DUBOIS – A DuBois man who was involved in a police stand-off has waived his right to a preliminary hearing.

Gregg Matthew Luttman, 32, 614 Mountain Run Rd., DuBois, is charged with aggravated assault, terroristic threats, harassment and disorderly conduct. Luttman remains in the county jail in lieu of $50,000 bail.

The charges stem from an incident that began at 10:04 a.m. July 10 in Sandy Township. According to the affidavit of probable cause, police were called to a residence to check the welfare of Luttman, who had recently been released from a mental health facility. He had made statements to his brother that he needed either a gun or heroin.

Contact was made with Luttman outside the residence, where he swung a 15-inch pry bar back and forth toward the officers in a threatening manner. He then struck a bell on the porch that flew toward the officers. Luttman told the officer they would have to kill him. As he went back into the home, he stated that he would kill anyone who came into the house.

He was screaming “I’m going to make you shoot me” and “come get me.”

Luttman appeared to be under the influence of an unknown substance. His demeanor was highly irrational, erratic and threatening toward the officers who felt in fear of serious bodily injury. There were concerns that there was a rifle in the home that may be accessible by Luttman.

He was contacted by phone and asked to come out of the residence. He refused and stated that the police would have to come in to get him and they would have to shoot him.

A containment perimeter was established around the home. Police also evacuated nearby residences and the street was shut down. Additional police officers and an emergency response team were requested, as well as fire and emergency personnel were put on standby status.

Several times during the more than four-hour stand-off, Luttman opened the front window. At one point, he was on the back deck where he made demands for cigarettes and heroin. He was again advised via a loud speaker to come out but, he refused.

During this period, Luttman made several posts to his Facebook page. At 11:10 a.m. he wrote “death by cops will be fun. I always wanted it to be heroin but that would be too easy.” He threatened to kill the cops with his bare hands at one point and at another said he was watching the movie “Pineapple Express.”

At 12:19 p.m. he posted “I’m dying today. I regret nothing but being a nice person” and a few minutes later “Death by cops. They are surrounding my house and I didn’t do nothing illegal.” At 12:54 p.m. he posted “I didn’t know trashing your own house was illegal these days.”

A few videos of the police vehicles outside the home were also posted to Facebook.  In one he told the officers they were trespassing. When they said they were there to help, he didn’t seem to know what help he needed. He also repeatedly asked for cigarettes.

An involuntary emergency examination and treatment warrant was issued for Luttman. Luttman had text-messaged his brother asking for a cousin to bring him a shotgun. He said that he could not cut or hang himself so he wanted the cops to shoot him. He said he was going to destroy the house and burn it down. He also stated that he hated his parents.

At 2:43 p.m. police entered the residence and Luttman was taken into custody without incident.

CLEARFIELD – A Clearfield man will spend up to 12 years in state prison for the attempted rape of a child.

Ronnie Clinton Bass, 22, of Clearfield has pleaded guilty to criminal attempt/rape, indecent assault person less than 13 years of age, corruption of minors and disorderly conduct. He was sentenced by President Judge Fredric J. Ammerman to three to 12 years in state prison.

Bass was determined to be a sexually violent predator after a brief hearing. William Allenbaugh, who is an independent member of the Pennsylvania Sex Offender’s Board, testified that he spoke with Bass and after reviewing the case, it was his opinion that Bass is a predator.

Patrick Lavelle, attorney for Bass, asked Allenbaugh if he had also reviewed information from Torrance State Hospital, reports from incidents in North Carolina and other information on Bass’s “unusual upbringing.” Allenbaugh confirmed he had, but this did not change his conclusion.

Lavelle pointed out that Bass had a chaotic childhood and that those around him “failed this young man.”

Ammerman stated that it did “not look like he had much of a chance.”

District Attorney William A. Shaw Jr. noted that Bass was sent to the Torrance State Hospital to determine his competency. Officials there said he was mentally retarded, but he was competent to stand trial.

As a sexually violent predator, Bass must register his address with law enforcement under Megan’s Law for the rest of his life.

The charges stem from an incident in Clearfield Borough on Aug. 14, 2013. According to the affidavit of probable cause, when two people returned to the residence they saw the victim sitting on Bass on the couch in the living room. Her pants were around her ankles. An argument broke out, waking another relative who was able to break up the fight as officers arrived.

In an interview with police, Bass admitted to pulling the victim’s pants down and placing her on his lap. A physical exam of the victim did not show any injury to the child.

The officers continued to struggle with Kemerer but were able to get her handcuffed.

Kemerer allegedly continued to struggle with the officers, yelling and telling them they “were going to die.” Once inside the patrol vehicle, Kemerer allegedly started spitting on the back window of the patrol car.

DUBOIS- A DuBois man is accused of leading police on a vehicle chase.

According to an affidavit of probable cause filed with District Judge Patrick Ford’s office July 15, Trevor Ray Wilson, 31, DuBois, is charged by the DuBois City police with fleeing or attempting to elude police, recklessly endangering another person, driving while operating privilege is suspended or revoked, speeding, careless driving, reckless driving, and five summary traffic charges following an incident June 14.

According to the affidavit, officers on patrol saw a blue Pontiac Grand Prix traveling 50 miles-per-hour in a 35 MPH zone. The officer attempted to pull the vehicle over, but the driver refused to stop and continued traveling toward South Brady Street, swerving back and forth.

As the driver continued to flee from police, the vehicle allegedly ran through stop signs and flashing red lights, nearly drove into the parking lot of Kwik Fill, crossed over the centerline, nearly struck several mail boxes and came close to driving into numerous yards.

As police continued to chase the vehicle, it came to a sudden stop on South Main Street, in the middle of the road. The driver got out of the vehicle and started running toward the woods. A female passenger got out of the vehicle and the officers ordered her to get on the ground, which she did.

Police took the woman into custody and she allegedly told them that she had just met the man that night and that his first name was Trevor. She said she had been drinking and the man offered to drive her to another bar. She said when the driver saw the police vehicle behind them, she knew he wasn’t going to stop. The woman said she told him to stop, because he was driving her vehicle. She said she asked the driver to let her out of the vehicle. She said the driver allegedly told her he was a felon and that he wasn’t going to stop. The woman said the people at the bar would be able to identify the driver.

The officers spoke to several people at the bars the woman passenger said they had been to and were able to identify the driver as Wilson.

Further investigation showed that Wilson was on parole from state prison and that his driver’s license had been suspended for DUI.

DUBOIS – A Penfield man is facing charges for allegedly hitting a vehicle with a chain.

According to an affidavit of probable cause filed with District Judge Patrick Ford’s office July 18, Zachary Scott Ruhl, 28, 1 Evergreen Dr., Penfield, is charged by the DuBois-based state police with possessing instruments of crime, criminal mischief and driving while operating privilege is suspended or revoked.

According to the affidavit, troopers were called to the Nittany Minit Mart. The troopers met with a witness who said an incident of assault took place in the parking lot. The troopers were able to view security video, which allegedly showed the driver of a red Dodge pick-up truck holding a short silver chain out of the driver’s side window. The truck backed up behind a red Dodge mini-van and the man swung the chain and hit the back of the mini-van, then drove away.

The troopers then spoke to the victim who said she and her boyfriend were at the Minit Mart. The victim said her boyfriend had allegedly sold a guitar to Zach Ruhl a week before Memorial Day for $300, but Ruhl never paid him.

The victim said they have been trying to get Ruhl to pay the money he owes ever since. The victim said Ruhl was in the parking lot and her boyfriend went over and confronted Ruhl about the money, but when her boyfriend saw there were kids in the car, he walked away.

However, the victim said Ruhl’s wife allegedly approached their vehicle and began pushing the victim’s boyfriend with her chest. The victim said her boyfriend got back into the vehicle, but they heard a loud sound. The victim said she got out of the vehicle and saw damage, which was estimated to be between $800 and $1,000. The victim said she believes Ruhl hit their vehicle with a chain he had been holding during the argument.

The troopers interviewed Ruhl, who told them he and his wife had gone to the Minit Mart and the victim’s boyfriend allegedly attempted to punch him through the car window. Ruhl said he got a chain out of the truck because the victim’s boyfriend was being aggressive.

Ruhl allegedly admitted to attempting to hit the victim’s vehicle with the chain, but Ruhl said he was not sure if he had actually made contact or not.

Further investigation showed that Ruhl has seven active warrants for his arrest and Ruhl was taken into custody.

CLEARFIELD – A New York man will spend time in state prison for bringing drugs into the area.

David Batista, 31, 2288 Mott Ave., Queens, NY, has pleaded guilty to possession with intent to deliver a controlled substance before Judge Paul E. Cherry. He was sentenced to 27 months to seven years in state prison.

The charges stem from an incident in February of 2014 after a vehicle was stopped in Lawrence Township. Police had received a tip that the vehicle carried several people from outside the area that had drugs. A search of the car uncovered money and more than 30 bags of crack cocaine.

During the preliminary hearing, a police officer testified that she received information on the defendant from a confidential informant. He told her he would be driving the group from one local hotel to another. The informant did not have a valid license and had several active warrants, giving the officer a reason to stop the car.

The vehicle was pulled over near the intersection of state Route 879 and Industrial Drive. Several bags were found in the trunk. One of the bags had more than $7,000 in it and 36 bags of crack cocaine. A laptop bag had nine receipts for money transfers through Western Union that totaled more than $4,000 and a small digital scale.

The second witness was the informant. He identified Batista and said he met him two weeks before his arrest. He bought crack cocaine from Batista five times during that period. All of these transactions were in a hotel room.

The informant admitted he was addicted to crack cocaine and purchased the drug several times a day. He stated he also purchased crack from two others in the group, Shaking Devine Saunders and Edward Allen.

The day he helped move them to another hotel, the informant said he saw a bag with several little bags of drugs, which Batista told one of the others to put away. He also saw a “bunch of money” in a black bag. These bags were put in the trunk of the car.

According to the affidavit in this case, Batista’s charges are the result of a grand jury investigation.

In November, Saunders, 37, 8418 Rockaway Beach Blvd., Far Rockaway, NY, pleaded guilty to possession with intent to deliver a controlled substance-cocaine and Allen 39, 431 Beach St., Far Rockaway, NY, pleaded guilty to criminal conspiracy/possession with intent to deliver a controlled substance-cocaine. They both received sentences of 27 months to seven years in state prison from President Judge Fredric J. Ammerman.

The fourth passenger in the vehicle, Lashanda Mount, 29, 25 Pyramid Pines, Saratoga Springs, NY, pleaded guilty to criminal conspiracy/possession with intent to deliver a controlled substance in April. She was sentenced to nine months to 16 months in jail and two years consecutive probation.

DUBOIS – A DuBois woman is facing charges following an incident where her child was allegedly found at a pizza shop.

According to an affidavit of probable cause filed with District Judge Patrick Ford’s office July 20, Casey Marie Altfather, 22, 320 W. Long Ave, DuBois, is charged by the DuBois City police with endangering the welfare of children, following an incident July 18.

According to the affidavit, police were called to Frank’s Pizza for a report about a 2-year-old who had been found outside the restaurant without a parent or guardian. The caller told police the child had been pounding on the door to the business and was wearing only shoes and a diaper.

The employees of the restaurant said the child was there for about 10 minutes and one of the employees had even walked up and down the street with the child, looking for a parent.

When police arrived, they found the child being held by a woman, later identified as Altfather. Altfather allegedly told police that she is the child’s mother. Altfather allegedly told police she fell asleep and the child must have gotten out of the apartment.

Police noted that the apartment was across the street and up several flights of stairs.

Altfather allegedly told police that her boyfriend had left the apartment about an hour ago and she and the child laid down together. Altfather said the child must have gotten up and left the apartment.

She told police that as soon as she realized the child was missing, she ran out of the apartment looking for her. Altfather allegedly told police that there was a two-week-old infant in the apartment.

Police then went to the apartment and allegedly saw the door was wide open and the infant was in a crib in the apartment alone. Police also allegedly found a loaded BB pistol laying on the counter by the sink.
