of harassment in the Hillsdale area.
  • Police responded to a traffic complaint in the area of the Rockton Mountain Highway.
  • Police received a report about an alleged incident of harassment in the Kerr Addition area.
  • Police received a report about an alleged incident of harassment in the Mount Joy area.
  • Police received a report about an alleged retail theft at Wal-Mart.

  • Police received information about an alleged sexual assault. It remains under investigation at this time.
  • Police received information about a wanted female who is living in Decatur Township.
  • Morris-Cooper Regional Police were assisted with an incident involving a female who was reportedly pinned against a guiderail after being struck by a vehicle. Upon arrival she told police she wasn’t struck by a vehicle.

Sandy Police Investigating After Tires Slashed on Several Vehicles in Loeb Addition Area

DUBOIS – Sandy Township police are investigating reports of criminal mischief in the Loeb Addition area and seeking the public’s assistance at this time.

According to police, Loeb Addition includes Loeb, Tozier and Atlantic avenues and the surrounding streets.

Several vehicles allegedly had tires slashed sometime overnight Monday into Tuesday morning.

BREAKING: Clearfield Teen Accused of Attempting to Lure Girl for Sex

CLEARFIELD – A Clearfield teen has been accused of attempting to lure a 13-year-old girl through Facebook messenger to meet for sex.

Romie D. Young III, 18, of Clearfield has been charged by Officer Zachary S. Cowan of the Lawrence Township police with two counts each of unlawful contact with minor/sexual offenses, corruption of minors/defendant age 18 or above and criminal use of a communications facility.

Young was arraigned on the charges – all felonies – at 4:01 p.m. Monday and lodged in the Clearfield County Jail in lieu of $50,000 bail. His preliminary hearing has been scheduled for 11:15 a.m. Jan. 25 at centralized court at the jail.

According to the affidavit of probable cause, on Jan. 12 Cowan was informed about a report made of an 18-year-old male, later identified as Young, having contact with the victim who was 13 years old.

When a family member became aware of a conversation the victim was having with Young, he reviewed Facebook messages. Messages started Jan. 10 and concluded after he found them on the victim’s phone around two hours before contacting police.

Several messages sent by Young were inappropriate, the family member told Cowan. Young was allegedly asking the victim to have sex with him, and he was aware of her age after asking in one message.

Young also allegedly set up a place to meet the victim to go to have sex Jan. 20. When shown the messages, Cowan observed several that incriminated Young; he asked the victim to come to the police station with the family member.

When the victim arrived at the station, Cowan had her Facebook logged into, and he printed the entire conversation between her and Young. He also captured screenshots of the conversation.

During an interview, the victim said she initially thought Young was joking. However, she said as the conversation went on, he continued to be persistent.

Cowan found several Facebook messages and emojis that were sexual in nature from Young. When the topic came up, the victim would change the subject. In one message, Young asked the victim for her age, he replied “… yea over four years.”

Later on, he allegedly asked the victim when they could “hang alone,” and he persisted with sexual messages/emojis. They arranged to meet Jan. 20, but he tried to move the date up.

Upon further investigation, Cowan found Young was on probation and had been arrested for previous sexual offenses.

During an interview with police, Young admitted that he’d talked with the victim about having sex and setting up a date, but they never did meet up. After giving consent, police searched Young’s phone and located a photo of the victim and messages sent to her through Facebook.

Cowan also found that Young sent the victim a message the day after a family member had seized her phone to try to continue contact with her. He allegedly admitted to “having thoughts” and being “attracted” to younger females.

Young told police there weren’t any other victims between the last and current case. His cell phone was seized as evidence.

State police at Clearfield

  • State police received a report about an incident of harassment/scattering rubbish that occurred Monday on Cross Roads Boulevard in Beccaria Township. During the incident, an 82-year-old Beccaria man deposited waste on the victim’s property and verbally threatened to harm him. Charges will be filed through the district court.

State police at DuBois

  • State police received a report about an incident of harassment that occurred Sunday in Brady Township. During the incident, a known male allegedly pushed the victim to the ground following an argument. State police are continuing their investigation at this time.
  • State police reported an incident of DUI that occurred Sunday in the 100 block of Liberty Road in Winslow Township. A 23-year-old Reynoldsville man operated a vehicle while allegedly under the influence of drugs. Upon investigation, he was found in possession of marijuana and paraphernalia, state police said.
  • State police reported a DUI/drug violation that occurred Saturday at the parking lot of the Brockway Sheetz. According to the report, a 34-year-old Brockport woman operated a vehicle while under the influence of alcohol. Upon investigation, a 33-year-old Brockport woman who was a passenger was allegedly found to be in possession of drugs and paraphernalia.
  • State police received a report about an incident of harassment that occurred Jan. 12 on Grant Street in Sykesville Borough. During the incident, two males allegedly engaged in a verbal argument that escalated into a physical altercation. Charges are currently pending at this time.

State police at Punxsutawney

  • State police received a report about the theft of services that occurred Sunday on Clark Road in Oliver Township. During the incident, someone allegedly damaged the post for the victim’s mailbox and their hay field. State police believe the damage was caused with a side-by-side or all-terrain vehicle. Lawrence Township

  • Police received a report about a suspicious male on Valley View Drive. However, police were unable to locate the male.
  • Police received information in reference to stolen property.

PSP: State College Man Charged in Connection with Shooting at Scotia Range

A 32-year-old State College man, Anthony Vankirk II, has been taken into custody as a result of a shooting incident Saturday at the Pennsylvania Game Commission Scotia Shooting Range in Halfmoon Township.

State police at Philipsburg say charges have been filed against Vankirk for persons not to possess firearms. According to a previous GANT News report, his son, 12, was shot at the range and taken to a hospital for treatment.

State police say in an updated report that two search warrants were served on two, different residences in the State College area. The report stated that the search turned up seven guns and a large amount of ammunition.

The investigation is continuing into the shooting incident, according to state police.


Bell Accused of Hiding from and Fighting with Police

DUBOIS – Charges have been filed against a DuBois man who allegedly hid from and then fought with police.

William Merrill Bell II, 41, was charged by DuBois City police with two counts of aggravated assault, flight to avoid apprehension, simple assault, possession of drug paraphernalia and resisting arrest in relation to his actions Jan. 5 at a Morrison Street address.

According to the affidavit of probable cause, a police officer issuing parking tickets saw Bell walk past him and go into a residence. This officer was aware that Bell had a warrant from the state parole board. When he checked to verify the warrant was still active, a state parole officer told him he wanted Bell if he could find him.

Three officers then went to the residence where a woman told them Bell was inside somewhere. She gave permission for the officers to search the home.

She explained to them she was on the couch as Bell walked through the front door. When Bell heard the officer’s knock on the door, he took off somewhere but she was not sure where he was in the home, she said.

As they searched, one of the officers yelled “Bill, you need to just come out. It’s the police.” He did not answer but they noticed a light was on in the basement. One of the officers yelled “police” and “if you’re down here, come out” but no movement was heard in the basement.

The first officer went down the steps and a second officer joined him after he heard the first officer say “get out from there and show me your hands.”

The first officer drew his weapon and pointed it in Bell’s direction. The second officer pulled his Taser. Bell could be seen standing next to the furnace, according to the complaint.

The first officer told Bell repeatedly to come out and get down on the ground. Bell then squatted down a little as if he was going to get on the ground, not far from the officers.

Instead Bell took several steps and then allegedly charged at the first officer as if he was going to attack or assault him. Bell managed to get so close to the first officer that he reacted with a straight kick to Bell’s chest.

Bell went backwards a couple feet and then charged the officers again, police said. They managed to tackle Bell to the cement floor, where he kept attempting to get back up on his feet.

He allegedly refused to follow the officer’s commands to stop resisting. After wrestling with him for a short period of time, they managed to get Bell flat on the ground with his hands behind his back. They handcuffed him as he continued to struggle, according to the report.

They discovered his coat had pills and syringes in it. Bell told them he used the syringe to shoot up methamphetamine, according to the complaint.

On the way to the police station, Bell told police that he was on methamphetamine. When he was asked why he charged them, he allegedly responded that he had no idea, but it was stupid, admitting the drugs probably had something to do with it. He then made the comment, “you just saved my life.”

In Bell’s gym bag, they located an additional 29 syringes, the report said.

His preliminary hearing is scheduled for Feb. 17 at 9:30 a.m. at District Judge Patrick Ford’s office.

BREAKING: Ex CAST Treasurer, President Accused of Stealing More Than $4,500

CLEARFIELD – The ex-president and treasurer of the Clearfield Arts Studio Theatre Inc. (CAST) has been accused of stealing more than $4,500 from the organization.

William John Grigsby, 27, of Clearfield has been officially charged by Clearfield Borough police with two counts of theft by deception and 61 counts each of other reason access device is unauthorized by issuer and receiving stolen property.

According to the affidavit of probable cause, on Oct. 27 police received information that Grigsby had made transactions not approved by CAST, beginning in January of 2016 and ending in September of 2016.

Grigsby allegedly used two CAST accounts, including its Building Fund and VISA card, to make 61 unauthorized transactions for personal benefit. The total amount stolen from CAST was $4,565.98; the CAST is a 501(c)3 corporation under the operation of strictly volunteers.

When interviewed by police Nov. 3 in the presence of his attorney, Grigsby admitted that he made some of the purchases.

Grigsby sent a text message to a CAST board member Oct. 12, which was provided to police. According to the affidavit, the message read, “…. These charges are mine, and I am truly sorry that it happened. I will pay this back, and I hope that I don’t have to go to jail but will tender my resignation.

“I know that I am in no position to ask but would like some discretion, if possible. I obviously don’t have $1,600 or whatever it comes to but will still work hard at paying it back. I have $400 to my name, but if I lose my job, it will become more difficult to pay it back. That’s why I am asking for discretion.”

Grigsby also stated in the message that he never thought he would steal from an organization that he’d worked so hard to help build, he was truly unable to answer why and he wasn’t proud of doing it.

An executive officer meeting was called prior to a meeting Oct. 12 to discuss the findings of unauthorized purchases.

During the meeting, Grigsby was asked if he knew anything about the charges, which he stated he did not. Grigsby was asked to turn in the CAST VISA card, which he did. Grigsby sent the text message to the CAST board member admitting to making the charges after the meeting.

Grigsby is scheduled to appear for a preliminary hearing at 10 a.m. Feb. 8 during centralized court.

  • Police received a report about an alleged incident of harassment via communication.
  • Police responded to Martin Street where an all-terrain vehicle was reportedly being operated in the area. Police searched the area and did not locate the ATV.
  • Police received a report about an altercation between a son and his mother on Daisy Street. Police were able to handle the situation at the scene.

Lawrence Township

  • Police received a report about an alleged incident of harassment that occurred at the Clearfield Area Junior-Senior High School.
  • Police received a report about an alleged domestic disturbance in the area of South Second Street.
  • Police received a report about a phone scam. Police said that the caller advised the victim they’d won money from the Publisher’s Clearing House. Police would like to remind people not to give out money over the phone.
  • Police received a report about a possible phone scam in which the caller claimed the resident won a large amount of money.

  • On Monday a breaker box sustained severe damage possibly due to a tractor-trailer. Police said this caused a power outage at some of the warehouses on Satterlee Road.
  • On Monday a 53-year-old Sykesville man caused a disturbance at Sarvey Notary when he was asked to sign a computer screen for his driver’s license. He refused to sign the screen and wanted to sign a paper copy. Police handled the situation without incident.
  • On Tuesday an 88-year-old reported hearing what sounded like someone in her house. Officers searched the house and handled the situation without incident.
  • On Tuesday a 57-year-old Treasure Lake woman alleged she had received a threatening text message from her ex-boyfriend. Police are continuing their investigation at this time.
  • On Tuesday a report was received about a 15-year-old Treasure Lake girl being bitten on the shoulder by a dog while walking home from the bus stop. Police said that the incident has been referred to the County Dog Law Officer.

  • Police responded to a possible break-in at a residence along Williams and Smith streets. Upon arrival police found the residence was within Lawrence Township; township officers subsequently responded to the scene.
  • Police served a warrant on a female along East Cherry Street. She was housed in the Clearfield County Jail on a warrant.
  • Police were called to South Fourth Street to assist Crisis personnel with an evaluation.
  • Police are investigating an alleged retail theft that occurred at a business along East Market Street.
  • Police will be providing extra patrols in the area of Daisy Street. Residents have reported that there is garbage being disposed of in the alleys as well as motorists speeding.
  • Police arrested a male who was allegedly trespassing and found to be in possession of narcotics. He was on probation and put in the Clearfield County Jail on a violation.  Charges are pending at this time, police said.

  • Police received a report about a hit-and-run accident that occurred at the Wal-Mart Supercenter. Police have identified the suspect’s vehicle and the investigation is pending.

  • Police received a report about a possible prowling incident in the area of Plymptonville. The incident was listed as unfounded, police said.

  • Police responded to an activated alarm at the Mount Nittany Group at the Peebles Plaza. Upon arrival police found everything to be OK.
  • Police responded to a 911 hang-up call on Keystone Hill Road. Further, police found a child was playing with a cell phone.
  • Police responded to a single-vehicle accident along Route 153 near the Sanborn Road intersection. A male driver was taken by emergency personnel to the Clearfield Penn Highlands Hospital, police said.
  • Police responded to a hit-and-run at a Stumptown Road address.
  • Police located two suspicious vehicles at a local business on Irwin Road. However, police didn’t find anything criminal in nature.
