State police at Clearfield

  • An incident of harassment occurred Monday on Brisbin Street in Houtzdale Borough. During the incident, someone who was in a light brown Ford truck allegedly threw rocks at the victim. Anyone with information is asked to contact the state police at Clearfield at 814-857-3800.

State police at Philipsburg

  • An incident of theft occurred July 19 on Smith Road in Halfmoon Township. During the incident, a known person allegedly removed an HP 7 1800 Tablet that belonged to the victim.
  • An incident of furnishing alcohol occurred June 10 on Houtz Lane in Halfmoon Township. During the incident, a known adult allegedly furnished alcohol to a minor.

Clearfield Borough

  • Police were asked to assist Megan’s Law officials with locating a registered offender. Further, police said it was believed that the offender was not living at their registered address.  Police were able to locate him at his registered address without incident.  He was advised to check in with Megan’s Law.
  • Police received a complaint about an alleged employee theft at a local business along Park Place.  The incident remains under investigation at this time, police said.
  • Police responded to a welfare check of two young children who were allegedly playing in an alleyway unsupervised.  Police responded with personnel from Children & Youth Service who will conduct an investigation.
  • Police received a report about an alleged theft of a checkbook by a known actor.  The incident remains under investigation at this time, police said.
  • While on patrol, police observed a male and female who were allegedly engaging in a verbal argument. Police warned them for disorderly conduct and advised that if they continued their actions, charges would be filed as a result.
  • Police responded to the 1100 block of Daisy Street for a report about disorderly conduct.  Police spoke with the actors and advised them that if their actions continued, charges would be filed as a result.
  • While on patrol, police located a vehicle on McBride Street that had both driver’s side windows smashed out.  Police made contact with the owner who denied knowledge of the criminal mischief. Police recovered evidence from the scene and are conducting an investigation.  Anyone with information is asked to contact the Clearfield Borough police.
  • Police responded to the area of Martin Street and Turnpike Avenue for a report about an uncovered man hole. Police responded and were able to replace the cover.

Lawrence Township

  • Police were requested to check the welfare of a person at the Armory on Coal Hill.
  • Police were requested to check the welfare of a person at the Army Reserve Center on Route 322.
  • Police received a report about an alleged incident of harassment in the area of Poplar Avenue.
  • Police received a report about a 911 hang-up call at the Army Reserve Center. Police found it was an accidental call.
  • Police responded to a two-vehicle accident on the Rockton Mountain Highway. One person was transported to Penn Highlands for medical treatment; both vehicles were towed from the scene, police said.
  • Police received a report about males who were allegedly soliciting in the Wal-Mart parking lot. However, they were gone prior to police arrival.
  • Police received an HTC SmartPhone that was found by a local resident.
  • Police received a report about an alleged incident of trespass at the Riverside Motel. Upon arrival police located a female at the scene. However, police couldn’t contact the property owner and didn’t have any paperwork stating the female had been banned from the property. Police then asked the female to leave for the night until they could confirm notice had been given to her.
  • Police received a report about an alleged assault at a Glen Richey residence. Upon investigation police determined it was an unfounded report.
  • Police received a complaint about a barking dog. Police provided the caller with contact information for Animal Control.
  • State police were assisted with a traffic violation complaint.

DuBois City

  • Police received a report about a suspicious male who was allegedly hanging around the rear of a business Monday on Beaver Drive. Upon arrival police found a DuBois man who stated he was dumpster diving. Police checked the business’ merchandise, which was outside, and didn’t find anything disturbed or missing. Police asked the man to leave and to return during normal business hours.
  • Police received a report about juveniles who were allegedly throwing objects in the creek Monday on West Long Avenue. Upon investigation police found the juveniles had left the area and had been throwing apples in the creek.
  • Police received a report about an accident Monday in the area of DuBois Street and DuBois Avenue. Upon arrival police found that a Brockport man was having a medical emergency and his vehicle left the roadway. His vehicle then bounced off a curb, crossed the centerline and impacted a garage on DuBois Street. No injuries were reported but the man was transported for treatment of his medical condition, police said.
  • On Monday police received a report about the alleged theft of tools from a West Scribner Avenue residence. The victim told police that several tools were stolen from his property over the last two weeks. The incident remains under investigation at this time, police said.
  • Police received a report about a dog that was left inside a vehicle Monday on Hoover Avenue. Upon arrival police found the dog enjoying the air conditioning inside a running vehicle. Police said the dog was OK.
  • On Monday police received a report from a DuBois woman who alleged she was being harassed by a known DuBois man. She told police she was receiving unwanted phone calls, text messages and sexual solicitations. The incident remains under investigation at this time, police said.
  • Police received a report about two girls who were allegedly laying on the roadway Monday at the intersection of Pifer Street and Shaffer Avenue. Upon arrival police advised the teen girls to stay off the roadway for their safety.
  • Police were contacted by an alarm company Monday to check the welfare of a woman who lives at an apartment in the 100 block of West Long Avenue. Upon arrival police found the woman had fallen. Police said emergency personnel responded to evaluate the woman.

Aggravated Assault Incident Under Investigation in Brockport

BROCKPORT – The investigation is continuing into an alleged incident of aggravated assault that occurred Sunday on Route 219 in Brockport, reported the state police at Ridgway.

According to the report, Aaron M. Welsh, 31, of Brockport allegedly threatened two victims with a bolt action rifle. Welsh also allegedly discharged the firearm within the residence.

Welsh fled the scene on foot but was later taken into custody. Charges have been filed against Welsh through the district court in Johnsonburg, state police said.

Shaw: Charges Filed in Osceola Mills VFW Shooting

CLEARFIELD – Charges were filed today against a Bellefonte man, Robert D. Hanson, 55, who has been accused of an April 1 shooting at the Osceola Mills Veterans of Foreign Wars, announced District Attorney William A. Shaw Jr.

Trooper David Patrick of the Pennsylvania State Police, Clearfield barracks, filed a criminal complaint against Hanson. He charged Hanson with criminal attempt to commit murder; aggravated assault, F1; aggravated assault, F2; simple assault, M2; simple assault, M2; recklessly endangering another person, M2; and persons not to possess firearms, F2.

According to the affidavit of probable cause, on April 1, Robert Dwayne Hanson (AKA “Butch”) was in the Osceola Mills VFW. At approximately 12 p.m., Hanson was sitting at the bar with a female patron, both of whom were consuming alcohol.

A known male entered the VFW and sat down at the bar. Shortly after Hanson borrowed car keys from the female patron. Hanson and the male exited the VFW.

Hanson and the male entered the female’s vehicle that was parked near the VFW. While in the vehicle, the male allegedly gave Hanson a New England Firearms 22-caliber LR pistol.

Hanson allegedly concealed the gun in his waistband, and both men exited the vehicle and returned to the VFW. The male then left the VFW and Hanson sat back down beside the female.

Hanson allegedly told the female that he was going to kill Jeff Swanson. Hanson also allegedly told her that he had gotten a gun from somebody, and that he was going to shoot Swanson because he had ripped him off. The female then left the VFW and went home.

Upon arriving at her home, the female made a phone call to “Bucky’s” bar (The Scotsman’s) and talked to Jeff Swanson, who was patronizing the bar. The female told Swanson to stay away from Hanson because he had a gun and was going to shoot him.

On the same date at approximately 1:30 p.m., Swanson exited the Scotsman’s Bar and walked up the street to the VFW. Upon arriving at the VFW, Swanson walked up the steps located along Lingle Street, opened the door and yelled for Hanson to come outside.

Hanson walked to the same door, opened it and stepped outside. Hanson allegedly stepped down the stairs and started arguing with Swanson. Swanson allegedly slapped Hanson across the face and then punched him several times in the face and head area.

Hanson fell onto the sidewalk as his pants had also fallen down. At this time, the gun, which was in Hanson’s waistband fell to the ground, and Hanson and Swanson struggled over the gun.

During the struggle, the gun went off and one shot was fired up into the air. A second shot went off, and it grazed Hanson on the side of the head.

Swanson then began to walk down the sidewalk towards the CNB Bank. Swanson walked approximately 15 feet when Hanson yelled to Swanson, “Hey Jeff.” Swanson stopped and turned around, and Hanson then allegedly fired a shot from the New England Firearms 22-caliber pistol, striking Swanson in the right side of his chest.  Swanson fell to the sidewalk and Hanson reentered the VFW.

An employee of the VFW called 911 while the fight and shooting were taking place. Emergency personnel arrived at the scene and provided medical treatment.

Both Hanson and Swanson were transported by ambulance and then by helicopter to UPMC Altoona, where they received treatment for their injuries.

Hanson was treated for minor injuries at the UPMC Altoona and released on April 2. Swanson suffered injuries to his chest area, including his right lung as result of the gunshot wound.

Shaw stated that Hanson was arrested today pursuant to a warrant issued by Magisterial District Judge Jerome Nevling, who arraigned Hanson and established bail at $500,000.

Hanson is currently incarcerated in the Clearfield County Jail. His preliminary hearing is scheduled for Aug. 5.

Shaw thanked the Pennsylvania State Police for their hard work and assistance with this case.

Kaizer Accused of Biting Woman in the Face

DUBOIS – A Reynoldsville woman is accused of biting another woman in the face during a fight.

According to an affidavit of probable cause filed with District Judge Patrick Ford’s office July 20, Cassidy Lynn Kaizer, 32, 428 Hill St., Reynoldsville, is charged by the DuBois City police with assault, harassment and disorderly conduct following an incident July 18.

According to the affidavit, police were called to Coyote Joe’s for a fight between three women. The officers were informed by 911 dispatchers that one woman bit another woman in the face. The victim of the bite had been taken to the hospital.

When police met with staff at the bar they were told that one of the females, later identified as Kaizer, allegedly beat up two other women on the sidewalk for no reason.

They allegedly told police that the two women were just standing outside the bar and Kaizer came “out of nowhere” and grabbed both victims by the hair and slammed their heads off the sidewalk, spit in one victim’s face, then bit the second victim in the face. The witnesses told police Kaizer went to a nearby apartment building. Police searched the building but could not locate Kaizer.

The officers then went to the hospital to speak to the victims. The first victim allegedly told police she and the other victim were outside talking when Kaizer “appeared out of nowhere” and grabbed the first victim by the hair, spit in her face several times, threw her to the ground, then smashed her head off the sidewalk.

The first victim allegedly said the second victim tried to help, but Kaizer grabbed the second victim by the hair, threw her to the ground, smashed her head off the sidewalk, and then bit the second victim in the face.

The first victim allegedly told police that a man tried to break up the fight, but Kaizer punched him in the face. The first victim said Kaizer then got up and went into a nearby apartment building. The victim said she had never seen Kaizer before and had no idea who she was.

The officers went back to the apartment building and located Kaizer hiding under a bed in one of the apartments.

Kaizer allegedly told police she had a warrant for her arrest out of Jefferson County. Kaizer was handcuffed and allegedly told police that she had heard the two victims planning to fight outside the bar and went to break it up.

Kaizer allegedly told police that the two victims “jumped” her. Kaizer allegedly admitted to spiting in one of the victim’s faces, biting the second victim and slamming both their heads off the ground.

Police were able to speak to the second victim. She allegedly told police she was outside the bar talking to friends when Kaizer “came out of nowhere,” grabbed her by the hair, pushed her to the ground, slammed her head off the sidewalk and bit her in the face. The victim said she had been admitted to the hospital for the night and needed to have surgery on her face in the morning to remove part of Kaizer’s tooth from her face.

State police at Clearfield

  • A firearm was found Tuesday along Route 2049 in Bradford Township. Anyone with information is asked to contact the state police at Clearfield at 814-857-3800.
  • An incident of harassment occurred Tuesday outside of a Spruce Street address in Bigler Township. During the incident, two Madera women allegedly engaged in a verbal altercation that turned physical. More specifically one allegedly flicked the other on the chin who then punched her in the right side of her face. Neither woman sustained any injuries during the altercation; both were cited for harassment through the district court, state police said.

State police at Philipsburg

  • An accident occurred Sunday on Walnut Street in Rush Township. Bradley S. Martin of Philipsburg stopped at the intersection of G and Walnut streets and then turned onto Walnut Street. While turning, his vehicle traveled off the left side of the roadway and up an embankment. There, his vehicle impacted at stone slope, continued south and impacted a utility pole, which broke in half. The Martin vehicle came to a final rest at the base of the utility pole. Neither Martin nor his passenger was injured in the accident; both were wearing their seatbelts. Martin was cited for the accident, state police said.

Lawrence Township

  • Police received a report about a suspicious male at the Clearfield Mall.
  • Police received a report about a dog inside of a vehicle at Wal-Mart. Upon arrival police found that the dog was not in any distress.
  • Police received a report about an alleged retail theft incident that occurred at Dollar General.
  • Police received a report about an unwanted male at Edgewood.
  • Police received a report about an alleged incident of trespassing behind Arby’s along Route 879.
  • Police received a report about children who were allegedly unattended on Robinson Avenue.
  • Police received a report about the alleged intimidation of a victim or a witness.
  • Police were requested to assist a motorist.
  • Police received a report about an alleged incident of disorderly conduct on Clarendon Avenue.
  • Police received a request for information about an alleged protection from abuse order violation.
  • Police received a report about an alleged incident of harassment on Robinson Avenue. However, the incident was listed as unfounded, police said.
  • Police served a warrant on a Philipsburg female who was located by the state police at Philipsburg. She was lodged in the Clearfield County Jail to await arraignment.
  • Clearfield Borough police were assisted with an alleged burglary incident on High Street.
  • Clearfield Borough police were assisted with an incident on Dorey Street.
  • Police received a report about a suspicious male at a business on South Second Street. Police located the male and handled the incident at the scene.

DuBois City

  • On Tuesday a DuBois teen was stopped by police for alleged traffic violations. During the traffic stop, police allegedly found the teen was under the influence of alcohol. He was taken into custody and for blood testing. Charges are currently pending at this time, police said.
  • Police were dispatched to check the welfare of small children Tuesday at the DuBois City pool. Police were advised the mother of three continued to leave the children unattended, and lifeguards had received numerous complaints from other patrons. Police responded to make sure the children were OK and discussed the complaints with the mother.
  • Police were stopped by a male Tuesday along Maple Avenue, and he alleged observing two juveniles riding their bicycles on the playing surface on Showers Field. Police checked the area but were unable to locate the juveniles.
  • Police received a report about a wanted person Tuesday at a Rumbarger Avenue residence. Police were advised that Fugitive of the Week Destiny Gasbarre was inside of the residence. When police knocked, Gasbarre was allegedly observed looking out of a second-floor window; her husband was allegedly observed removing a ceiling tile and putting her in a crawl space. When Gasbarre’s husband answered the door he allegedly denied that she was there, police said. Police were given consent to search the residence and located Gasbarre in the crawl space. Gasbarre was taken into custody and turned over to the Clearfield County Sheriff’s Department.

Sandy Township

  • A 44-year-old Rockton man was cutting grass at a Treasure Lake residence Tuesday when his truck rolled down the driveway and hit a tree. No injuries were reported, and the vehicle was towed from its resting position and driven from the scene.
  • On Tuesday the owner of the Scenic View Drive-in alleged that he apprehended a 20-year-old Reynoldsville man who he thinks attempted to break into the building. Police found evidence that someone attempted to break into the business, and the investigation continues at this time.

Decatur Township

  • Police allegedly observed two all-terrain vehicles traveling on Logan Road. The operator of one ATV fled from police; he was later located and allegedly admitted to fleeing from police. Police have filed charges against the male for the incident.
  • Police responded to a two-vehicle accident at the Peebles Plaza. No injuries were reported and both vehicles were driven from the scene, police said.
  • Police responded to an accident at the intersection near CVS Pharmacy in Philipsburg. Upon arrival police learned the owners didn’t find any damage to the vehicles. Police assistance wasn’t necessary as a result.
  • Police responded to an alarm on Bico Lane in Decatur Township. Upon arrival police were advised that everything was OK.
  • A male who had a protection from abuse order against him alleged that the complainant wouldn’t stop harassing him by phone. Police advised the male to not contact the female to which he understood.
  • Police had a set of car keys turned in during Houtzdale Days. The keys were found along the roadway, police said.
  • Police investigated two, separate reports about suspicious persons at Houtzdale Days. Police determined that complaint was unfounded upon further investigation.
  • Police received a report about a wanted male who was at Houtzdale Days. However, police found he wasn’t wanted upon further investigation.

Fire Chief and Firefighter Accused of Arson

TREASURE LAKE – A fire chief and volunteer firefighter have been charged with arson, according to the state police at DuBois.

Aaron C. Kulbacki, 22, and Christopher G. Leone, 24, both of DuBois, have been charged for an April 15 arson in Treasure Lake.

Kulbacki and Leone allegedly set a fire within a wooded area at the intersection of Harborview and Jolly Roger roads, state police said.

According to state police, Kulbacki was a volunteer firefighter and Leone was a fire chief for Treasure Lake on the day of the alleged arson.

Kulbacki and Leone were charged through the district court.

Former CCCTC Substitute Teacher to Stand Trial

CLEARFIELD – A former substitute teacher accused of telling students about her sex life and drug habit in class at the Clearfield County Career & Technology Center (CCCTC) will stand trial.

Darice J. Brady-McKee, 34, of LaJose will face two counts of dissemination of explicit sexual material to a minor, F3. She will also face 30 counts of corruption of minors, M1.

She was originally facing two additional counts of corruption of minors, M1. Both were dismissed after a preliminary hearing Wednesday before Magisterial District Judge James Hawkins.

Former CCCTC Executive Director William H. Weaver, 55, of Bellefonte has also been charged with two counts of failure to report/refer, M2, and disorderly conduct, S. Weaver’s hearing has been continued until 12 p.m. Aug. 5.

Former CCCTC Assistant Director Cathy M. Thomas, 61, of Morrisdale has been charged with failure to report/refer, M2, and disorderly conduct, S. She has waived the charges against her to court.

Both Weaver and Thomas resigned from the CCCTC in May when allegations surfaced about their handling of the alleged misconduct by Brady-McKee.

During Wednesday’s preliminary hearing, Cosmetology students at the CCCTC testified that Brady-McKee made them feel uncomfortable when she discussed her sex life while subbing in their class during their sophomore year.

Students alleged that Brady-McKee told them that she had two cell phones. She had one for her relationship and family life and another for the men with whom she cheated “on the side.”

Students also alleged she showed them pictures of males’ private parts and asked if they had any to share with her. Students testified they reported Brady-McKee to their regular teacher the next day who then notified the assistant director, Weaver.

Other Cosmetology students testified that Brady-McKee made them feel uncomfortable when she discussed her drug use with them. Students alleged Brady-McKee told them she could get them marijuana and if they wanted to, she’d smoke with them.

During their testimony, Health Occupations students alleged that while subbing on March 23-24, Brady-McKee talked about her sex life and showed bruises, scratches, etc. on her breasts, legs and back from having “rough sex” in a vehicle over the weekend.

Students alleged that Brady-McKee then took a call on her private cell phone while in the classroom and repeated the same details that she’d just shared with them.

Students also testified that Brady-McKee talked about drug use. Students alleged that Brady-McKee commented about wanting to live in Colorado “to smoke marijuana every day” and that she liked marijuana better than marriage.

Students said while they discussed their trip to the beach, Brady-McKee jumped in, saying they needed an adult to make the hotel accommodations for them. Students alleged that she offered to get the room and to buy them alcohol and marijuana.

Students reported Brady-McKee’s alleged misconduct to their regular teacher upon her return to the school. Students said they also reported it to the CCCTC office.

Officer Zachary Cowan testified that on May 1 he received a report about an alleged incident of sexual harassment that had occurred at the CCCTC. Further, he learned from a parent that a substitute teacher had made sexual comments to students.

He also learned that the administrators at the CCCTC were made aware of the alleged sexual harassment, which had occurred in March. However, he was told that nothing had been done about it and the substitute teacher was still there.

Cowan said he went to the CCCTC on May 1 and spoke to Weaver, who was then the executive director. Cowan said he asked the mother to come into the township police station after she reported the alleged sexual harassment to her student’s home school.

As part of his investigation, Cowan said he interviewed the Health Occupation students in both the morning and afternoon classes. As his investigation progressed, he also interviewed the Cosmetology students.

Cowan said he collected approximately 32 written statements from students who were exposed to Brady-McKee’s alleged misconduct.

Cowan said when he interviewed Brady-McKee at the police station, she “collaborated” the students’ stories. For example, he said she admitted to talking to the students about sex but only because they asked or it came up in conversation.

Cowan also said that Brady-McKee claimed that she was only joking about buying the students alcohol for their trip and denied saying she’d buy them drugs.

Cowan believed it took longer than usual for Brady-McKee to complete her written statement. He also believed she was withholding details and trying not to incriminate herself.

When asked Cowan said he found consistencies between the information collected from the students and that from Brady-McKee.

Defense attorney Gary Allen Knaresboro, Esq. of DuBois argued that the commonwealth didn’t present sufficient testimony to support many of the charges against Brady-McKee.

However, District Attorney William A. Shaw Jr. countered, saying Cowan had collected 32 written statements from students who had allegedly been exposed to inappropriate and sexual comments/behavior made by their substitute teacher.

Shaw said parents in the community have the right to expect that they can send their children to school and not be exposed to the topics of drugs and sex outside of what’s intended in the curriculum.

“It’s a line that no teacher should cross,” he said.

Shaw stressed that Brady-McKee crossed that line by counseling students to smoke marijuana, offering to buy drugs and alcohol for a trip and talking about “rough sex” and showing inappropriate parts of her body.

State police at Clearfield

  • An incident of criminal mischief occurred Wednesday on Greenwood Road in Rockton. During the incident, someone allegedly damaged the victim’s mailbox. Anyone with information is asked to contact the state police at Clearfield at 814-857-3800.
  • An incident of theft occurred sometime between July 22 and Wednesday on Cemetery Road in Bradford Township. During the incident, someone allegedly removed two large U.S. flags from the Bigler Cemetery. Anyone with information is asked to contact the state police at Clearfield at 814-857-3800.

Lawrence Township

  • Police received a report about an alleged family disturbance in Hyde. Police said that the parties were separated as a result.
  • Police received a report about a single-vehicle accident. No injuries were reported, and the vehicle sustained minor damage, police said.
  • Police received a report about a loose dog in the area of Parkview Drive. However, police were unable to locate the dog.
  • Police received a report about an alleged theft. The incident remains under investigation at this time, police said.
  • Police received a report about an alleged unauthorized use of a motor vehicle after its driver failed to return it to the owner.
  • Police received a report about a female who was allegedly under the influence of a controlled substance at the Clearfield Mall. She was taken to a residence on Lawrence Avenue in Hyde and cited for public drunkenness.
  • Police received a parking complaint that occurred at the Mountain Laurel Nursing & Rehabilitation Center. However, the incident was listed as unfounded, police said.

DuBois City

  • Police were dispatched to an alleged incident of criminal mischief Wednesday in the 400 block of Rumbarger Avenue. Further, a resident told police she had problems with juveniles who were allegedly throwing large rocks into her yard. Police were unable to locate the juveniles involved in the alleged incident.
  • Police received a complaint about a barking dog Wednesday on Maple Avenue. Police made contact with the dog’s owner and notified them of the city’s ordinance regarding barking dogs.
  • Police received a report about a stray dog Wednesday in the 500 block of West Weber Avenue. Police located the dog and its owner arrived to take care of it.
  • Police received a report about an unwanted male who was allegedly refusing to leave a business Wednesday in the 200 block of West Long Avenue. Upon arrival police learned that the male was allegedly told to leave multiple times but refused to. Police also learned that the male had allegedly threatened the victim while there. As a result, police have filed trespassing and other related charges against the male.
  • Police received a report about a known male who was allegedly stalking the victim Wednesday at a Pifer Street residence. Upon investigation police learned that the male has allegedly been following the victim and showing up at her residence. Police also learned that the victim has allegedly asked the male to leave her alone numerous times but returned that night to try to make contact with her. Police located the male and also determined that he was intoxicated; he was arrested for stalking, loitering and prowling at night and related charges. Police transported the male to the Clearfield County Jail to await arraignment.

CLEARFIELD – Clearfield County District Attorney William A. Shaw Jr. has announced the capture of a wanted fugitive.

Shaw identified the fugitive as Robert Selfridge, 35, of Main Street, Falls Creek. Selfridge was added to the Clearfield County Fugitive of the Week list on July 20.

On Feb. 23, Sergeant Kris Kruzelak of the Sandy Township Police Department filed a criminal complaint against Selfridge. He charged Selfridge with possession with intent to deliver a controlled substance, F; person not to possess firearms, F2; firearms not to be carried without a license, F3; possession of a controlled substance, M; possession of a small amount of marijuana, M; and possession of drug paraphernalia, M.

According to the affidavit of probable cause, on Feb. 19, Sandy Township police were dispatched to a local hotel for an activated fire alarm. Upon arrival at the hotel, officers were advised that smoke and an odor of marijuana were coming from a room, which activated the alarm.

Officers were further advised that a male, later identified as Selfridge, remained in the room. He had allegedly put unknown items into two bags and took them to his car.

After obtaining a search warrant for the car, officers allegedly located three handguns, drug paraphernalia and various controlled substances, including methamphetamine, cocaine, marijuana and prescription pills.

A preliminary hearing was scheduled for Feb. 27, at which time all charges were held for court. On July 16, Selfridge failed to appear for a Pre-trial Conference, and a warrant was issued for his arrest.

Shaw stated that on Wednesday members of the U.S. Marshals Western Pennsylvania Fugitive Task Force received information that Selfridge was allegedly hiding in a motel located in Plum, Allegheny County.

Marshals staked out the motel where they then allegedly observed Selfridge leave through a side door wearing a wig and a hat. Selfridge allegedly attempted to run from marshals; however, he was quickly apprehended.

During the arrest, a 12-gauge shotgun was allegedly recovered from the room that Selfridge had been staying in with two other individuals. Selfridge was then turned over to deputies from the Clearfield County Sheriff’s office.

Shaw thanked the U.S. Marshals Service and the Clearfield County Sheriff’s office for their assistance with this case. Shaw further noted that the U.S. Marshals Service is extremely helpful in these types of cases.

CLEARFIELD – Clearfield County District Attorney William A. Shaw Jr. has announced the capture of a wanted fugitive.

Shaw identified the fugitive as Destiny Gasbarre, 26, of Rumbarger Avenue, Dubois. Gasbarre was added to the Clearfield County Fugitive of the Week list on Monday.

On Feb. 6, Officer Travis Goodman of the Sandy Township Police Department filed a criminal complaint against Gasbarre. He charged Gasbarre with multiple counts of forgery, F3; access device fraud, M2; theft by unlawful taking, M2; and receiving stolen property, M3.

According to the affidavit of probable cause, on Oct. 3, 2014, the victim alleged to police that her check card had been stolen. Upon investigation police allegedly found that Gasbarre had used the check card to make numerous purchases at several, different locations. The total amount charged to the account was $2,877.83, police said.

A preliminary hearing was held on March 13, at which time all charges were held to court. On July 16, Gasbarre failed to appear at a Pre-trial Conference, and a warrant was issued for her arrest.

In a separate case, Corporal Orlando Prosper of the Dubois City Police Department filed a criminal complaint on Feb. 12. He charged Gasbarre with receiving stolen property, M3.

According to the affidavit of probable cause, on Oct. 18, 2014, police were dispatched to a home located on Brady Street for an alleged burglary. Upon investigation police allegedly found that Gasbarre had been in possession of currency removed from the home.

A preliminary hearing was held on March 13, at which time all charges were held to court. On July 16, Gasbarre failed to appear at a Pre-Trial Conference, and a warrant was issued for her arrest.

Shaw stated that on Tuesday Dubois City police received a tip regarding Gasbarre’s location. Officers arrived at the location where they received permission to search for Gasbarre.

Gasbarre was eventually located above the ceiling tiles in a bedroom. Gasbarre was then turned over to deputies of the Clearfield County Sheriff’s office. Gasbarre is currently lodged at the Clearfield County Jail.

Shaw thanked the Dubois City Police Department and Clearfield County Sheriff’s Office for their assistance with this case. Shaw further acknowledged that Gasbarre was located as the direct result of citizens who are willing to provide information to law enforcement.

Strunk Waives Charges for Allegedly Selling Marijuana

CLEARFIELD – A Clearfield man accused of selling marijuana waived his right to a preliminary hearing Wednesday during Centralized Court at the Clearfield County Jail.

Christopher A. Strunk, 21, of Clearfield has been charged with four counts of manufacture, delivery or possession with intent to manufacture or deliver and two counts each of intentional possession of a controlled substance and criminal use of a communications facility.

Strunk was charged July 20 by the Pennsylvania Office of the Attorney General as a result of its joint investigation with the Clearfield County Drug Task Force. Strunk’s bail has been set at $25,000 monetary, and he remains incarcerated on the charges at the jail.

According to the affidavit of probable cause, on July 31, 2014, an agent and confidential informant made a controlled purchase of approximately 3.30 grams of marijuana from Strunk for $50.

On the date in question, the agent had telephone contact with the CI. At the direction of the agent, the CI allegedly had previous phone contact with Strunk on July 29 and July 31 about being able to purchase a “slice,” or about 3.5 grams of marijuana.

At approximately 1:49 p.m., the CI arrived at an area police station to meet the agent. The CI and agent had previously discussed the CI arranging a controlled purchase of marijuana for $50 from Strunk.

At approximately 1:59 p.m., the CI text-messaged Strunk telling him that they were on their way to a previously set up location at the Clearfield Mall. Police followed the agent and the CI’s vehicle to the mall.

At the mall, the agent and police allegedly observed a vehicle known to be operated by Strunk parked near Peebles. When they drove over to the vehicle the agent immediately recognized Strunk.

At approximately 2:08 p.m., the agent provided the CI with $50. The CI exited, walked over to and then entered Strunk’s vehicle. At approximately 2:12 p.m., the agent observed the CI exit Strunk’s vehicle and re-enter their vehicle.

Upon re-entering their vehicle, the CI handed the agent a Newport cigarette pack with cellophane over the top half of the box. Strunk departed the mall parking lot, and the agent obtained his Pennsylvania registration information for his vehicle.

When the agent opened the cigarette box there was allegedly a bag containing a green vegetable material, approximately 3.5 grams of suspected marijuana. The CI told the agent that they purchased it directly from Strunk for $50, and there wasn’t anyone else in the vehicle.

On Aug. 6, 2014, the agent had phone contact with the CI. The agent directed the CI to arrange for the agent to purchase $100 worth of marijuana from Strunk the next day, which the CI did.

At approximately 10:48 a.m., agents met for a debriefing for the undercover purchase of $100 worth of marijuana from Strunk. Between 10:58 a.m. and 11:14 a.m., the agent allegedly had phone contact with Strunk to see if they were still on to which Strunk said, “Yeah man no problem.”

The agent asked about meeting at the mall at 11:30 a.m. and if Strunk would be in the same “whip.” Strunk replied to the agent, “Yup.” The agent then departed to meet Strunk and was followed by another agent.

Upon arrival the second agent set up surveillance from the Peebles parking lot. The other agent parked in front of the Ollie’s store but closer to Peebles to wait for Strunk.

At approximately 11:27 a.m., the agent allegedly observed Strunk arriving at the intersection and proceeding straight to enter the Clearfield Mall parking lot. Strunk drove by the agent with his windows down and parked about two rows behind the agent’s vehicle.

The agent exited their vehicle and walked to the passenger’s side of Strunk’s vehicle. The agent told Strunk that they were a friend of the CI. Strunk then retrieved a Pringles can from the back seat, which he opened, and the agent observed that it had a smaller container inside.

Strunk allegedly retrieved two, small bags, which contained green vegetable material and put them on the front passenger’s seat, stating it was different marijuana from that on the July 31 purchase.

The agent allegedly observed the two bags of suspected marijuana, reached inside the window and retrieved them. The agent then handed Strunk $100 and concealed the two bags of suspected marijuana in his pants pocket.

The agent told Strunk that the CI hadn’t told him his name. Strunk told the agent it was Chris, and the agent shook his hand. Strunk then asked the agent if they ever wanted to “smoke a bowl” sometime and if they lived near the CI. The agent told Strunk that they lived in DuBois.

The agent asked Strunk if they could get more marijuana from him. Strunk told the agent that he had more available, and all they had to do was call him. When the agent stated that DuBois was “dry” Strunk agreed, and the agent indicated they’d call him for additional marijuana.

The agent later field tested one of the two bags of suspected marijuana purchased from Strunk. The field test yielded positive results for the presence of marijuana. Further analysis of the suspected marijuana indicated 3.5 grams was purchased July 31, 2014 and 6.57 grams on Aug. 7, 2014.

State police at Punxsutawney

  • An incident of theft by deception occurred sometime between Dec. 11, 2010 and Jan. 2, 2015 on the Dowler Highway in Burnside Township. During the incident, the victim alleged that two known people used his checking account for their own personal expenses.
  • An incident of DUI occurred June 29 on Route 36 in Punxsutawney Borough. During a traffic stop, state police allegedly found a known female to be driving under the influence.

Lawrence Township

  • Police received several reports about males who were allegedly soliciting at the intersection of Supercenter Drive and the Clearfield – Shawville Highway.
  • Police received a report about an alleged disorderly male at the Comfort Inn. However, he was gone upon police arrival to the scene.
  • Police received a report about an alleged theft that occurred at a township residence. The incident remains under investigation, police said.
  • Police received a report about an alarm at Northwest Savings Bank on River Road. Upon arrival police found everything to be OK.
  • Police received a report about an alleged theft at the Economy Inn. The incident remains under investigation, police said.
  • Police received a report about an alleged incident of child abuse on Turnpike Avenue. The incident remains under investigation, police said.
  • Police received a report about an alleged incident of disorderly conduct at the Comfort Inn.
  • Police allegedly observed a suspicious vehicle with out-of-state plates while on patrol at the entrance of the Clearfield Alliance Church.
  • Police allegedly observed a second vehicle in the parking lot of the Clearfield Alliance Church.
  • Police responded to assist a motorist at Sheetz.

DuBois City

  • Police were dispatched to a two-vehicle accident Thursday at the intersection of Liberty Boulevard and Beaver Drive. A Chrysler passenger vehicle and International flatbed truck were both traveling south on Liberty Boulevard and attempting to use the center turning lane; however, both collided prior to the intersection with Beaver Drive. Both vehicles sustained minor damage; officers performed an accident exchange for both operators. No injuries were reported at the scene, police said.
  • On Thursday police were dispatched to the intersection of Shaffer Avenue and Pifer Street, where two, small children were allegedly playing on the roadway. Police were advised that one of the children was nearly struck by a vehicle. Upon arrival to the area, police were unable to locate the children, and a neighbor stated he hadn’t seen any small children playing in the roadway.
  • Police received a report about an alleged suspicious female who was walking through an apartment complex Thursday in the 200 block of South Brady Street. Police were advised that the female didn’t live in any of the apartments. Upon searching the area, police located the female on North Jared Street and determined she was trying to visit a friend in the apartment complex. She told police that her friend had asked her to leave.
  • Police received a report about a male who was allegedly intoxicated and who had wrecked his bicycle into a wall Thursday in the area of East Scribner Avenue and Rose Ally. Police were advised that the male was laying in the grass and may have sustained injuries. Upon arrival police made contact with the male who stated he’d been riding his bicycle down the sidewalk on East Scribner Avenue when he wrecked into the rock wall. Police said the male complained of hip pain and was transported to Penn Highlands by emergency personnel.

Sandy Township

  • On Wednesday a 48-year-old Circle Road man alleged that his 56-year-old neighbor has been harassing his fiancée and his daughter by calling them obscene names. Officers handled the situation without incident.
  • On Wednesday a 35-year-old Quarry Avenue man was charged with retail theft after he was allegedly caught by Wal-Mart employees attempting to leave the store with four cases of soda and baby wipes without paying for them.
  • On Thursday a 24-year-old Treasure Lake man called police when his 48-year-old mother allegedly became intoxicated and was fighting with him. Officers handled the situation without incident.
  • A 15-year-old Reynoldsville girl was attempting to move a vehicle at a Treasure Lake residence when it hit a 16-year-old DuBois girl and pinned her against a parked vehicle, injuring her leg on Thursday. The 16-year-old was transported to Penn Highlands and then flown to another hospital for treatment; the 15-year-old has been cited, police said.
  • Police received a report about an alarm at a Place Road building.
  • Police received a report of a 911 hang-up call from a cell phone in the vicinity of Showers road. Officers checked the area and could not locate the source of the call.
  • A 51-year-old Treasure Lake woman reported receiving a pre-recorded message on her answering machine requesting her credit card information on Thursday. The woman recognized the call as a scam, police said.

Kephart Gets 8-32 Years for Stealing from Trucking Company’s Employees

CLEARFIELD – On Friday the former president of the Kephart Trucking Company was sentenced to a minimum of eight years to a maximum of 32 years in prison and ordered to pay back more than $40,000 to his employees by Clearfield County President Judge Fredric Ammerman.

Timothy Lee Kephart, 56, of Morrisdale was accused of stealing funds from his employees’ 401K plans and medical insurance premiums between June of 2010 and the closure of the Kephart Trucking Company in late 2013. Kephart was supposed to go to trial July 20; however, he signed a plea agreement in June.

During Kephart’s restitution hearing held prior to his sentencing, several of his long-time employees addressed the court. Employees said the trucking company started out as “family-oriented” and one they were all proud to work for. However, employees said when Kephart took over for his father it became “a terrible place to work.”

Employees said they experienced significant financial stresses from not being paid and losing their medical insurance coverage. Employees spoke about how it became extremely difficult to pay their every day bills and to put food on the table while also facing unexpected medical bills that they became responsible for.

Employees said they experienced additional stress when they started to receive phone calls from collection agencies. “[Kephart] left many lives in shambles,” one employee said. Employees said they didn’t believe Kephart felt any regret or remorse for what he had done to them over the years.

Ammerman said he also received 32 letters from former Kephart Trucking Company employees or family members on their behalf. He said many expressed the same themes of showing loyalty to the trucking company and having Kephart leaving them dealing with financial stresses and depression.

In one of the letters he received through the Victim Witness Office, Ammerman referenced a widow who wrote about her late husband’s life that had “spiraled out of control.” She said that he ended up taking his own life, which she blamed on the stress inflicted upon him and their lives by Kephart’s actions.

During the hearing, District Attorney William A. Shaw Jr. said that the commonwealth was seeking more than $40,000 in restitution in regards to employees’ medical bills. He pointed out that total restitution exceeded $300,000 for the case; however, Kephart had voluntarily surrendered his own 401K to pay back his employees.

Shaw asked Ammerman to consider that the trucking company’s employees’ work and sweat only benefited Kephart. He said that many employees who wanted to attend were unable to, as they didn’t want to risk missing their new employment.

When Kephart testified at the hearing, he disputed that he owed his employees any restitution for medical bills. He said that his employees’ medical insurance included a $3,000 deductible; despite their coverage being cancelled, his employees’ medical bills weren’t more than the deductible.

Shaw countered, arguing that Kephart allowed employees to believe they still had medical insurance coverage when in fact they did not. He also said Kephart didn’t notify his employees that their medical insurance was cancelled until September of 2013.

Prior to sentencing, defense attorney Chris Pentz addressed the court, saying he was shocked by the recommended sentence. He said Kephart could have committed more serious crimes, such as rape or attempted murder, and received less than that recommended to the court.

Pentz said he thought the recommended sentence was “exaggerated,” saying Kephart was addicted to taking business risks. He said that Kephart wasn’t trying to steal from his employees to gain more wealth for himself, and it was a matter of Kephart’s business efforts not resulting in profits.

Kephart also addressed the court, saying they all worked hard at the third-generation trucking company that was started by his grandfather. Over his 40 years with the company, he said they were more like a family, and they all took immense pride in the “ship.”

Kephart said when he took over the company he didn’t want to disappoint his father. When the company fell under financial distress he was under pressure and tried to press on, which “drove him to the wrong choices.” He said it was then that he fell behind on the 401ks. Kephart pointed out that he voluntarily released funds from his own 401K to pay back his employees.

“I’m not here to offer an excuse but an explanation,” said Kephart. He asked Ammerman to consider the time he’s already spent in prison and not to delay his return to his wife and children, so he can support them, teach them God’s way and about community.

Shaw said that he believed Kephart’s sentence of eight to 32 years in prison was appropriate. “I think the people were very happy with it,” he said. “He’s getting a meaningful punishment versus a slap on the wrist.”

Shaw said it was offensive for Kephart to claim in court that he didn’t owe any restitution to his employees for medical bills when they were allowed to believe they had coverage.

“Think about the stress that must have caused them, and some had significant illness. It was large amounts of money, and it wasn’t fair to them,” said Shaw.  He noted he was proud of the Pennsylvania State Police for stepping up and taking on the investigation.

According to the affidavit of probable cause, Kephart was the president of the Kephart Trucking Company and handled its daily operations. While he was the company’s president, his employees’ paychecks indicated funds were being withheld for 401Ks and medical insurance.

However, these withholdings were held in the trucking company’s checking account and instead used for other expenses. This, in turn, caused a shortage in the individual 401K funds, as well as a break in the payment of medical insurance premiums.

More specifically, 401K plans were behind and not funded by Kephart from November of 2011 through February of 2012. Because Kephart neglected to pay medical insurance premiums, the insurance company cancelled his employees’ coverage retroactively, and numerous employees became responsible for unexpected medical bills.

Also, employees told police that Kephart hadn’t paid some for days of service and vacation pay. After the completion of an extensive investigation, police determined 131 victims were affected by Kephart’s actions.

According to the affidavit of probable cause, the victims told police that Kephart had admitted funds were missing and promised that he’d pay them all back.

In spring of 2012, the Kephart Trucking Company needed funds and utilized an investor group based in Lancaster. Representatives for the investor group told police that they had put more than $6 million into the Kephart Trucking Company with specific funds to cover employees’ 401Ks, which were short.

A contractor also told police that Kephart made personal checks out for a $300,000 barn behind Kephart’s residence to house his horses. At times Kephart’s checks would bounce, and he’d directly transfer money. However, the contractor indicated to police that he wasn’t certain from which account Kephart transferred payment out of.

Kephart is currently serving a 46-month federal sentence for his involvement in a $3.6 million check-kiting scheme against a bank in Huntingdon, Ohio.

Grand Jury: No Evidence of Criminal Wrongdoing in Investigation of Centre County DA

HARRISBURG — Attorney General Kathleen G. Kane today announced that Stacy Parks Miller, the Centre County district attorney, will not face criminal charges following an investigation by a statewide investigating grand jury.

The grand jury in a report released today determined there was no evidence to support charging Miller with forgery, tampering with records or identification or theft of services.

Miller in part was accused of forging a judge’s signature on a “fake bail order.” The grand jury heard testimony from more than 20 witnesses, including a professional handwriting expert who determined the signature on the bail order was in fact the genuine signature of Centre County Judge Pamela A. Ruest. The expert’s findings also were independently confirmed by a second handwriting expert who reviewed the signatures, the grand jury reported.

“The grand jury’s findings led to a definitive conclusion,” Kane said. “Simply put, the evidence does not support criminal charges.”

The grand jury investigation stemmed from a complaint made by Philip Masorti, an attorney, who received information from Michelle Shutt, a former paralegal in the Centre County district attorney’s office.

The purpose of the “fake bail order” was to facilitate a plan in which Miller sought to charge the culprit in an alleged murder-for-hire plot, the grand jury reported. The grand jury found Miller’s ultimate intent in creating the “fake bail order” was to protect an assistant district attorney who was targeted in the alleged plot.

It also was alleged that Miller used her staff in the district attorney’s office to perform political work and used county office supplies to aid her political campaign.

The grand jury investigated those allegations and concluded that some of Miller’s campaign work, such as notarizing campaign-related documents and making copies of those documents, was performed by Centre County staff. However, the expense to the county was at most slightly more than $200, the grand jury found. It concluded this to be “de minimis,” meaning too small of an amount to warrant criminal charges.

The Office of Attorney General assumed jurisdiction in this case as the result of a conflict referral from Stacy Parks Miller pursuant to the Commonwealth Attorneys Act. The grand jury wrote in its report that it reviewed relevant criminal statutes and legislation as part of its investigation.

The grand jury report also concluded this case illustrates confusion between the Commonwealth Attorneys Act and other state statutes. The report calls for legislative clarification to prevent a duplication of resources in future cases.

 


Deputies Apprehend Fugitive John Lytle Jr.

CLEARFIELD – District Attorney William A. Shaw Jr. has announced the capture of a wanted fugitive.

Shaw identified the fugitive as John Lytle Jr., 34, of Drane Highway, Osceola Mills. Lytle was added to the Clearfield County Fugitive of the Week list in June.

On Sept. 30, 2014, Trooper Michael Meko of the Pennsylvania State Police filed a criminal complaint against Lytle. He charged Lytle with driving under the influence of alcohol, M; driving while operating privilege is suspended or revoked, S; driving on roadways laned for traffic, S; careless driving, S; and restrictions on alcoholic beverages, S.

According to the affidavit of probable cause, on Sept. 20, 2014 while on routine patrol, Meko allegedly observed a vehicle weaving in and out of its lane of travel. Meko activated his emergency lights and conducted a traffic stop.

Upon making contact with the operator, identified as Lytle, signs of impairment were observed by Meko. Lytle was then transported to the Clearfield Penn Highlands Hospital for blood testing.

A preliminary hearing was scheduled for Oct. 29, 2014, at which time the charges were held to court. On April 2, Lytle failed to appear at a Pre-trial Conference.

Shaw stated that on July 17 deputies from the Clearfield County Sheriff’s Office apprehended Lytle, and he was taken into custody without incident. Lytle is currently lodged in the Clearfield County Jail.

Shaw thanked the Clearfield County Sheriff’s Office for its assistance with this case.

Gesin Waives Charges in Pornography Case

DUBOIS – A DuBois man accused of showing online pornographic videos to a teen girl, as well as having sexual contact and taking an inappropriate picture of her waived his right to a preliminary hearing Friday during Centralized Court at Pat Ford’s office.

Jarrod Morgan Gesin, 36, of DuBois has been charged with photograph/film/depict on computer sex act/knowingly or permitting child; child pornography; corruption of minors; and indecent assault. His bail has been set at $25,000.

According to the affidavit of probable cause, DuBois City police received a report about an alleged sexual assault from a teen girl on Feb. 15. The day before, she alleged that she was alone in the living area with Gesin watching television when he brought up the topic of pornography and asked if she watched any.

Gesin allegedly accessed pornographic Web sites on his cell phone and showed videos to the girl. She told police that Gesin was mostly watching the videos while she was trying to watch a movie on television.  She also told police that Gesin showed her images, which allegedly contained nudity, of his “online girlfriend” from his cell phone.

According to the girl, Gesin allegedly talked inappropriately to her. She also alleged that he took an inappropriate picture of her, as well as had sexual contact with her during the incident.

Police obtained and executed a search warrant, seizing a phone, charger and cable from Gesin’s room. Gesin asked police if he could show them the pictures on his phone, as believed he knew why they were seizing it.

During an interview with police, Gesin allegedly admitted to watching pornographic videos from Web sites while at the house. However, he claimed that he stopped when the girl came downstairs.

When police asked him how the girl knew which pornographic Web sites he was on, Gesin replied that she must have seen the screen on his cell phone. Gesin denied that he had any sexual contact with the girl or that he had any naked pictures of her.

Police said a search warrant was obtained and executed on the cell phone. Pennsylvania State Police then conducted a forensic examination of the cell phone, which turned up an inappropriate picture of the girl; it had been taken on the date and time coinciding with the girl’s report to police.

State police at Clearfield

  • An incident of DUI occurred Saturday on Winburne and Valley roads in Cooper Township. During the incident, a Winburne man allegedly committed several traffic violations and was determined to be drinking alcoholic beverages. He was subsequently transported to the Clearfield Penn Highlands Hospital for blood testing. Charges are currently pending the blood test results, state police said.
  • An incident of theft/access device fraud occurred July 24 on the Philipsburg – Bigler Highway in Boggs Township. During the incident, someone allegedly used the victim’s credit card to make a purchase in the amount of $1,358.50; the incident remains under investigation at this time.
  • An incident of institutional vandalism occurred sometime Friday or Saturday at the Bradford Cemetery along Route 970 in Bradford Township. During the incident, someone allegedly drove a vehicle through the grass, causing damage to the lawn. They also allegedly struck and knocked over a headstone.   • An incident of theft occurred Sunday at Cooney’s Tavern in Cooper Township. During the incident, someone allegedly removed the victims’ belongings from their table while they were outside.   • An incident of theft/forgery occurred sometime between July 20 and Thursday on Yellow Brick Road in Winslow Township. During the incident, someone allegedly removed 11 personal checks from a residence and electronically forged six of them at Wal-Mart.
  • An incident of burglary occurred sometime between Feb. 5 and Friday on Westville Road in Washington Township. During the incident, someone allegedly broke into a shed and stole a 1997 Honda 300 EX and a six-gallon air compressor.   • An incident of criminal mischief occurred July 28 at the intersection of Stuart and Old Grade roads. During the incident, someone allegedly damaged the victim’s mailbox; it remains under investigation at this time.
  • An incident of theft occurred July 22 at Goodwill in Winslow Township. During the incident, two African-American males allegedly entered the store and engaged in a “Quick Change” scam; they allegedly left the store with approximately $150.
  • An incident of theft occurred sometime Saturday or Sunday n Osborne Avenue in Falls Creek Borough. During the incident, someone allegedly stole a 1997 Subaru Impreza from the victim’s residence.   • An alleged incident of criminal trespass occurred Sunday on Luthersburg-Rockton Road in Union Township. However, the actors had fled the scene prior to the arrival of state police.
  • An incident of simple assault occurred Saturday on Church Street in Bell Township. Further, state police responded to DuBois Penn Highlands Hospital for the report of an alleged assault. Upon investigation state police determined that a known actor allegedly assaulted the victim on Church Street; the victim fled the scene and got treatment at the hospital. A warrant was issued for the actor who is a known 34-year-old Ernest male, state police said.

State police at Philipsburg

  • An incident of cruelty to animals occurred July 27 on Catty Nine Trail in Huston Township. Further, the victim reported to state police that her dog became ill and had to be taken for treatment. State police are suspecting it was intentionally given a substance, which it ingested and caused it to become sick. The incident remains under investigation at this time, state police said.

State police at Punxsutawney

  • An incident of DUI occurred Friday on Route 322 in Corsica Borough. During the incident, a Brookville man was allegedly stopped for a traffic violation and determined to be DUI. Charges are currently pending through the district court, state police said.
  • An incident of theft occurred July 17 on Mills Street in Big Run Borough. During the incident, a Big Run man allegedly wasn’t present to complete an execution of sale.
  • An incident of burglary occurred sometime between July 1 and Thursday at HRIN’s Mini Storage in Rose Township. During the incident, someone allegedly cut a lock on the victim’s storage unit, and all of the items were removed from it. The incident remains under investigation at this time, state police said.

  • An incident of theft from a motor vehicle occurred Wednesday at the Longview Trailer Park in Jay Township. During the incident, someone allegedly entered unsecured vehicles and removed tools, a hard drive, sunglasses, a hat and chewing gum. The total loss is estimated at $1,000, state police said. State police would like to remind residents to remove valuable items from their vehicles and to lock them when they are left unattended.

DuBois City

  • Police were dispatched to alleged drug use Friday in the 700 block of East DuBois Avenue. Upon arrival police made contact with four males who weren’t using drugs. However, police asked them to leave, as there were “no loitering” signs on the property to which the males complied.
  • Police received a report about two suspicious males Friday in the 300 block of South Church Street. However, police searched the area but were unable to locate anyone.
  • Police received a report about an alleged protection from abuse order violation Friday. Police said the victim had obtained the PFA against her ex-boyfriend who had allegedly contacted her through a mutual friend. He was arrested and transported to the Clearfield County Jail to await arraignment.
  • Police received a report about a male who had allegedly engaged in a physical altercation with his brother on Friday in the 600 block of Chestnut Avenue. The male said he went to his brother’s house to discuss family issues, which became heated and resulted in them exchanging punches. No injuries were reported, and neither male wanted to press charges, police said. Police asked the males to cease contact with each other.
  • Police received a report about a male who was allegedly drunk and being disorderly Friday in the 100 block of North Main Street. Upon arrival police found the male had left and was last seen walking towards downtown. Police checked the area but were unable to locate the male.
  • Police received a report about an alleged incident of harassment that occurred Friday on North Brady Street. Upon arrival the victim told police that she arrived at the store, and her boyfriend’s ex-girlfriend pulled in beside her. She said although there weren’t any words exchanged between them, she felt it was still harassment. Police, however, advised her that it was not harassment.
  • Police received a noise complaint that occurred Saturday at an apartment building in the 300 block of West Long Avenue. Upon arrival police didn’t hear any loud noises.
  • Police received a report about an alleged unauthorized use of a motor vehicle Saturday on South Jared Street. A woman told police that she allowed a friend to borrow her vehicle; however, she didn’t allow for her male friend to use it. The woman also told police she found out that when the male drove her vehicle it broke down on South Brady Street. The male allegedly admitted to police that he’d driven the vehicle; charges are currently pending additional investigation.
  • Police observed an alleged domestic disturbance Saturday on Spring Avenue near South Main Street. Further, police allegedly observed a male and female arguing with each other in the street. Upon investigation police found they had allegedly been arguing inside a vehicle when it struck a curb and got a flat tire. Police said the female left the scene and the male stayed to fix the vehicle’s flat tire.
  • Police received a report about an alleged theft from a motor vehicle Saturday on East Park Avenue. The victim told police a firearm was stolen from his vehicle; it was entered into the National Crime Information Center. The incident remains under investigation at this time, police said.
  • Police received a report about suspicious activity Saturday in the area of Hahne Court. A caller told police that a vehicle was parked near her house and had music turned up. She said it had been there for a while. Upon arrival police found out the driver was having vehicle trouble; she fixed the vehicle and left the area.
  • On Sunday police allegedly observed a man staggering down the sidewalk and roadway on East Park Avenue. He was arrested for public drunkenness.

Sandy Township

  • A 22-year-old DuBois woman was unable to stop in time to avoid hitting a vehicle driven by a 50-year-old Treasure Lake woman that was stopped at a traffic light on Friday. No injuries were reported and one vehicle was towed from the scene, police said.
  • On Friday a 50-year-old South Brady Street man alleged that a neighbor’s 12-year-old had been drinking alcohol and offered him some. Officers handled the situation without incident.
  • Police received a report about an alleged domestic dispute Saturday on Forest Avenue. Upon arrival officers located the couple who stated they were arguing and it never became physical. Police handled the situation without incident.
  • On Saturday a 37-year-old South Main Street man alleged that he was being harassed by his neighbor. Upon arrival officers spoke to the neighbor who had been drinking and told police he was having a disagreement with his neighbor over his dog biting the neighbor’s wife. Police handled the situation without incident.
  • A 36-year-old Treasure Lake man reported that he backed into another vehicle on Arminta Street on Saturday.
  • A 30-year-old South Church Street woman was cited after she originally told police that her 33-year-old husband had allegedly hit her, causing injuries to her face. She told police that she then jumped out of a moving vehicle to get away from him. Police said that the woman later allegedly admitted she’d been drinking and was trying to fight with her husband who did not hit her. Her injuries were sustained when she jumped from the moving vehicle, police said.
  • On Saturday a 27-year-old Sykesville man was taken to Penn Highlands for a legal blood draw after he lost control of his vehicle on Route 255 at the Interstate 80 intersection, causing it to come to rest on the railroad tracks. Charges are currently pending, police said.
  • On Sunday employees of the Treasure Lake Town Center alleged that a 78-year-old Treasure Lake man was causing a disturbance in the store over two cases of pickles that he had ordered. However, the man left the store prior to police arrival.  Police were able to contact the man and handled the situation without incident.
  • Police received a report about an erratic driver Sunday on Rockton Road. Officers located the vehicle and the driver said he was momentarily distracted, causing him to swerve on the road.
  • A 58-year-old Wayne Road resident reported someone had been knocking on his door and ringing the door bell and running away on Sunday. Officers could not locate anyone in the area.

Fugitive of the Week Captured in Cumberland Co.

CLEARFIELD – Clearfield County District Attorney William A. Shaw Jr. has announced the capture of a wanted fugitive.

Shaw identified the fugitive as Melanie Hartman, 23, of Forcey Road, Woodland. Hartman was added to the Clearfield County Fugitive of the Week list on June 22.

On July 14, 2014, Patrolman Nathan Curry of the Clearfield Borough Police Department filed a criminal complaint against Hartman. He charged Hartman with access device fraud, M1, and receiving stolen property, M1.

According to the affidavit of probable cause, on July 5, 2014, Clearfield Borough police were dispatched for an alleged theft from a motor vehicle. The victim alleged to police that someone had removed cash and a wallet containing a check card and other personal items.

Upon investigation police determined that Hartman, along with other individuals, allegedly used the victim’s check card to make several purchases. Police also determined that they were declined in other attempted purchases.

A preliminary hearing was scheduled for July 23, 2014, at which time the charges were held to court. On Sept. 23, 2014, Hartman failed to appear at Plea and Sentencing Court.

Shaw stated that Hartman was apprehended by police in Cumberland County and turned over to deputies of the Clearfield County Sheriff’s Office on July 30. Hartman is currently lodged in the Clearfield County Jail.

Shaw thanked the Clearfield County Sheriff’s Office for their assistance with this case.

State police at Clearfield

  • An incident of harassment occurred Monday at the First Commonwealth Bank in Houtzdale Borough. During the incident, a male allegedly came through the drive-up ATM and got upset with the tellers. He allegedly told the tellers that he was going home to get a gun, which caused the bank to go under a lockdown. Anyone with information is asked to contact the state police at Clearfield at 814-857-3800.
  • An incident of harassment occurred Sunday on Berwind Street in Irvona Borough. During the incident, two Irvona men allegedly engaged in a physical altercation.
  • An incident of criminal mischief occurred sometime between Friday and Monday on Scott Lane in Decatur Township. During the incident, someone allegedly keyed the rear end of the victim’s vehicle, causing damage. Anyone with information is asked to contact the state police at Clearfield at 814-857-3800.

State police at DuBois

  • An incident of theft occurred sometime between Friday and Monday on Viaduct Road in Bloom Township. During the incident, someone allegedly removed diesel fuel from a PennDOT truck. Anyone with information is asked to contact the state police at DuBois at 814-371-4652.

Lawrence Township

  • Police received a traffic complaint that occurred on Highview Road.
  • Police received a report about a vehicle traveling after it had caught fire on the Clearfield Bypass.
  • Police were requested to check the welfare of a female on Highview Road. Further, police found the female to be intoxicated.
  • Police received a report about an alleged incident of littering that occurred at a business along the Clearfield-Shawville Highway.
  • Police received a report about an animal call and alleged harassment. Further, someone allegedly put dog feces on the victim’s property in Hyde.
  • Police received a report about a lost wallet.
  • Police received a report about suspicious findings in a cemetery in Hyde.
  • Police received a report about a vehicle fire on the Clearfield Bypass.
  • Police received a report about suspicious findings at Sheetz on the Clearfield-Shawville Highway.
  • Police received a report about a dog that was locked inside a vehicle.
  • Police received a report about a suspicious male near South Second Street.
  • Police were requested to check the welfare of a male on Route 322. Upon arrival police located a juvenile male and transported him to his residence.
  • Police received a report about an alleged incident of underage consumption. Further, police determined that the incident occurred outside of the township’s jurisdiction.

DuBois City

  • Police were dispatched for a report about a person who was in distress Monday in the area of the Tannery Dam. Police were advised a female was heard screaming between the 300 and 400 blocks of First Street. Upon arrival in the area, police made contact with a female who stated there hadn’t been anyone screaming.
  • Police were notified about wires down Monday on DuBois Street in front of True Value. Police indicated that it caused power outages in the area, which included traffic signals at several intersections. Police provided traffic control and received assistance from the DuBois City Fire Department and Penelec.
  • Police received a report about an alleged incident of harassment by communications on Monday. Further, police found that two females had allegedly exchanged insulting text messages. Police advised the females to cease contact with each other.
  • Police received a report about a hit-and-run accident involving city property on Monday. A witness told police that a truck tractor with a flatbed trailer was pulling from Jared Street onto West Park Avenue when it knocked down a stop sign. However, its operator fled the area. Anyone with information is asked to contact city police at 814-765-1533.
  • Police received a report about a suspicious package that was delivered Monday to a residence in the 100 block of East Park Avenue. Police checked the contents of the package and cleared the scene without incident.
  • Police received a report about an alleged domestic disturbance Monday in the 100 block of Quarry Avenue. Upon arrival police found a male had fled the scene. Police said a female didn’t want to pursue charges but requested information about obtaining a protection from abuse order.
  • Police received a report about a burning complaint Monday on Williams Street. A male told police that his house was filled with smoke due to his neighbor’s fire. Police made contact with his neighbor and advised of the city ordinance. However, police were called a second time about the fire, which was then extinguished.
