CLEARFIELD – A state trooper has been accused of assaulting his wife and then holding her at gunpoint, according to court paperwork from Magisterial District Judge Richard Ireland’s office.

Terry Drew Jordan, 46, of Clearfield has been charged with aggravated assault, F1; two counts of simple assault, M2; terroristic threats, M1; reckless endangering another person, M2; harassment, M3; and two counts of harassment and one count of public drunkenness, all summary offenses.

Jordan was arraigned on the charges at 9 a.m. Friday with his bail being set at $1,000,000. He is currently incarcerated at the Clearfield County Jail. Jordan’s preliminary hearing has been scheduled for 9:30 a.m. April 27 during Centralized Court at the jail.

According to the affidavit of probable cause, on Thursday Clearfield County Control advised Lawrence Township police about a female caller who was on the line to report that her husband had allegedly assaulted her and then threatened to kill her and then himself.

The victim also advised her husband was a trooper with the Pennsylvania State Police. The weapon, he had in his possession was a “duty weapon,” she reported, and she had locked herself into a closet. She was using his work cell phone while he had hers in his possession.

While responding to the scene, police were advised by County Control that the victim’s husband was Jordan. Police were also advised that the victim wasn’t any longer able to hear Jordan outside of the closet door, and she wasn’t sure if he was still in the home.

Upon arrival to the scene, police observed a dark-colored Chevrolet sports utility vehicle in the driveway. Police asked County Control to find out from the victim what vehicles were to be in the driveway, and she indicated the SUV and a blue Honda passenger car, which was missing.

Police proceeded to approach the residence and asked County Control to let the victim know that police were at the home and would make entry. Police announced their presence three times after which the victim came out to them.

She told police that she and Jordan had dinner and a few drinks. They went to a friend’s residence for drinks in Clearfield Borough. When they returned to their home Jordan allegedly grabbed her and struck her, and it caused a large bruise and lump on the left side of her head.

Jordan grabbed her again and slammed her head into the wall. She went to the floor, and Jordan began to kick her numerous times in the back and in her right side area. Jordan then put a handgun against her head, stating “I’m going to kill you and then kill myself,” the affidavit alleges.

Clearfield Emergency Medical Services was summoned to the scene, as the victim was complaining of pain. Officers observed she’d suffered a bloody lip, a large scratch to the left side of her neck and a very large lump and bruise to the left side of her head. She was examined by emergency personnel at the scene and wanted to go to the hospital by private vehicle.

Police were then advised a vehicle was approaching the home. Lawrence Township and Clearfield Borough police and Clearfield-based state troopers observed a blue-colored Honda Coup pull into the driveway, and Jordan was the operator. Jordan parked the vehicle and placed his hands in the air.

Jordan proceeded to exit the vehicle and was handcuffed by police. He was taken to and placed inside a patrol vehicle, and a handgun was removed from the passenger’s seat of his vehicle. Police also detected a strong odor of a malt beverage coming from Jordan, according to the affidavit.

When Jordan was being placed in the patrol vehicle he asked if the victim was OK. He was advised she was experiencing pain from her injuries. Jordan was transported to the jail on a 48-hour detainer due to his level of intoxication and until he could be arraigned.

BREAKING: Houtzdale Woman Accused of Taking More Than $56,000 from Employer

CLEARFIELD – A Houtzdale woman has been accused of taking more than $56,000 from her employer by writing herself extra payroll checks.

Mary Jean Miller, 52, 253 Juniata Ave., Houtzdale is facing 10 felony counts each of theft by unlawful taking, theft by deception and receiving stolen property. The charges were filed with District Judge Richard Ireland on April 21 and she was arraigned Monday. Her preliminary hearing is scheduled for May 4.

The charges stem from her actions while employed by Clearfield Face Veneer in Lawrence Township. Part of her job responsibilities was writing the payroll checks. She allegedly wrote several extra checks to herself and also paid herself for extra vacation and personal days.

According to the affidavit of probable cause, police were contacted by the owner of the company, Jerry Bloom. He told them the company is no longer in business but when two separate accountants went through their records they discovered a discrepancy of $56,374.33. Closer investigation of these numbers revealed that these funds were allegedly dispersed to Miller through checks written from a company checking account and were signed by Miller.

Miller was given the responsibility of writing payroll checks in December of 2006. She was given the privilege of signing the checks herself without the need for any additional signatures, according to the complaint.

It was the policy of the company that employees could sell back their vacation time. The maximum Miller would have each year would be 10 vacation days and two personal days. In 2007 she was paid for 32 vacation/personal days, in 2008 for 22 days, in 2009 for 29 days, in 2010 for 35 days, in 2011 for 40 days, in 2012 for 22 days, in 2013 for 24 days, in 2014 for 40 days and in 2015 she was paid for 25 vacation days, according to court records.

She allegedly started writing the extra checks to herself just after she was given the responsibility of writing payroll checks. On Dec. 1, 2006 she wrote two additional checks to herself for $361.92. Police say she wrote five additional checks for that amount in December of 2006. The total in that month alone is $2,533.44.

According to court documents, she paid herself an extra $3,301 with 11 extra checks in 2007; in 2008 she had a total of $4,164 in 10 checks; in 2009 it was a total of $6,076 in 15 checks; in 2010 she received 15 additional checks for a total of $6,200; in 2011 she wrote 11 additional checks totaling $5,500; in 2012 she wrote seven extra checks for $3,700; in 2013 she received 14 extra checks for a total of $5,900; in 2014, she received $9,700 in 21 additional checks; and in 2015 she wrote 10 additional checks for a total of $4,500.

Woman Accused of Taking More Than $177K from Elderly Couple Waives Charges

CLEARFIELD – A Gallitzin woman accused of taking more than $177,000 from an elderly couple’s account waived her right to a preliminary hearing Wednesday during centralized court at the Clearfield County Jail.

Crystal Ann Hagen, 52, 608 Grant St., Gallitzin, is charged with 11 felony counts of theft by unlawful taking and theft by deception in addition to 44 misdemeanor counts of theft by unlawful taking and theft by deception. She is free on $25,000, unsecured bail.

According to the affidavit of probable cause, a trooper spoke with a Protective Services Care Manager from the Clearfield County Area Agency on Aging that said the victims were being neglected and living in filth at their Chest Township home. Hagen and her husband, Gerald had power of attorney and were to be taking care of the elderly couple. The couple was moved to a personal care home in Ebensburg.

The care manager explained that when she looked into what was going on with the couple during the last year, she discovered Hagen had written out numerous checks totaling $177,489.39 from the couple’s account.

When she asked her about this, Hagen told the manager that the female victim allowed her to write checks out for specific items. When the manager spoke with Gerald Hagen, he said his wife was taking care of all the financial information for the couple when this occurred. He said he and Crystal Hagen had power of attorney for the victims beginning in January of 2014.

The trooper spoke with an administrator at the care home and asked to interview the couple. This administrator advised them that the male victim’s memory is impaired and he can only make day-to-day decisions. His long-term memory is gone to the point that he doesn’t know what year it is. The female victim’s condition was even worse, the administrator reported.

In an interview with police, Hagen explained that the female victim asked them to be power of attorney. She stated that the woman gave her the money. She claimed that she wrote out the checks and the female victim signed them.

When asked if anything she purchased was for the couple, she replied no. She stated that the woman told her not to tell anyone including her husband that she gave her the money. She said that the male victim gave her money to remodel the bathroom. She also admitted she bought a camp with the money the female victim gave her. Hagen stated that she “was not hiding anything.”

When a trooper spoke with Gerald Hagen on the phone to ask him to meet with him at the station, he said he would contact him to set up a time. The next day a representative from Terry Despoy’s office notified the trooper that he was now representing Gerald Hagen.

Penfield Couple Charged for Allegedly Letting Children Hang Out of Moving Vehicle and One Being Run Over

DUBOIS – Charges have been filed against a Penfield couple who allegedly let their children hang out of their moving vehicle leading to one of them being run over.

Michelle Lyn, 42, and Christopher Michael Endicott, 37, 22 Ponderosa Ln., Penfield, were charged by Pennsylvania State Police April 18 with two counts each of endangering the welfare of children and recklessly endangering another person as a result of an incident Nov. 30 in Huston Township.

Michelle Endicott is also facing additional summary charges of careless driving, reckless driving, restraint systems-child booster seats and failure to use safety belts.

According to the affidavit of probable cause, a police investigation revealed that Michelle Endicott was driving while two male juvenile passengers were sitting on the floor board of the second row seating area of their 2005 Dodge Caravan, with their feet dangling outside the opened sliding door.

Police determined the four-year old was ejected when the vehicle struck a pothole. The nine-year old attempted to grab the other boy as he was being ejected and as a result was also ejected from the vehicle. The right rear wheel ran over the four-year-old before coming to a controlled stop.

Christopher Endicott exited the vehicle, picked the boys up and put them back in the vehicle. Michelle Endicott allegedly drove them back to their residence rather than immediately seeking medical treatment for the boys.

As a result, the four-year old sustained life threatening injuries and was transported by helicopter to UPMC Children’s Hospital in Pittsburgh, according to the complaint. The nine-year-old was transported by ambulance to Penn Highlands DuBois for treatment.

When Michelle Endicott was interviewed by police, she told them it was common practice for the boys to dangle their feet outside the vehicle and drag them on the dirt road while they drive in the mobile home park.

She also admitted she was operating the vehicle and she ran over the youngest boy. She revealed to an officer that the boy had “tire tracks” on his back and that was how she knew she ran over him.

The preliminary hearings in this case are scheduled for centralized court June 3 at 9:30 a.m. at District Judge Patrick Ford’s office.

“Operation Ice Storm” Suspect Appears for Special Session of Court

DUBOIS – One of the men arrested during the “Operation Ice Storm” investigation was scheduled for a preliminary hearing during a special session of centralized court Thursday before District Judge Patrick Ford.

Hank C. Petrillo, 28, 314 Shaffer Ave, DuBois, is charged with felony counts of manufacture/delivery/possession with intent to deliver a controlled substance, criminal conspiracy, and dealing in proceeds of unlawful activity.

After the hearing, Ford sent these charges on to the court of common pleas. Petrillo is currently in state prison for a probation violation. His bail remains at $25,000.

According to testimony in court documents from the grand jury, a search warrant was executed June 19 on a vehicle driven by Hank Petrillo. Traveling with him from Philadelphia was Jessica Vicklund and Joseph Alvin. Officers found approximately 12.38 grams of heroin and 12.91 grams of meth in the vehicle. Other items located were related to the packaging of drugs. Alvin had more than $2,600 in cash. Petrillo had the type of empty bags associated with the use and distribution of drugs on his person.

A confidential informant had made two controlled purchases from Vickland earlier in June.

The three individuals gave different stories to police regarding the drugs. Vickland said just prior to the traffic stop, Alvin threw the drugs into her lap. She stated she and Petrillo were only giving a ride to Alvin so he could visit his cousin.

Petrillo told police the same thing but added that Alvin had them stop in Philadelphia where Alvin met a guy and made an exchange with him. After that Petrillo claimed Alvin began using meth in the car. They went on to Alvin’s cousin’s house. Before they left, Petrillo said Alvin’s cousin gave something to Alvin.

Alvin’s version of the story was simply that all three of them were going to Philadelphia to purchase heroin and he admitted they were heroin users.

Alvin, 32, 162 Hanes Dr., DuBois, and Vickland, 35, 314 Shaffer Ave., DuBois, are both facing the same charges as Petrillo in this case. They waived their rights to hearings on April 19.

“Operation Ice Storm” involved the arrests of 30 people in March for their connection with a drug ring that was selling methamphetamine and heroin in the area, according to previously published reports. The arrests were the result of a year-long investigation that involved the DuBois City and Sandy Township Police Departments, the Clearfield County Drug Task Force, the District Attorney, and the Pennsylvania Office of Attorney General.

CLEARFIELD – A Luthersburg man recently found guilty of involuntary manslaughter was in Clearfield County Court Monday afternoon to be sentenced.

Brian Lee Schaffer, 44, 173 Luthersburg Rockton Rd., Luthersburg, had originally also been charged with murder and aiding suicide. A jury found him not guilty of these charges after his trial in March.

The charges stem from an incident in DuBois on Jan. 2, 2015 when the victim shot herself with Schaffer’s weapon. Schaffer told police they had been doing methamphetamine for three or four days prior to the shooting.

President Judge Fredric J. Ammerman sentenced Schaffer to 24 months to five years in state prison for involuntary manslaughter and 24 months to 10 years for delivery of a controlled substance. The second sentence will run consecutive to the first sentence giving him a total of four to 15 years in state prison.

Ammerman commented that the standard range for sentencing on this offense was “pathetic” considering what happened and the high level of recklessness involved. The minimum sentence even in the aggregated range was only 14 months, he explained. Ammerman stated that he sentenced Schaffer outside the range because he didn’t think it was adequate, adding that he felt this sentence was still not sufficient for this case.

He noted that the victim had been doing drugs for days, had no sleep, had other health problems and a past history of suicide attempts. He called this a “recipe for disaster” and said he didn’t understand why Schaffer went out to his vehicle to bring a gun into the situation. Schaffer held the gun to his own head before handing it to the victim.

Ammerman went on to say that he couldn’t disagree with the verdict because there was not enough evidence to find Schaffer guilty on the other charges. For more information on the trial, click here.

Schaffer was also in court to be sentenced on two drug cases for which he had signed plea agreements. The agreement was for a six-month sentence on each case, but this was rejected by the court. Schaffer declined an offer of a 16-month sentence on each case and withdrew his pleas in both cases. In these cases, he is accused of selling methamphetamine to an informant in February of 2015.

CLEARFIELD – Clearfield County District Attorney William A. Shaw Jr. has announced Clearfield County’s Fugitive of the Week.

Shaw identified the fugitive as Luis Hardmon, 41, of Fourth Street, Philipsburg. Hardmon is wanted for failure to appear at a preliminary hearing on April 6.

On Feb. 24 Trooper Scott Sankey of the Pennsylvania State Police, Clearfield barracks, filed a criminal complaint against Hardmon.

Sankey charged Hardmon with driving under the influence of alcohol, M; notice of change of address, S; required financial responsibility, S; driving on right side of roadway, S; driving on roadways laned for traffic, S; and driving vehicle at safe speed, S.

According to the affidavit of probable cause, on Feb. 10 Sankey was assigned to investigate a reported two-vehicle accident. Upon arrival at the scene, Sankey made contact with one of the operators, identified as Hardmon.

Hardmon allegedly showed signs of impairment. Upon further investigation, it was determined that Hardmon did not have insurance for the vehicle. He was then transported to the Clearfield barracks for a breath test.

A preliminary hearing was held April 6, at which time Hardmon failed to appear, and a warrant was issued for his arrest.

Hardmon is described as an African-American male standing 5 feet, 7 inches tall. He has black hair and brown eyes.

Anyone with knowledge of Hardmon’s location is asked to call Clearfield County Crime Stoppers at 800-376-4700. All calls to Crime Stoppers are confidential.

CLEARFIELD – A Clearfield man will be spending time in state prison for killing a dog.

Ralph Thomas Brown III, 29, pleaded guilty during colloquy court Monday to cruelty to animals, disorderly conduct, loitering/prowling at night time and public drunkenness.

President Judge Fredric J. Ammerman sentenced him to nine months to three years in state prison. This sentence will run consecutive to a probation violation of six months to one year in jail that he received in March.

The charges stem from an incident in Clearfield Borough Feb. 2 when Brown killed a four-month-old pit bull/terrier mix puppy by strangling it and kicking it. For the full story, click here.

Ammerman commented that people in the community were very upset with Brown and many people were talking about this case.

Ammerman said he heard more about this than he had heard about any other case, including those involving serious child abuse.

He also noted that Brown had to be kept in isolation at the jail to protect him. There was a fear he would be harmed by the other inmates for his treatment of the animal, he said.

Brown’s attorney, Curtis Irwin, asked the judge, prior to sentencing, to take into consideration that Brown had both alcohol and drugs in his system at the time of the assault.

He pointed out that Brown has been cooperative throughout the investigation. He stated Brown is not violent, and this is not something “he has a predisposition to do.”

Brown addressed the court explaining he had been accused of another crime and this led him to drugs and alcohol to deal with that. He said he drank excessively that night and does not have a recollection of the incident. He apologized and admitted his actions were “pretty outrageous.”

In a related case, the owner of the dog, Angela Ricketts, 31, pleaded guilty for neglecting to properly dispose of the dog in March. She was ordered to pay fines and costs totaling $141.50.

Philipsburg Contractor Gets State Prison for Not Finishing Home Improvement Job

CLEARFIELD – A Philipsburg man found guilty of theft for not finishing a home improvement job was sentenced Tuesday during plea and sentencing court.

Brian T. Barton, 46, 525 E. Spruce St., Philipsburg, was found guilty in February of theft by deception, theft by failure to make required disposition of funds, and home improvement fraud.

On Tuesday President Judge Fredric J. Ammerman sentenced him to one to five years in state prison. He was also ordered to pay restitution of $70,000.

Barton’s attorney, Tami Fees, stated that there was nothing on record to determine this amount of restitution and asked for a restitution hearing. Ammerman replied that he had already dismissed a motion for a restitution hearing from Barton’s prior attorney, Brian Jones.

Ammerman noted that he gave Barton a state sentence because of the amount of restitution owed and the damage Barton did to the home.

During the closing arguments of the trial, District Attorney William A. Shaw Jr. told the jury that Barton intentionally underbid the job in order to get money from the victim. The bid for the entire project was $90,000.

She paid him $30,000 initially. After he did some work, he asked for $30,000 more for labor and supplies. He did some more work and then asked for another $20,000. She was reluctant to give him the full amount because the job was not even half done and instead gave him $10,000, Shaw said.

The work Barton did complete was not up to code and she had to pay someone else over $14,000 to fix it.

A police officer testified that Barton told him he was waiting for the victims to sue him so he could then file bankruptcy.

In an interview after the verdict was announced Shaw said he was “very satisfied” with the result of the trial.

“This is the only justice (the victims) will get out of this whole event,” he said.

He noted that Barton will be put on a payment schedule for the restitution but the victims still “owe a boatload of money to complete it.” The home located in Osceola Mills, is still not livable.

The Home Improvement Consumer Protection Act was established because of these “unsavory contractors,” he explained.

“This sends a message to contractors to be honest in their dealings. I encourage anyone retaining a contractor to check their credentials and get references.” Contractors should register and this information is on the Attorney General’s Web site, he said.

CLEARFIELD – A Clearfield man facing numerous sexual assault charges from incidents beginning in 2001 has decided to plead guilty.

Franklin William Wilson, 41, 102 Putty Rd., Clearfield, is charged with a total of 1,215 counts of various charges including multiple counts of aggravated indecent assault, rape of a child, indecent assault, statutory sexual assault, sexual assault, indecent exposure, dissemination explicit sexual material to minors, and corruption of minors. This case was scheduled to go to a five-day trial starting May 16.

On Tuesday Wilson signed a plea agreement. He will be evaluated to determine if he is a sexually violent predator and be scheduled for sentencing after that, according to court documents.

An investigation into Wilson began after he touched a 10-year-old girl inappropriately, exposed himself to her and showed her online pornography on his phone, according to the affidavit of probable cause. Afterwards, he told her not to tell her mother.

A search warrant was issued for the phone, which was seized and examined for evidence. A detective was able to find the images the girl described as well as hundreds or thousands of pornographic images. He had viewed hundreds of adult Web sites.

As the investigation continued, an officer found another report from Children and Youth Services involving Wilson. When this victim was interviewed, she stated that he abused her beginning when she was only six years old. This abuse started with him touching her inappropriately while she was in the bathroom. Because of this, the girl was terrified of going into the bathroom and chose to urinate and defecate in a shed. She did not tell anyone of the abuse and this behavior led to her being sent away for counseling.Image may be NSFW.

As the years passed, the abuse became more serious and violent. When she had friends around, this victim said Wilson would abuse them as well. He forced them to be involved in sexual acts or they were not permitted to have food or drinks. He also showed them pornography.

This victim said the abuse escalated when she was in fifth grade. He showed her pornography of a woman performing oral sex on a male, and then he forced her to do the same. As she got older, he had sex with her almost every single day.

She was frightened that he was going to hurt her or her family. She found bullets in her drawers, a knife in her dresser drawer and razor blades on the headboard of her bed, she said.

Officers were able to contact the other girls the victim had named and interviewed them. One of them said he was perverted and inappropriate towards them. He would touch them as they slept and she was afraid to tell anyone because he threatened to kill them, she said.

The fourth victim said he showed them pornography and had sexual contact with them. A fifth girl said he made her touch the victim inappropriately as he made them watch pornography. She said she is terrified of Wilson. The final victim said he offered money to see her naked in the shower. He also made her and the others watch pornography before being able to use a four-wheeler, she said.

Police attempted to set up an interview to discuss these accusations with Wilson, but he failed to show up for the interview or contact the investigating officer.

After a preliminary hearing in August, the charges related to the original 10-year-old girl were dismissed and re-filed in September under a different case number. He later waived those charges on to the court of common pleas and both cases were scheduled to be heard together in May.
